The problem of handling solid municipal waste, which is formed during the life of a modern person, is becoming more and more urgent every day. The growth of consumption in modern society entails an increase in the formation of waste, which must no longer be stored, but subjected to recycling or recycling for further use. The solution of this problem, in addition to the technical and organizational component, is possible by forming a culture of solid municipal waste management (hereinafter MSW) among the population, that is, the formation of an ecological culture. The article describes the implementation of the social project “Organization of environmental education and formation of environmental culture of the younger generation in the field of solid municipal waste management” of the Transbaikal State University. During the implementation of the project, the level of environmental culture of schoolchildren was studied by testing in accordance with age. The developed educational and educational program, which includes a set of measures for training and environmental education of general education organization students, helped to motivate them to properly handle waste and form a responsible attitude to nature. Diagnostics formation level of the ecological culture of the younger generation allowed us to state the presence of a problem, namely, the insufficient (low and average) formation level of the ecological culture of general education organization students. Environmental classes and actions allowed students to form an idea of the problems of waste disposal, as well as their understanding of the need for separate collection and recycling of waste. Environmental education of the younger generation has changed their attitude to the problem of separate waste collection and contributed to the formation of environmental consciousness. In Russia, the problem of garbage is very acute, but only in recent years attempts have been made to solve it. One of the directions is the systematization of the industry and the transfer of responsibility for the removal, sorting and disposal of garbage to regional operators. The compensation mechanism for the costs of such companies involves the establishment of a tariff for municipal services for the treatment of MSW. Setting a tariff that would cover all the costs of regional operators and at the same time be accessible to the public is not an easy task, especially since it should also provide for investment costs for the development of the industry. One of the ways to reduce the tariff is digitalization. The experience of using modern digital solutions shows that they can not only improve the quality of services provided, but also reduce costs, which will have a positive impact on the amount of the tariff for municipal services for the treatment of MSW. The article deals with the problems of tariff regulation of the sphere of solid municipal waste management, for which the method of tariff formation is given, the factors that determine the amount of payment for utility services for solid municipal waste management, as well as the problems of the industry that affect the tariff. The problem of garbage is the most urgent, and the issue of competent financing, including through the establishment of a tariff, will help to overcome the main barriers to its solution.

The ways of ecological modernization of the management of solid municipal waste were investigated. In modern conditions, the problem of processing and disposal of household and industrial waste, both for the Russian Federation and most countries of the world, extremely aggravated and requires new approaches to its solution. The purpose of the submitted article is to conduct a comprehensive analysis of the system of supporting investment projects in the Russian Federation in the field of processing and disposal of waste. The methodology of the analysis was based on the assessment of the effectiveness of the measures taken in terms of the management of production and consumption waste in the Russian Federation, including a comprehensive study and generalization of existing support measures in the field of waste management and disposal, including those provided by the public law company for the formation of an integrated system of solid municipal waste management «Russian Environmental Operator». The authors summarized the dynamics of education, disposal, disposal and disposal of production waste and consumption in the Russian Federation in 2010-2020. Investment tools are systematized, which have the right to use a public-legal company for the formation of a comprehensive system for the treatment of solid communal waste "Russian ecological operator". The analysis carried out in the course of the study showed that the sphere of solid municipal waste management in Russia is characterized by the presence of many shortcomings and high risks of the implementation of the federal project «Integrated System of Solid Municipal Waste Management», as well as a low level of attraction of private investments in the industry due to high risks implementation of investment projects in the studied area. Conclusions and analytical generalizations made according to the results of the study can be applied in practice during the substantiation and introduction of optimal mechanisms for the support of investment projects in the field of processing and disposal of waste, taking into account the developed hikes to their typing and specification.

The article analyzes the implementation of a comprehensive system of solid municipal waste management within the framework of a federal project. The relevance of the topic is due to the fact that the lack of an integrated approach has led to severe environmental consequences for the environment of many regions of the country. The article discusses the main directions of the «garbage reform»: changes in legislation; changes in the system of payments for garbage collection; reorganization of the management system. The authors present the target indicators and results of the federal project. The article analyzes the results of the project implementation for ten months, presented by the Accounting Chamber, the opinions of the heads of coordinating state bodies, which indicate that the «garbage reform» does not yet give results. The Accounting Chamber notes the irrational use of the released budget funds. Non-payments for garbage collection are noted everywhere, and regional operators are unable to cope with the removal of solid municipal waste. The article concludes that the main reason for the lack of results of the «garbage reform» is the inefficient work of the relevant coordinating bodies.
