The article explores the current debate on basic income in the UK. The growing interest in this concept, which implies the introduction of unconditional and equal for all regular cash payments, is caused by problems common to Western European countries, i.e. an increase in income inequality, the risk of technological unemployment, as well as the need to take urgent measures to support the population at times of pandemic. In the British context, however, ideological and political factors play a significant role, such as a rich intellectual tradition of developing universal approaches to social security and the desire of a number of parties, both national and regional, to use this increasingly popular concept for their own political purposes. It is concluded that in the medium term, the UK's transition to basic income is unlikely, but the very discussion on its introduction can serve as a catalyst for serious social transformations.

The paper examines the impact of the COVID-19 pandemic on the political process in Italy in 2021. The author analyzes the change of government in February 2021 and the country’s economic recovery and resilience plan, as well as changes in the party-political landscape that occurred in the second year of the pandemic. The study showed that there is an increase in the factors of personalization of power and the strengthening of the executive branch and stagnation of the party landscape in the absence of a clear leader among political forces. The center-right and center-left coalitions are comparable in terms of citizens’ support, but at the same time the level of frustration is growing, reflecting the dissatisfaction of citizens with any of the parties. We can say that there is a certain feeling of the lack of alternative to the proposed development model and the absence of the very request for an alternative. Against this background, the ideas of sovranism so popular recently, it seems, no longer have any prospects.

The article analyzes the results of cooperation between two leading pan-European political organizations – the European People’s Party (EPP) and the Party of European Socialists (PES) with their counterparts in the countries participating in the Eastern Partnership program (Armenia, Belarus, Georgia, the Republic of Moldova and Ukraine), except Azerbaijan. It is considered with which political forces and why the EPP and the PES have established interaction and even accepted them into their membership. The profiles of these political organizations were studied, including the results of their participation in the national parliamentary and presidential elections and interaction with other political forces of their countries on the formation of ruling coalitions. Information is provided on when these parties joined, respectively, the EPP and the PES, and what status they have today in these European structures. The main provisions of the resolutions of the governing bodies of the EPN and the PES concerning the situation in the countries participating in the Eastern Partnership program and the support of their partner parties in these countries are presented. It shows how the foreign policy course of the Eastern Partnership member countries changed after political organizations that closely cooperate with their European counterparts came to power. It is noted that in almost all of these countries there has recently been a steady desire to strengthen political and economic partnership with the European Union and Western countries in general. And only one country. Georgia is still trying to maintain a balance in relations with Western countries and Russia. The article deals with analysis of right-wing radical state of mind among the German armed forces soldiers. The author describes the most significant incidents in German army, which relate to right-wing radicalism, within the last several years, goes into details regarding senior lieutenant Franco A. case as well as uncovering right-wing cell in KSK special force unit. Among the analysis of particular cases the article contains sociological analysis of right-wing radical minds in society in general and in the army. The researcher enlists main characteristics of such feeling in the society and armed forces, as well as main markers of right-wing radicalism. Based on the attempt to forecast actions of the state to prevent further cases of political extremism in Bundeswehr prospects of situation in this sphere are evaluated.

The article examines the ideological contradictions and specificity of the Black Lives Matter movement in Europe and the development of the All Lives Matter response movement. The author analyzes the causes and patterns of the outbreak of anti-racist protests in the European space in 2020, their cultural roots in the United States and the reaction of traditionalists. The conflict potential of socio-political challenges and the acuteness of disagreements in the context of a new dichotomy and the need to search for a new identity are revealed. Conclusions are made about the similarity of the socio-political demarcation in a number of EU countries and the United States, the role and place of European countries in this conflict are determined. The author analyzes the correlation of US political culture with the process of public dialogue about the problem of racism in Europe, the role of «Cancel» culture and the consolidation of contradictions in the socio-political split among traditionalists and their opponents. Arguments are made in favor of the further development of the ideological conflict in a new dimension and the inevitable exacerbation of the problems of xenophobia.

The article analyzes the preconditions, course and outcome of this year third consecutive elections to the National Assembly (14th November) and of the Head of State (14th November to 11th November). The epilogue of the protracted political crisis caused by the inflexibility of the leadership of the new «protest parties» (ETN, DB and «Stand Up Bulgaria...») resulted in their loss of both people’s trust and a significant number of parliamentary seats. The «We continue the change» movement hastily put together by two Harvard graduates Kiril Petkov and Asen Vasilev, both former ministers of the interim cabinet who proved themselves sensible managers, turned out to be able to respond to surviving hopes of the electorate for changes for the better. They were backed both by the President and external partners (Washington and Brussels). The President’s upright behavior in a complex situation ensured his re-election for a second term thus demonstrating obvious superiority over his main electoral contender. Based on the tough lessons learned by the hapless former leaders of the protest, the new movement changed the course of action, and Petkov managed to form a coalition government with the participation of socialists, although the same could have been achieved immediately after the first elections. The rather diverse new cabinet faces difficult tasks of tackling the pandemic in a country with a majority actively advocating against vaccination, of putting an end to the corrupt practices of the former regime whose members still retain strong political positions, and of starting economic and social recovery. These challenges do not promise an easy or a long life to the government. The general conclusion that can be drawn from the recent developments is that brought to power on the tide of a mass protest political amateurs might be able to play the role of a battering ram against a rotten regime but they turn out to be less competent in effectively exercising their authority. It remains only to believe that the government that has got to work will be able to prove the opposite.

In early September 2021, the construction of the Northern stream – 2 рroject (NS-2) was completed. Its operator, Nord Stream 2 AG, has submitted documents for certification of the gas pipeline. The Federal Network Agency of Germany (BNetzA) is responsible for this process, which refused to grant the SP-2 operator an independent status. In November 2021, the German regulator agreed with him on the need to create a subsidiary in the Federal Republic of Germany. It must meet the requirements of German legislation and the Third Energy Package of the European Union. Contrary to the optimistic forecasts of experts and the expectations of Gazprom, the start of commercial operation of the project was postponed to 2022. BNetzA’s decision coincided with the adoption of the next US sanctions against the SP-2 participants and the creation of a new government coalition in Germany. Opponents of the project from the Union 90 / Greens party entered the new cabinet of ministers. The SP-2 is not mentioned in the coalition agreement that defines the future relations of Germany with the Russian Federation. The author, based on the analysis of original sources, examines the reasons for the delay in project certification; its role and place in the strategy of the new German cabinet of ministers; assesses the prospects for the start of commercial operation of the NS-2 in the context of continued opposition from Poland and Ukraine, as well as American sanctions mechanisms and confrontation in this matter from the US Congress and the President.

The article presents the EU Commission’s legislative initiative to amend the current Regulation of 2016, which defines powers and functions of the EU Agency for Law Enforcement Cooperation (Europol). The author cites the arguments used by the EU Commission in its decision to expand the functions and powers of the agency: the successful acquisition of new technologies by criminal gangs, the challenges of digital threats for law enforcement and judicial agencies of Member States, which find it difficult at the national level to properly process big data for the investigation of cross-border crimes. The article analyses the main thematic blocks of the new Regulation: enabling Europol to cooperate in the fight against criminal offenses with private parties; empowering the agency to carry out preliminary processing of big and complex databases; strengthening the role of Europol in the field of research and innovation; enabling Europol to enter alerts into the Schengen Information System, etc. The author believes that the expansion of Europol's operational powers brings it one step closer to the «European FB», i.e., an organization of a supranational nature. At the same time, the author cites the arguments of the reform’s opponents, including the political groups of the European Parliament and human rights organisations, which can be divided into two groups: a) under the pretext of ensuring security, the Commission legalises the current practice of Europol, which has gone beyond its current mandate, b) the new functions of the agency for processing a big data pose a threat to the citizens’ rights.

The Arctic as a territory of strategic presence is in the field of close attention of many players in the geopolitical and international economic arena. The Arctic tourism development over the past 15 years is due not only to the influence of business, social and cultural factors, as well as the growing interest of consumers to get a unique experience of travel to northern tourism destinations but is also associated with the development of global economic processes and diplomatic relations, which determine successful bilateral cooperation in interdepartmental and intergovernmental level. Multilateral cooperation and the implementation of jointly adopted tourism development programs within the framework of the activities of international organizations are also of great importance. With the restrictions on international and domestic travel in two recent years, the global tourism market entered a crisis state, which affected the dynamics of tourist arrivals in the Arctic and slowed down this development. The author, drawing attention to the current bilateral and intergovernmental agreements on cooperation in tourism between Russia and the Nordic countries and the Plan of significant events in connection with Russia's chairmanship in the Arctic Council in 2021–2023 proposes to support a peaceful and friendly policy of good-neighbourliness and cooperation in matters of sustainable tourism development in the Arctic, despite the claims of the European Union for interference in Arctic affairs, which were reflected in the European Commission's Joint Communication dated October 13, 2021.

The article addresses the priorities of US relations with Germany. The victory of Joseph Biden and Democratic Party on the elections of 2020 signified quite radical twist in US foreign policy. The election slogan «America is back» which won the White House for the Democratic Party and Congress, means restoration of transatlantic relationship, damaged by the previous administration. Germany has a special place in this process. Elections in Germany in 2021 resulted in a victory of a Social Democratic Party. Decision making in Washington on Relations with Germany are influenced by many factors, including those related to domestic policies and international relations. Domestically there have appeared contradictions between Democratic and Republican parties on a number of priority issues on the bilateral agenda. In particular, the main differences were related to the Nord Stream 2 project. The situation in Afghanistan remains an urgent problem for both sides. It is noteworthy that following the results of the last elections in the United States, the German Caucus again became active in Congress, including both democratic and republican politicians. It is clear that Biden’s administration pursues the developing of economic ties with Germany.
