Currently, state institutions of higher education are under pressure from business, the population and the state, which leads to the creation of conditions for dynamic changes in the internal environment of universities. This contradiction between the internal and external environment of universities in the conditions of dynamically changing markets at the post-industrial stage has a negative impact on institutional efficiency, and in these conditions, with the acceleration of instability, a third managerial structure begins to appear that can satisfy the demand for innovations organizations to hybrid universities, which combine a professional, administrative bureaucracy and adhocracy, with no severe restrictions in its structure. In this regard, the authors adapted the features of adhocratic organizations to the conditions of higher education, considered the possibility of applying an adhocratic approach to building the structure and design of an organization on the example of the Astrakhan State University, and identified a number of factors that limit the spread of adhocracy in Russian universities. The main results of the study and the following conclusions were obtained: the organization of training should be carried out on the principles of teamwork for the implementation of complex innovative projects, for which it is necessary to create and develop an appropriate facilities and resources; socialization is one of the key practical models for preparing students in the context of project-based learning and an adhocratic approach; any adhocratic system is a self-learning system, the formation of which requires the creation of appropriate conditions for training and development of university staff; the transition from a professional university to an adhocratic one must be carried out gradually, combining both forms of bureaucracy and adhocracy.

The work is dedicated to analyzing the management challenges of higher education institutions, which are discussed from two different angles: the management process and its supporting - ergonomic and infrastructural issues. The work is accomplished under the auspices of the Human Potential Management Laboratory at Ivane Javakhishvili Tbilisi State University. The present work is a continuation of the previous research items, which were devoted to studying the perceptions of university challenges. The work is based on the qualitative analysis of the Georgian higher education system and Ivane Javakhishvili Tbilisi State University management mechanisms, also the research analysis on the attitude towards the current challenges of TSU Economics and Business Faculty students and the academic personnel. 62% of the total composition of the academic personnel participated in the surve. The questionnaire included 48 closed and two open questions. The data was developed in the program "SPSS-Statistics”. Preliminary hypotheses have been verified by statistical methods. Person correlation test, the Chi-square tests and linear regression, namely the ANOVA test are used to analyse the results. The analysis of the challenges based on the qualitative and quantitative research became the basis of searching ways to improve the management strategy of higher educational institutions. The challenges identified in the work and the suggested recommendations will help the stakeholders interested in the issue/field.

For the last fifteen years I have taught final year law students at a Spanish state university on a regular basis. While it is extremely difficult to generalize about matters such as the following, I believe that the typical profile of the different groups of students I have taught over the years has been relatively homogenous in terms of quality and performance. Along with a minority of highly motivated and able students, at the beginning of every academic year the classes are mostly made up of silent students who area priorireluctant to accept individual responsibilities in the learning process. Having presented this seemingly harsh appraisal with no preamble, one of the aims of this essay is to set out a series of arguments that enable us to go beyond the glib self-righteousness of blaming the students for all their woes. In my opinion, it is the Spanish higher education system that is the mainly to blame for many of the factors currently holding law students back. The following factors contribute to this outcome.

In the article "Unity of the system of state universities in today’s Russia", published in August 2020, it was proved that the constitutional right to education implies the need to support not only the leading universities of the country with the help of "academic leadership" programs, but all universities established by the state. Firstly, the creation of a university by the state presupposes responsibility on the part of the state as the founder for ensuring the conditions of its activity; secondly, students of all state universities equally have the right to demand from the state the creation of conditions for obtaining high-quality and modern education. In the development of the concept of unity of the higher education system, this article discusses specific practical steps to implement the approaches indicated in the article in terms of the use of public resources. The authors formulated a number of proposals regarding the state policy in the field of science and higher education in relation to the distribution of financial resources and other resources between institutions of higher education, and also proposed specific measures for their implementation, described by examples from practice.

This article examines the key events leading to the creation of the California higher education system and Clark Kerr’s influential concept the “multiversity.” The wide, uncritical reception of this term requires explanation, which the essay explores both in terms of Kerr’s 1963 book, The Uses of the University, and in terms of its impact even on historical scholarship about American higher education. The essay concludes by finding the multiversity a highly selective (not an inclusive) standard and a latter-day extension of a pragmatic ideology with a long history and many unacknowledged problems.

This article presents the results of the EDINSOST project in relation to the university faculty’s practice concerns and the need to embed sustainability education in the Spanish Higher Education system. Four questions were devised to determine (1) which conceptions the university faculty has about sustainability in the context of the Spanish higher education (2) what sustainability competencies the university faculty holds (3) the ways in which sustainability teaching strategies are implemented and (4) the ways in which practical coursework related to sustainability is undertaken in a Spanish university context. The methodology that was applied was comprised of a discourse analysis of faculty focus groups. To that end, a category system and a focus group implementation protocol were designed and validated, as well as processes of construct elaboration based on the analysis of the focus groups’ discourses. Among the most relevant contributions stemming from the research questions regarding the faculty’s assumptions was the evidence that the holistic conception of sustainability is not addressed in all its dimensions and the environmental dimension is overemphasised. The need for training to teach sustainability competencies and the faculty’s lack of awareness were also identified. As far as sustainability teaching strategies are concerned, project-based learning prevails, with service-learning emerging as the most effective strategy, even though its application is hindered by faculty training gaps. Finally, the absence of sustainability in teaching guides and study plans and the scarce institutional support for establishing sustainability as a strategic subject in the university were significant findings.

The article deals with key measures of establishing information and digital development of the Institute of Education in the conditions of innovativeness of Ukrainian economy. The reason that motivated the study was a number of pressing issues, such as the formation of a highly qualified specialist with new quality of digital competencies and skills based on an effective innovation and entrepreneurship university and the establishment of a quality institute of digital education in European digital educational environment, which remain little studied and need knowledge. Among the goals pursued by authors is to identify the prerequisites for accelerating the automation and digitization of the economy at different levels of economic aggregation and in terms of economic sectors; to present author’s visualization of the potential innovative ecosystem of digital business center of the university in which applicants will be able to acquire digital practical skills. The purpose of the article is to investigate the peculiarities of modern problems of higher education in Ukraine, to consider objective conditions and current tendencies of development of information society. Methods: generalization – in studying the nature of digital education; structuring – in explaining the prerequisites for reforming digital principles. Results. The scientific publication reviews the features of modern problems of higher education in Ukraine, including: lagging of scientific developments from needs of the economy, fragmentation of the use of distance learning technologies in economic specialties, inconsistency of the laboratory base of universities with a technical profile of the level of modern technologies. Scientific analysis of paradigm change in education of Ukraine is conducted. Authors’ opinion is: changes are caused by integration processes in higher education system, democratization of the process of obtaining education, introduction of tools of freedom of choice of resources, technologies. The originality of publication is that authors argue that a transformational change at the Institute of Education is a change from a passive system where learning is an audition, to an active learning system where students learn subjects/disciplines by sharing knowledge about these subjects. Value of the article is that authors outlined main areas of use of digital information technology in higher education, namely: development of educational websites and promising tools, teaching methods and technologies with a focus on development, promotion of personalized education. Conclusions. The article is devoted to the consideration of objective conditions and current tendencies of development of information society, which determine the course of automation and digitization of the provision of educational services in the conditions of innovativeness of Ukrainian economy.

Higher education is finding importance throughout the globe due to two reasons that include challenges to increase Gross Enrolment Ratio (GER) towards 100% and the possibility of further HE system innovations due to drastic changes in technology and the creativity of new Tech-generations. In this paper, we made a detailed analysis of the effect of technology on industry and the creation of new tech generations in society. The predictive analysis methodology is used for discussing the effect of technologies on industries and its effects on the creation of new tech generations. Finally, the possible higher education strategies to fulfil the anticipated desires of the tech-generations in society are analysed. Based on the analysis a set of postulates are suggested to integrate technology with the higher education system to develop industry acceptable qualified professionals to serve satisfactorily in so-called Tech-society.

Currently, one can observe accelerated implementation of high-tech solutions including those developed on the basis of artificial intelligence in various sectors of economy and public relations, in particular, in education. In this regard, the article discusses the main challenges that the 4th industrial revolution poses to the higher education system. These challenges include the automation of a number of professions; lack of competent personnel; digitalization of the educational process, etc. The prospects of introducing a blockchain to fix personal achievements in the context of the development of artificial intelligence technologies in particular, are highlighted. The possibilities of processing large volumes of data (Big Data) are described in order to create ratings of universities, departments and teaching staff. The experience of introducing artificial intelligence technologies into the creation of an individual educational path and the formation of a «digital footprint» at the STI University «20.35» is analyzed. Namely, the creation of a digital fingerprint and its application; building a student’s optimal development path; effective team building and improving the effectiveness of e-learning are considered. The conclusion is made about the need to preserve the universal basic component of higher education.

The higher education system uses traditional teaching methods in teaching and learning. The emergence of technology encompasses a great challenge for learners, teachers, and the higher education system to attain success in the learning process via the internet. Technology has made numerous changes in the process of teaching and learning. The students and teachers adopted the advent of technology in the progress of learning and teaching respectively. The pandemic situation also necessitated the adoption of the online-based learning system. The higher education system instantly instigated the online learning system into the real-time scenario. The online learning system gave numerous advantages for both the learners and teachers. Though, they faced several challenges in the process of incorporating the new system of teaching and learning. In this paper, the numerous studies and approaches of online learning systems by various researchers are discussed. Mobile-based learning, online learning in the pandemic system, and the challenges of online learning systems are addressed in this paper.
