Measuring program impact is continually placed in the forefront of discussions, efforts, and reporting when it comes to outreach and engagement efforts related to Cooperative Extension. However, the diversity of programs represented through program areas, as well as the complexities of local infrastructures present ongoing challenges to effectively addressing needs in community development and vitality. One of the greater hurdles in these efforts is addressing areas of social impact. This article argues for a deliberate attempt to parse out efforts that address social impact, while looking for ways to bring such impact full circle with existing efforts in economic impact. This article answers the following questions: (1) How is program impact defined as it relates to the land-grant university? and (2) How is social impact defined, and what are the common approaches to examining/measuring social impact? Based on this review of the literature, we describe and justify a proposed model approach for overall community diagnostics, directly supporting social impact assessment efforts. Such a proposed model would then have the capacity to lead to two very distinct and applicable outcomes that ultimately lead to measuring and examining program impact. The first is an immediate snapshot of a given community for diagnostic purposes; and the second would create a framework by which longitudinal data could be collected, which can then demonstrate changes and shifts over time. Such data can then provide a more holistic approach to program planning, development, and overall evaluation. Kampung Bahari Tambak Lorok Semarang being prepared for a new potential tourism destination is changing not only in its infrastructure but also its social behavior. The changing infrastructure changes social structure, social belief, and social identity. The changes may be integrated in many aspects like environment, literacy, education, and economy. This paper aims at discovering the linguistic landscape which promotes the coastal community development of Kampung Bahari to create Kampung Bahari to be a nicer place to live and to visit. It seems that waste is an important problem in Tambak Lorok in order that this can make Kampung Bahari clean and be visited by many domestic or foreign tourists. The public signs indicating the facilities including waste management of the coastal community at Kampung Bahari were captured and analyzed using abductive inferential method. The result shows that the linguistic landscape of the development of Kampung Bahari indicates that Kampung Bahari has infrastructure which shows social awareness on environment, provides the community needs in economy, health, and literacy. The needs can be identified through the public names like Taman Baca Seroja indicating literacy activities, Koperasi Simpan Pinjam for banking system, Masjid Sholaha for spiritual needs. Komunitas Camar Peduli Lingkungan indicates environmental awareness and care. This study gives contribution to linguistic landscape study in terms of the contribution of linguistic study to regional development issues.

The purpose of this study is to explain 1. How is the process of empowering coastal communities in utilizing the funds of the Government of Indonesia and the International Fund for Agriculture Development (IFAD) in District Merauke; 2. To get a model that can explain factor factors that influence the implementation of coastal community empowerment that is environmentally sustainable and sustainable. The method used in this research is a qualitative research. Research is undertaken by direct observation, literature observation, data collection, interviews, and FDG with parties or agencies that have been involved with the Coastal Community Development Project (CCDP), such as the Marine and Fisheries Service of District Merauke, and the District Merauke fishery community. The result of this research: 1) The model of economic empowerment of coastal communities has encouraged people to use environmentally friendly and sustainable fishing gear. 2) The main factors affecting the successful implementation of coastal community empowerment include: (a) Resource, (b) ability, community, (d) commitment, (e) market (market) f) innovation (innovation) and (g) Participation (participatory).
