In today's world, growing cultural integration has a direct impact on the development of tourism, which is important from the economic as well as the social, political or ecological perspective. Given the rapid expansion of tourism on the global market and the ever-increasing competitiveness of the tourism sector, it is important to assess the state of the tourism sector in Lithuania and determine the potential for its development. The results of the qualitative research have demonstrated that the policy options that could allow for the smooth development of Lithuanian tourism have eluded clear identification owing to the less than appropriate regulation of this area and the absence of effective tourism management. It has been discovered that the legal framework so far remains underdeveloped. In addition, when it comes to tourism policy management, the relevant functions tend to not be performed properly. Moreover, there is a lack of cooperation among the institutions responsible for tourism coordination or otherwise indirectly connected to the area, whereas cooperation between the local and the national level is minimal. This shows that a number of areas may require improvement in order for the country’s tourism development policy to become more effective. However, if the country manages to perform a targeted elimination of the problematic areas and makes proper use of its strengths and existing potential in the tourism sector, such as the favorable geographical location, a well-developed sector of tourism-related services, rich recreational resources, or an attractive ratio between the quality and price of tourism products, the effective development of tourism in Lithuania will become possible in the long term.

The present report summarizes travel and tourism trends in the Middle East over the past years together with the first estimates for 1993. The results of travel and tourism activity in the region are also related to the development of tourism worldwide. This gives a better perspective of tourism trends in the countries of the region and makes governments and the operational tourism sector more aware of the importance of travel and tourism as a means of improving the standards of living of the various layers of the population. The practical usefulness of this report is largely contingent on the availability of up-to-date and reliable information on the various aspects of travel and tourism development in the countries. A further objective of this report consists in stimulating the countries of the region to collect information suitable for monitoring and evaluating tourism trends at the national level, and thus facilitate decision-making and the framing of promotion and marketing strategies. The regular communication of these data to WTO will help ensure the preparation of a more comprehensive analysis of travel and tourism development for the benefit of all countries of the region.

In this paper is emphasized the important role that tourism has in enhancing the national development and competitiveness on the global market. The attention is focused on presenting the main indicators for measurement of national competitiveness and level of development of tourism sector and to present their mutual relations which must be seriously considered by the government and policy makers. The research of this topic is based on identifying the current level of competitiveness and tourism development in Europe Union (EU) and Western Balkan (WB) transition countries. Specific aim of the paper is to provide comparison analysis of WB countries position as economics in transition process in relation to EU countries regarding to the most important indicators of competitiveness and tourism development. To do so, it is employed correlation and regression analysis. The results has showed the significances of the further investment and development of tourism sector of WB countries due to its available resource and its great influence on enhancing international competitiveness and economics prosperity.

Summary Institutionalization of the development management system in Poland The Polish development policy was shaped along with the process of political transformation and integration with the European Union. After 1990, the management of development policy had a provisional character, in fact the system did not exist. At the national level, there was certain lack of the legal framework, strategic documents, institutional framework and financing. The progressively progressing process of European integration, the transfer of pre-accession funds and the prospect of EU membership and also the possibility of implementing cohesion policy have enabled the adoption of solutions appropriate for many EU Member States. In the first phase, in 1998, exactly on 5 June, the law on voivodship and poviat level self-government was adopted. The following year, the act on departments was adopted, on the basis of which the office of the minister competent for development was established, and in 2000 the fundamental act of law was adopted, namely the act on the principles of supporting regional development. Along with the possibility of cohesion policy implementation, a strategic planning system was adopted, primarily for the purpose of taking advantage of the European funds, and the corresponding institutional set-up was created. However, it was only in 2008, at the initiative of the Strategic Advisory Group at the Prime Minister, that the solutions at that time were reviewed and changes were recommended in the area of strategic management of Poland’s development. The justification for the changes was the need to have a new “compass of development”, which after the period of implementation of accession goals and short-term needs characteristic of societies in the transformation phase prevented the so-called “development drift” situation, that is, stable growth, but too weak to compare to the most developed Western countries. After the adoption of the document “Assumptions of the development management system of Poland” by the Council of Ministers on 27 April 2009 and as a result of further work, a national development management system was developed.

Performing a large range of functions, tourism implies an embodiment of an important economic, social, and geopolitical factor affecting the competitive innovative development of all the countries. Despite the COVID-19 influence, the tourism sector remains one of drivers for the global and nation economies because it plays the generating and integrating role within the context of ensuring the positive dynamics of quantitative and qualitative parameters describing the development of economic systems. Furthermore, the tourism sector is an effective multiplier with regard to enhancing the main macroeconomic indicators. A brand is a powerful means for promoting tourism in the internal and global tourism markets. Forming and supporting a nation tourism brand constitute an important goal for effective development of the tourism sector, as well as a precondition for capturing its opportunities and strategic prospects. The article’s purpose is to substantiate conceptual basics and methodical frameworks regarding the formation and development of the nation tourism brand of Ukraine. Having generalized scientific and analytical researches, we have revealed that Ukraine ranks low on the level of tourism attractiveness and value of its nation tourism brand. In addition, we have observed the low level of competitiveness of its tourism sector in the global market. Therefore, there is a need to draw up a branding conception grounded in the holistic approach and implementation of its provisions into the tourism sector through a leverage portfolio, instruments of mechanisms, and recommendations concerning improvement of processes of formation, development, monitoring, and supporting the nation brand of Ukraine. The nation tourism brand of Ukraine is considered as the integral unique tourism image and a behaviour model for Ukraine as a country supplying a tourism product. A tourism product integrates outcomes of more than 50 industries of the economy and contains immanent attributes and determinants, which embody its identity and determine value for consumers alongside advantages for stakeholders. The formation of the nation tourism brand contemplates the structural and logical consequence of processes, which comprises six stages: brand-context, brand-monitoring, brand-start, brand-support, brand-effect, and brand-foresight. A semantic model for creating and supporting the nation tourism brand of Ukraine reflects the main groups of descriptors: stakeholders, principles, factors, functions, processes, results, and aims. The identification of these descriptors enables to indicate the content, intrinsic features, functions, and processes of the tourism branding of Ukraine. We have suggested a three-level model of the nation tourism brand’s advantages for stakeholders, which describes expenses and benefits for indicated groups of stakeholders within the context of the functioning of the formed tourism brand of the country. Forming the nation tourism brand will foster ensuring the competitiveness, image, leadership positions, business perfection, customer loyalty, positive perception of tourism products by stakeholders, tourism sector, and nation tourism system of Ukraine.

AbstractThe difficulties in effective engagement with the global trade environment, especially given the rules-based system of world trade applicable to member states of the World Trade Organisation, are a constant subject for academic and political discourse, particularly when developing countries are involved. One consideration is however often overlooked: the internal constraints which must be faced in these countries along with their added obligations to comply with modern liberalization processes. This article studies these constraints by identifying the challenges facing one of sub-Saharan Africa's largest economies in constructing a stable legal framework for trade and development, which meets domestic needs and complies with the demands of the global market environment.

The aim of the article is to examine the implications of the EU integration process on Croatian tourism. Analysing the experience of the countries which took part in the two last EU accession rounds, and focusing especially on Malta, Cyprus and Slovenia as most interesting cases for Croatia, integration process impact areas relevant for tourism sector have been pointed out. On the basis of this analysis, numerous areas of potential benefits and costs have also been defined and classified. The emphasis in the selected countries’ case study analyses has been directed primarily to identify: (i) characteristic features of the tourism sector before the commencement of the EU negotiation process, (ii) modifications and/or possible turnarounds in the tourism development strategy as a result of the EU negotiation process and/or adaptations of the legal framework, as well as (iii) increases/decreases in the pre-negotiation levels of tourism demand, supply and receipts during the EU accession period. The analyses for all three countries strongly indicate that new tourism strategies that have been adopted, as well as dynamic growth of tourism receipts, coincide with the EU accession process. The new tourism development strategies lean strongly towards environment friendly development, as well as towards more efficient usage and preservation of space.
