The work of feminists and other critics of global development has successfully demonstrated the persistent failure of development to promote just and equitable social change. The author examines a central cause of this failure, which she refers to as the problem of structural exclusion. Structural exclusion occurs where participation in decision-making is restricted to a narrow range of structural perspectives and interests. The author provides a systematic account of structural exclusion as an epistemic obstacle to just and effective development policy. Drawing on this account, she then propose a principle of structural pluralism, which requires that all relevant structural perspectives be included on equal terms and have equal right and effective opportunity to contribute to or influence deliberations at all levels of decision-making about the appropriate vision and policies of development.

In today's world, growing cultural integration has a direct impact on the development of tourism, which is important from the economic as well as the social, political or ecological perspective. Given the rapid expansion of tourism on the global market and the ever-increasing competitiveness of the tourism sector, it is important to assess the state of the tourism sector in Lithuania and determine the potential for its development. The results of the qualitative research have demonstrated that the policy options that could allow for the smooth development of Lithuanian tourism have eluded clear identification owing to the less than appropriate regulation of this area and the absence of effective tourism management. It has been discovered that the legal framework so far remains underdeveloped. In addition, when it comes to tourism policy management, the relevant functions tend to not be performed properly. Moreover, there is a lack of cooperation among the institutions responsible for tourism coordination or otherwise indirectly connected to the area, whereas cooperation between the local and the national level is minimal. This shows that a number of areas may require improvement in order for the country’s tourism development policy to become more effective. However, if the country manages to perform a targeted elimination of the problematic areas and makes proper use of its strengths and existing potential in the tourism sector, such as the favorable geographical location, a well-developed sector of tourism-related services, rich recreational resources, or an attractive ratio between the quality and price of tourism products, the effective development of tourism in Lithuania will become possible in the long term.

The Federal Republic of Germany plays not only a leading role in the EU, but is also a global player with interests around the world. At the same time, the FRG has succeeded in establishing itself as an «honest broker» and mediator in international conflicts. Its image as a democratic state under the rule of law with a developed social system and a stable economic development model is attractive to many countries, including «developing» ones, which aspire to cooperate with Germany and are guided by its experience and recommendations. The German Development Policy is an important instrument of soft power, which is used not only for humanitarian purposes, but also to meet specific economic and political objectives. Thanks to its effective development policy, Germany manages to maintain contacts with representatives of various political elites, even if relations with the official government deteriorate. Non-governmental organizations play a major role in promoting German interests. Moreover, an outside observer might get the impression that it is these organizations that largely determine the development policy of the Federal Republic of Germany. In order to understand how this foreign policy mechanism functions, what its strengths are, and what role the state and civil society actors (NGOs, party-political foundations, charities, etc.) play in development policy, it is necessary to analyze the structure, goals and principles of German development policy. This article is devoted to this question.
