Although South Africa has adopted a very modern permit/license system to control access to water as a resource, the attainment of the lofty objectives (efficiency, equity and sustainability) of the National Water Act of 1998 depends on two critical factors: (1) the institutional efficiency of the water management system; and (2) the development of water markets and their efficient functioning. This study lists a number of concerns that the Act is not geared to resolve efficiently or in a timely manner. These concerns include the high administrative costs of implementation, poor incentives for long-term investments, bureaucratic inefficiency, practical problems in water pricing and adaptability to climate change threat. There is a need to re-think the ways and means with which to make water distribution more efficient in the country. One possible solution would be to develop water markets in the country.

Currently, state institutions of higher education are under pressure from business, the population and the state, which leads to the creation of conditions for dynamic changes in the internal environment of universities. This contradiction between the internal and external environment of universities in the conditions of dynamically changing markets at the post-industrial stage has a negative impact on institutional efficiency, and in these conditions, with the acceleration of instability, a third managerial structure begins to appear that can satisfy the demand for innovations organizations to hybrid universities, which combine a professional, administrative bureaucracy and adhocracy, with no severe restrictions in its structure. In this regard, the authors adapted the features of adhocratic organizations to the conditions of higher education, considered the possibility of applying an adhocratic approach to building the structure and design of an organization on the example of the Astrakhan State University, and identified a number of factors that limit the spread of adhocracy in Russian universities. The main results of the study and the following conclusions were obtained: the organization of training should be carried out on the principles of teamwork for the implementation of complex innovative projects, for which it is necessary to create and develop an appropriate facilities and resources; socialization is one of the key practical models for preparing students in the context of project-based learning and an adhocratic approach; any adhocratic system is a self-learning system, the formation of which requires the creation of appropriate conditions for training and development of university staff; the transition from a professional university to an adhocratic one must be carried out gradually, combining both forms of bureaucracy and adhocracy.

Purpose of the study: This article deals with the renovation system of reproduction of professional potential and provides a definition of this concept. Methodology: The study uses the methods of dialectical contradiction, the ascent from the abstract to the concrete, structural-functional and comparative analysis, theoretical modeling and generalization. Primary sociological information is collected through a questionnaire survey, document analysis, free interview, and observation. Methods of grouping and classification of empirical data, qualitative analysis of factors are also used. Results: the renovation system of reproduction of the professional potential of a state municipal government involves the diagnosis of its problems with the aim of determining the ways of their resolution. The conducted diagnostics identified six groups of actual problems, namely lack of professionalism, the disintegration of indicators of individual and institutional efficiency, the imperfect system of training and advanced training of managerial personnel, the weak motivation of their professional development, inefficient use of professional potential, and passive personnel policy Applications of this study: This research can be used for the universities, teachers, and students. Novelty/Originality of this study: In this research, the model of Diagnostics of Problems of Reproduction of Professional Potential of the State and Municipal Management as a Precondition of Its System Renovation is presented in a comprehensive and complete manner.

Abstract The objective of this study is to assess the level of application of integrated water resources management (IWRM) in the lower Oueme valley. In order to achieve this, interviews with the actors' families allowed, on the basis of the survey on indicator 6.5.1 of the Sustainable Development Goals, to represent the degree of implementation of IWRM in the lower Oueme valley using a United Nations (UN) form. The results of this analysis reveal a low level of IWRM implementation with a score of 31 on a scale of 0–100. The weaknesses identified are mainly related to the lack of funding (score of 20/100) to cover all aspects of the development and management of water resources. Inadequate instruments or tools (score of 25/100) to enable decision-makers and users to make rational and informed decisions between different options and action measures, the unfavourable environment (score of 35/100) and finally weak institutional efficiency (score of 45/100), intersectoral coordination, and the involvement of various other stakeholders, are all evils that undermine the efficient management of water resources in the lower valley of Oueme.

The article challenges the stereotype which underestimates the accomplishments of the national scientists which generate and develop the current institutional and economic dysfunction theory and provide the pragmatic opportunities for the dysfunction theory. The research aims to consider the contribution of the modern Russian institutional economic school into generating and developing the institutional effects theory with the focus on its tool segment - the theory of economic and institutional dysfunctions. Methodologically, the article is based on the economic theory of institutions, provisions of the modern theory of institutional effects, including the institution dysfunctions, management theories for the economic systems of different complexity levels, as well as the comparative analysis, elements of mathematical modeling, and solutions of the differential equations. Tool capabilities of the dysfunction theory are illustrated for the developing of management recommendations, a measurement device is created to identify a dysfunction and to apply it in order to access the quality of the institutions and economic systems, the possibilities for applying the dysfunctions in the institutional modeling are defined. To do this, a function equation for the financial support of the institution is obtained to examine the connections between the institution monetization, the quality of their functions and their dysfunctions. The differences between the lock-in and dysfunction effects which characterize their connections with the categories, including stability, efficiency/inefficiency, institutions’ quality, are specified, and a dysfunction is defined as a dynamically changing condition, while lock-in can be static. The article points out the key prospective developments of the institutional and economic dysfunction theories: 1) better tools for measuring the dysfunctions; 2) evaluation of the institutional efficiency and functional potential of the institutions, as well as the quality of the institutions and economic systems; 3) dysfunction modeling, including at the level of its connection with the macroeconomic parameters. Further research into the Russian institutional school of the economic science is seen in the development of the dysfunction theory and its methodological tools for its application to analyze different socio-economic phenomena.
