The King Hussein Foundation (KHF) partners with Oxfam in the Youth Participation and Employment programme (YPE) to promote entrepreneurship through supporting youth to engage in business start-ups and scale-ups. KHF projects support community-based organizations (CBOs) in establishing revolving funds, training CBOs in microfinance management and building the capacity of potential entrepreneurs. Apprenticeships and shadowing are two examples of popular approaches to facilitating entrepreneurship and self-employment. During the COVID-19 crisis, KHF has continued the implementation of activities virtually. This case study presents examples of young people utilizing financial support, reaching out to new clients using ICT, and eventually exploring ways to mitigate the impacts of COVID-19.

Oxfam partners with the Jordanian Hashemite Fund for Human Development (JOHUD) through its Youth Participation and Employment (YPE) programme in order to connect with communities and train local community-based organizations (CBOs). JOHUD’s aim is to build the job-seeking capacity of youth in four governorates in Jordan. The programme organizes informal activities involving peer-to-peer education to help young people engage in the community as volunteers, and links them to various governmental and non-governmental institutions. COVID-19 and the associated lockdowns have altered the organization’s operations, with most projects shifting online. JOHUD has adopted a youth-led initiative aimed at matching young people’s skills with labour-market demand in each governorate where the programme operates. This case study presents examples of how the programme has helped young people transform into professionals, and how youth-led employment centres can contribute to youth development activities.

Institutional voids faced by emerging economies have received a lot of attention in recent literature. However, the impact of institutional voids in an emerging economy on the level of company innovation strategies and output is a less researched topic. Using India as a case study, this paper presents a qualitative assessment of the impact of the institutional context of this emerging economy on innovation strategies and consequent outputs of private Indian companies of various sizes and ages. Primary data for the study were collected by means of surveys, in-depth interviews, and secondary data sources including government reports, World Bank and United Nations reports, research articles, and in-depth industry surveys. The paper concludes that in India, large companies and start-ups are more innovative. Most innovations are imitative in nature, and/or driven by customer requirements, and/or international quality norms. “New-to-the-world” innovations are scarce and are mostly driven by multinational corporations (MNCs), government institutions, and to some extent large Indian companies. The paper concludes that in a rapidly emerging economy like India, large companies are more innovative because of their resilience, internal systems, and capabilities that can overcome voids, and exploit opportunities. The fast-paced transitions have created more opportunities for start-ups than small and medium-sized enterprises (SMEs), thereby creating unequal innovation opportunities for companies of different sizes and ages, as distinct coping strategies are required for innovation to occur.

In Poland, it is possible to observe a lack of comprehensive solutions to the problem related to the co-existence of youth rescue organisations in the system of local security, namely: the solutions which would legalise involvement of such organisations in emergency situations and which would indicate the role that such entities could play in prevention. In the paper presented below, the Author poses the following questions: What are the contemporary challenges and expectations of youth rescue organisations? What activities in the fields of security and rescue could be developed by social rescue organisations to use their potential and to improve the level of security? It is possible to expect that the development of some particular fields of activity will contribute to the improvement in the efficiency of social organisations and the impact they have on the level of local security. It can be achieved by the promotion of pro-social behaviour in the fields of security and rescue among young people, local communities and self-government authorities to form the civil society. In order to meet challenges and expectations of youth rescue organisations, it is necessary to provide young people with broader participation in social organisations, to improve the attractiveness of such entities through systemic and financial support, along with social and education base. To provide a solution to the research problem, the Author has applied the method of a diagnostic survey in the form of expert interviews with people involved into activities undertaken by youth rescue organisations.

This article examines the role of community-based training initiatives in enabling women to cross the so-called digital divide and become confident users of ICTs. Drawing on a case study of the Women’s Electronic Village Hall (WEVH) in Manchester, United Kingdom, one of the first such initiatives in Europe offering both skills training and Internet access to women, the article will illustrate the impact that community-based initiatives can have in challenging and changing prevailing gendered attitudes toward technology. Gendered constructions of technology in dominant discourse suggest that women must also cross an internal digital divide, involving a change in attitude and self–identification, before they can see themselves as technically competent. Learning about technology is intimately linked to learning about gender, and the performance of skills and tasks that are culturally identified as masculine can be an empowering step for women, successfully challenging preconceived gendered relationships with technology. The WEVH occupied a unique position, acting as a model for other women’s ICT initiatives and influencing the development and proliferation of other community-based ICT access projects. There were two main motivating forces behind its setting up in 1992. The first was a shared vision of the potential for ICTs to be used as a tool to combat social exclusion. The second was a feminist commitment to redressing the inequalities and underrepresentation of women in computing. Both these perspectives formed an important backdrop to the growth and development of the organisation and have continued to inform its strategic plans.

Abstract The National Council on Aging (NCOA) conducted a national survey of community-based organizations (CBOs) in early 2019 to better understand how older adults, people with disabilities, and their caregivers are affected by the opioid epidemic and identify new resources and tools needed by CBOs to better serve their community needs. Specifically, the survey asked about the extent to which CBOs’ service delivery and level of effort has changed as a result of the opioid epidemic; unique issues reported by this population, directly or indirectly resulting from opioid misuse by them or loved ones; how organizations screen and refer older adults and individual with disabilities for support associated with opioid misuse; how organizations may be connecting with local or state initiatives addressing the opioid epidemic, or forming strategic partnerships to respond to emerging client needs; and pinpoint gaps in resources that may help organizations to more effectively respond to these issues. Over 200 organizations, representing urban, suburban and rural communities, responded to the survey and included senior centers, area agencies on aging, Senior Health Insurance Assistance Programs, as well as health care organizations. Seventy percent of organizations report spending more effort to address the needs of older adults/caregivers who are adversely affected by opioid misuse/abuse since 2 years ago. Common health and financial concerns, current strategies related to screening, partnership development, and educational programming as reported by CBOs will be presented. This session will include a discussion of opportunities to assist CBOs address the opioid-related needs of their older adult clients.

The main goal of public intervention is to amend market imperfections. However, public agencies may also have other goals in supporting entrepreneurship and promotion of self-employment. The aim of the paper is to analyze the impact of the funding granted by the Małopolska Agency for Regional Development (Małopolska Agencja Rozwoju Regionalnego SA, MARR S.A.) dedicated to beneficiaries from the Tarnow subregion and the Krakow Metropolitan Area. The research goals were defined as follows: (1) To verify if the basic assumptions of the program are correct and to demonstrate that it is an important element motivating the professionally inactive to take up employment as sole entrepreneur. (2) To verify if the program participant structure (both applicants and beneficiaries), with subdivision into place of residence, gender, age and the labor market status, is correct. (3) To verify if the abovementioned variables (gender, age, place of residence) significantly differentiate the applicants’ chance of obtaining a grant. The results are of key importance and should be used in formulating assumptions, regulations and guidelines for subsequent program editions. Due to the demonstrated diversity of the target group in the respective regions, it should be decided whether to differentiate the criteria for participation in the project depending on the region.
