A great many factors other than philanthrophy influenced social policy in England during the Middle Ages. Although political thinkers steadfastly acknowledged the importance of received tradition, especially the religious command to help the poor, many lawmakers were profoundly ambivalent about begging. It is true that the opinion of the nineteenth century implied that medieval almsgiving was so “reckless” that English “beggars had an easy life,” but more recent research has challenged this perspective, bringing the parameters of medieval mendicancy into sharper focus. Seen individually, beggars were pathetic and vulnerable, but if viewed collectively they were thought to be dangerous and willfully idle. Parliament's decision to regulate begging in the years after the first appearance of the Black Death (1349–50) compelled the king's subjects to rethink the claims of the needy, even though almsgiving had long seemed a positive aspect of community life. Obviously by the close of the fourteenth century something had happened to broaden the story of casual relief, extending its boundaries beyond religious impulse to include the frustrations and passions that animated the political arena. Here contentious voices sounded, although parliamentary argument and debate were often tempered by the conviction that men of affairs could legislate a more orderly realm. Even so, efforts at social planning were by no means limited to statutory decree or confined to the late medieval world.

In a seemingly virtual era, maritime commerce and shipping retain a central role in contemporary global capitalism. Approximately 90% of global imports and exports currently travel by sea on around 93,000 merchant vessels, carrying almost 6 billion tons of cargo. Oceanic mobility and long-distance networks of trade are made possible and sustained by the life and labor of over 1.25 million seafarers currently working at sea as well as regimes of global security and governance. Yet, this oceanic world and its role in shaping politics, sociality, and regulation remains, for the most part, obscured and hidden out of sight in everyday life. As one of the oldest perils at sea, maritime piracy is not only a daily threat to seafaring and global shipping but makes visible this oceanic world and the larger networks of security and regulation that govern maritime commerce. In recent years, coastal Africa, specifically the waters off the coast of Somalia and the Gulf of Guinea, has seen an unprecedented rise in incidents of maritime piracy. The geopolitical and global trade importance of these areas has led to numerous national, regional, and international military and legal responses to combat this problem. While often seen as a seaborne symptom of failed states or criminality, maritime piracy has a more complex relationship with land- and sea-based governance. Occurring primarily in spaces that are politically fragmented but reasonably stable maritime piracy is better understood as a practice of extraction and claim making on mobility that emerges from deeper historical contexts and is linked to land-based economies and politics. Emphasizing maritime piracy in the Horn of Africa and the Gulf of Guinea within these wider historical and geographic contexts highlights the imbrication of the political and economic in shaping the emergence and transformations of this practice. This is not to deny the violence that constitutes maritime piracy, but to locate piracy within larger processes of mobility, governance, and political economy on the African continent and beyond. In addition to impacting local communities, seafarers, and global shipping, maritime piracy is key to apprehending challenges to global governance from the vantage point of the world’s oceans.

This thesis is a critical analysis of the constitutional and legal order of the Republic of North Macedonia, following the chronological process dating from the gaining of the county’s independence, through the armed confl ict in 2001 that brought constitutional changes, to today. The first decade after the breakup of Yugoslavia was crucial for the North Macedonian state and its citizens. The writing/creation of the constitution of the new, independent state was not an easy process and it did not pass peacefully nor did it pass without any problems. The complex social process and relations have initiated the need for amendments to the Constitution, which, since its adoption in 1991 until today, has been changed 32 times in order to adapt to new, emerging situations and to give constitutional and legal responses to the inherent challenges. Of course, proper changes also occurred in the political system itself as a result of numerous factors, which have more or less influenced its character and shape.

During the last twenty or twenty-five years medieval historians have been much interested in the composition of the English episcopate. A number of studies of it have been published on periods ranging from the eleventh to the fifteenth and early sixteenth centuries. A further paper might well seem superfluous. My reason for offering one is that most previous writers have concentrated on analysing the professional circles from which the bishops were drawn, and suggesting the influences which their early careers as royal clerks, university masters and students, secular or regular clergy, may have had on their later work as bishops. They have shown comparatively little interest in their social background and provenance, except for those bishops who belonged to magnate families. Some years ago, when working on the political activities of Edward II's bishops, it seemed to me that social origins, family connexions and provenance might in a number of cases have had at least as much influence on a bishop's attitude to politics as his early career. I there fore collected information about the origins and provenance of these bishops. I now think that a rather more careful and complete study of this subject might throw further light not only on the political history of the reign, but on other problems connected with the character and work of the English episcopate. There is a general impression that in England in the later middle ages the bishops' ties with their dioceses were becoming less close, and that they were normally spending less time in diocesan work than their predecessors in the thirteenth century.

In many respects, the least important part of the 1999 elections were the elections themselves. From the beginning of General Abdusalam Abubakar’s transition program in mid-1998, most Nigerians who were not part of the wealthy “political class” of elites—which is to say, most Nigerians— adopted their usual politically savvy perspective of siddon look (sit and look). They waited with cautious optimism to see what sort of new arrangement the military would allow the civilian politicians to struggle over, and what in turn the civilians would offer the public. No one had any illusions that anything but high-stakes bargaining within the military and the political class would determine the structures of power in the civilian government. Elections would influence this process to the extent that the crowd influences a soccer match.
