Abstract The objective of this study is to assess the level of application of integrated water resources management (IWRM) in the lower Oueme valley. In order to achieve this, interviews with the actors' families allowed, on the basis of the survey on indicator 6.5.1 of the Sustainable Development Goals, to represent the degree of implementation of IWRM in the lower Oueme valley using a United Nations (UN) form. The results of this analysis reveal a low level of IWRM implementation with a score of 31 on a scale of 0–100. The weaknesses identified are mainly related to the lack of funding (score of 20/100) to cover all aspects of the development and management of water resources. Inadequate instruments or tools (score of 25/100) to enable decision-makers and users to make rational and informed decisions between different options and action measures, the unfavourable environment (score of 35/100) and finally weak institutional efficiency (score of 45/100), intersectoral coordination, and the involvement of various other stakeholders, are all evils that undermine the efficient management of water resources in the lower valley of Oueme.

Improved water resources governance supports important social, economic, and environmental objectives. The 2030 Agenda recognizes improved water governance to be critical for achievement of the Sustainable Development Goals (SDGs) and commits to monitor the progress of implementation of integrated water resources management (IWRM). This paper critically reviews the approach to monitoring SDG indicator 6.5.1 on implementation of IWRM. Firstly, the paper places the indicator monitoring within the context of other initiatives to measure water governance. Secondly, it analyzes experiences of application of the SDG indicator 6.5.1 methodology to evaluate the strengths and weaknesses of the indicator and presents the key findings of the 2017/2018 global baseline assessment of IWRM implementation. Baseline reporting shows that degree of IWRM implementation globally is 49%, though country scores range from 10 to 100%. Disaggregating the data by country and by aspect of water resources governance provides a diagnostic tool to identify areas of high and low progress, and, therefore, where increased resources and attention are required. The article concludes by suggesting how the next iteration of SDG indicator 6.5.1 monitoring cycle can be made into a tool for advancing the IWRM implementation and improved governance practices on the ground. It also proposes how the methodology can be strengthened to address current limitations, including aspects relating to integrity, accountability and transparency.

This article contributes to critical sustainability studies through an interrogation of the Sustainable Development Goals (SDGs) and their action towards improving access to water and sanitation. This is done through an analysis of ‘SDG 6: Ensure access to water and sanitation for all’, specifically focusing on Target 6.5: ‘By 2030, implement integrated water-resources management at all levels, including through transboundary cooperation as appropriate’, and its related Indicator 6.5.2, ‘Proportion of transboundary basin area with an operational arrangement for water cooperation’. While on paper Target 6.5 might seem relatively unproblematic, this article shows that its implementation could have some unintended practical implications for countries sharing transboundary waters. This article fine-tunes SDG 6.5.2 by suggesting two additional qualitative steps to improve the indicator. These qualitative dimensions are deemed extremely important for two reasons: the first one is the need to unfold and tackle inequitable water agreements; the second reason is to assess, recognize, and promote the role of civil society, NGOs, and technical and informal cooperation as a positive path toward the actual achievement of formal cooperation. The two steps that we propose are deemed essential if the United Nations (UN) is going to include SDG 6.5.2 as a proactive tool in the achievement of “implementing integrated water-resources management at all levels, including through transboundary cooperation as appropriate”, as declared in the 2030 agenda.

Abstract Afghanistan has abundant water resources; however, the current state of affairs is dismal because of the lack of integrated water resources management (IWRM) practices and prolonged war and conflict in the country. Therefore, there is a need for a systematic approach to water management, which can be materialized by integrating IWRM and the water–energy–food (WEF) nexus approach to maintain a critical balance of available water resources and their various uses at the national level. This study provides a comprehensive assessment of Afghanistan's water resource management, including the current state, challenges, opportunities, and way forward. The identified challenges are categorized as social and environmental issues, engineering and technical and regulatory, policy and government role. These challenges are inter-connected and a novel framework toward the implementation of IWRM and the WEF nexus in Afghanistan is proposed. This framework can be used by the relevant stakeholders to prepare a roadmap for sustainable management of water resources. Such integrative approaches will enhance Afghanistan's water, food, and energy security and significantly contribute to its economic development. Moving forward, the Afghanistan government must play a crucial role with regards to the efficient management of the country's water resources in an integrated manner as suggested in this paper.

Water resources are central to the achievement of all the Sustainable Development Goals, and should be viewed as a crosscutting connector - not a sector. The water community should do more to get outside its safety zone and work with all water-related sectors. The SDG 6 IWRM Support Programme is assisting countries to use water as a connector between their SDG targets.

Sustainable development is a requisite for future generation, as increasing urbanization, destruction of natural resources by anthropic activities, degrading ecosystems for the sake of present economic development at cost of environmental exploitation are increasing by each passing day on earth. The goal of this chapter is to provide meaningful insights for policy-makers and decision-makers towards sustainable development in the construction industry. This study is first-of-its-kind study focusing on the Sustainable Developments Goals and sustainability dimensions and their criteria and indicators in one compilation through literature study. The study concludes that there is a need to integrate the construction industry into the Sustainable Development Goals and their targets to test the built environment sustainability and there is a need to develop the most adequate frameworks for commencing the topic. Two possible frameworks suggested for future research recommendation needed for the Indian context to enhance sustainability within construction industry are based on LCSA and MCDM analysis.

Water allocation is an essential programming to support the sustainable development of Wuwei Basin, Gansu Province, China. To satisfy the demands of the decision makers (DMs) of each subarea and the total area, a bilevel multiobjective linear programming (BLMOLP) model is proposed. In the BLMOLP, DMs have a hierarchy of two levels—the upper level and the lower level DMs. In this paper, a fuzzy goal programming (FGP) approach is applied to solve the BLMOLP. Firstly, the upper level is solved and used as the tolerance for the lower level. Then the weights of each objective function in the lower level are evaluated. Finally, a satisfied optimization solution of the problem was calculated. The result suggests that the FGP is a simple and feasible approach to BLMOLP problems. The proposed method was applied to a case study for water resources allocation in Wuwei Basin. For four scenarios under consideration, the model can effectively balance the benefits among all regions and sections according to the priority of the upper level decision makers. The results indicate that comprehensive solutions have been obtained.

Abstract The paper describes the Global Water Partnership partner experience in the introduction of risk-based Integrated Water Resources Management (IWRM) into the Ukrainian water policy. We concluded that some proper ‘expressions’ and concepts have already been introduced into Ukrainian legislation, but not the accepted ‘meanings’ of such concepts as IWRM, Sustainable Development Goals (SDG), and water security. The concept of ‘sustainable management’, in the Russian version of Water SDG6, is translated as ‘rational use’ but no one can explain why. We suggest that such a misunderstanding happened since Ukrainian decision-makers still perceive themselves only as water users who are not obligated to achieve any development goals. Therefore, they are quite comfortable with the existing normative approach to water management where the objectives are compliance with defined norms and ensuring water security, which is understood as an absence of any water risk solely to humans, rather than the environment at large. Keeping in mind that true science starts with measurable values, and recognizing that you cannot manage if you cannot measure, we propose to change this false understanding of water security and sustainability that is inherent in the outmoded concept of ‘rational use’. Such a shift is only possible by switching to a measurable goal-oriented approach and risk management in water policy.

This paper seeks to evaluate the role of ICT in achieving the sustainable development goals adopted by the United Nations in 2015. While SDGs do not specifically address ICT, or include a goal on development of ICT, as argued (Berleur & Avgerou, 2005)in this paper, it is an underlying element embedded in the very concept of sustainable development rooted in the definition as propounded by the Brundtland Report. The objective of this paper is to evaluate whether there is a possibility to develop a conceptual framework to ground the use of ICTs in achieving SDGs. For this purpose, this research has evaluated the common conceptual frameworks developed by scholars and posits that rather than developing an all-encompassing framework, it is possible to identify certain necessary features for the role of the ICTs in achieving SDGs. This approach enables policy and decision makers to look at the role of ICT as an integral component of socio-economic and environmental decision making and implementation.

This paper aims at contributing to the debate on the relationships between the European financial sector and sustainable development. Using a non-financial disclosure analysis of 262 European banks, the research sought, first, to investigate the “scope” of the contribution of European banks to the Sustainable Development Goals (SDGs) and, second, to explore the factors that seem to differentiate the SDGs approach among banks. The results show that country of origin, legal system, and adoption of an integrated report seem to differentiate banks in terms of contribution to the SDGs. The business model and stock exchange listing, conversely, do not seem to represent discriminatory factor in the contribution of banks toward the SDGs. The study can be useful for managers and decision makers to develop policies to support organizations in contributing to the SDGs.

“We don't realize the value of water until the well is dry”, Benjamin Franklin once said. This statement captures in many ways the water development and management challenges we are faced with. The value of water to humans and nature is not properly recognized. The role of water as an engine for growth and the macro-economic impacts of poor water management and water resources degradation are largely unknown.
