The purpose of this study is to explain 1. How is the process of empowering coastal communities in utilizing the funds of the Government of Indonesia and the International Fund for Agriculture Development (IFAD) in District Merauke; 2. To get a model that can explain factor factors that influence the implementation of coastal community empowerment that is environmentally sustainable and sustainable. The method used in this research is a qualitative research. Research is undertaken by direct observation, literature observation, data collection, interviews, and FDG with parties or agencies that have been involved with the Coastal Community Development Project (CCDP), such as the Marine and Fisheries Service of District Merauke, and the District Merauke fishery community. The result of this research: 1) The model of economic empowerment of coastal communities has encouraged people to use environmentally friendly and sustainable fishing gear. 2) The main factors affecting the successful implementation of coastal community empowerment include: (a) Resource, (b) ability, community, (d) commitment, (e) market (market) f) innovation (innovation) and (g) Participation (participatory).

Coastal Community Development International Fund for Agricultural Development (CCD-IFAD) or called the Coastal Community Development Project (PMP) is a collaboration of the Ministry of Maritime Affairs and Fisheries (KKP) with CCDP – IFAD. CCDP - IFAD position in Merauke regency greatly helps the economic income of coastal communities. This study aims to determine the types of fish caught and landed by the CCDP-IFAD group in Payum. The method used is survey. The results obtained 13 types of landed fish including: Lates calcaliver, Johnius macropterus, Pennahia macrocephalus, Eleutheronema tetradactylum, Thryssa spp., Lebtobrama mulleri, Cynoglossus heterolepis, Plototus canus, Rhinoprenes pentanemus, Mugil cephalus, Arius spp., Triusurus savala, Dasyatis spp . This research generally using qualitative descriptive method with inductive approach. This research aims to help the government of Parepare city in order to improve the welfare society of coastal areas through several strategic steps include the development of empowerment Fish Landing Base (PPI) with the adequate support facilities; provision of social assistance in the form of capital that is stimulus and the development of housing industry; construction of small ports and a small dock for marine products mobilization; provision of training, socialization and improvement of marine information systems to the fishermen; provision of such assistance repressive fishing gear, life jackets and government rice reserves; development and institutional strengthening of cooperatives; also supporting of the implementation of the rules and regulations that support the community in improving the well-being of coastal communities. There are some problems in the process coastal community empowerment in Parepare city are lack of awareness of the public to follow the procedures that exist in the base of the fish; still lack electricity carrying capacity; instability quantity of seaweed production and fluctuations in production volumes; limitations of the ship and the limited means of fishing tools; low quality of human resources fishermen; people still use traditional methods and improvise in the marketing of creative marine industry; KUD-shifting function as an auxiliary Fishermen fishing capital; and still have a few rules of regulations that impede the implementation of coastal communities to thrive. At the end of 1971 the Government designated the extention of the Community Development Project to the planned total of twelve areas. The project was then described as ‘a national action-research experiment’ carried out in selected urban localities in order to discover ‘how far the social problems experienced by people in a local community can be better understood and resolved through closer co-ordination of all agencies in the social welfare field – central and local government and the voluntary organizations – together with the local people themselves’. There was a special emphasis placed on the importance of ‘citizen involvement and community self-help’, together with the expectation that ‘the lessons learned can be fed back into social policy, planning and administration, both at central and local government level’.

This article attempts to analyze the coastal community empowerment strategy of PT. Antam (Persero) Tbk UBPN Sultra’s CSR program. A company which engages in the mining industry should be aware of the impact caused by its activity. 53% of people living in coastal areas, especially for fisherman communities seen their icome decreased. This research used qualitative descriptive approach to examine the company, local government, yayasanbahari, and coastal communities beneficiaries as its unit analysis while also using data collection techniques such as interviews, observation, and documentation to filter the appropriate data. The sustainable economy-based coastal community empowerment program has been carried out since 2017 in 3 (three) villages in Pomalaa District, Kolaka Regency, Southeast Sulawesi. The findings of this research are: a) there is social jealousy between groups of fisherman due to difference in ethnical identities of Bugis, Bajo, and Makassar tribes. This conflict is known as primordial conflict and can be reduced by the creation of trust via interaction between YayasanBahari and coastal communities; b) there is class conflict between the boss and labor fisherman. The interaction between the two is known as the patron-client relationship that has lasted for a long time and has prevent the coastal communities to become self-sustaining.

Natural wealth is an invaluable resource so it must be preserved. Indonesia as an agrarian, archipelago and maritime country located on the equator is one of the countries in the world that has abundant natural resources compared to other countries. To manage these crops, the community and the government support each other in the process of conservation through a positive management process. Institutions related to the process are expected to be able to join hands with the community, so that the community, government and the state can enjoy the results in the long run. One way to help the community, especially in areas far from the center of government, or the community wherever located. Cooperative allianz is one of the solutions that is considered in accordance with the conditions and culture of the community. Because Cooperatives allianz are a form of business that has long existed and been run by Indonesian people since ancient times. As a supporting effort for the development of cooperatives, the government should provide support in the form of training for human resources manager of cooperatives and communities around cooperatives, so that the initial purpose of forming cooperatives can be achieved well and satisfactorily.

Community development is an effort to improve the standard of living and quality of life of the community. The Wawasan Village Movement Program is a program that focuses on the development of rural human development towards a village that is more advanced, attractive and profitable. Even though in its implementation, community development is running smoothly and successfully. However, post-success needs to be maintained and sustainable. This article focuses on problems and challenges in the context of rural community development through the Wawasan Village Movement program. This article takes a case study in the Village of Shadow Keningau, Sabah Malaysia. Data collection was carried out through in-depth interviews, focus group discussions and observations. As well as documentation of published and unpublished materials. The article found several important facilitators who became problems and challenges after the successful implementation of the Village Movement Movement program in Keningau Shadow Village. This includes; (i) no further action from the government after the success; (ii) difficulty maintaining existing committees; (iii) idle and using assets for a long time; (iv loosening of social ties. In short, after the success of the government, it is necessary to give encouragement and encouragement to the Desa Bayangan community by making this village a model village. In addition, taking community members as facilitators in fostering other Wawasan Village Movement villages that are being fostered.

Undang-undang No.5 Tahun 2014 tentang Aparatur Sipil Negara (ASN) merupakan wujud dari kelanjutan pelaksanaan Reformasi Birokrasi, menuju profesionalisme pegawai. Merit sistem merupakan cerminan manajemen kepegawaian yang profesional dimana penempatan pegawai dan pejabat menggunakan kompetensi kinerja dan track record sebagai alat ukur pengangkatan Tujuan penelitian ini untuk mengevaluasi implementasi sistem merit dalam Manajemen ASN pada Kantor Wilayah Kementerian Agama Prov. Sulawesi Selatan dan melihat faktor-faktor yang mempengaruhi implementasi sitem tersebut. Penelitian ini merupakan penelitian normatif empiris dengan menggunakan pendekatan kualitatif dengan tujuan mengetahui bagaimana implementasi sistem merit dalam manajemen ASN serta faktor-faktor yang mempengaruhi implementasi tersebut. Sehingga diharapkan dapat memberikan sumbangan pemikiran terhadap pemerintah dalam pengkajian dan pelaksanaan sistem merit kearah yang lebih baik. The implementation of the Act Number 5, Year 2014 on The Civil State Apparatus is entity of a sustainable successful implementation of bureaucracy reform head to officers professionalism. The Merit System is a reflection of professional staffing management. The merit system is performance assessment based on work performance. The purpose of this research is to evaluate the implementation of merit system to officers development according to the needs of South Celebes Regional Office the Ministry of Religions and the factors affecting of its implementations. It is a normatif-empiric method with qualitative approach. It is hoped to describe the implementation of merit system in civil state management and and the factors affecting of its implementations. So that it is expected to contribute ideas to the government in the study and implementation of a better Merit System.

The implementation in Bone Regency from the aspect of community development, direct community assistance, capacity building for the government, local actors, management assistance, and program development showed effective results. Implementation has been carried out by the organizers well in carrying out development programs starting with the construction of road infrastructure, irrigation, lending business funds to the community. The program provides changes to the economy and social life of the city. The implementation of this program has several obstacles, such as the community lacking understanding of the aims and objectives of the program, the lack of responsibility of some communities in returning the revolving funds that have given.

According to its goals, the Village Fund Policy is successful if it improves the health of rural people and promotes equitable village growth. The aim of this analysis is to investigate and evaluate the factors that contribute to the successful implementation of the Village Fund policy in Sumedang Regency, as well as the strategies that can be implemented. The researchers used observational research techniques in conjunction with a case study approach. This approach was selected in order to gather reliable data for the purpose of identifying important factors affecting the Village Fund strategy. The findings indicate that a variety of factors contribute to the policy's progress in Sumedang Regency, including the affected priorities, the benefits provided, the required degree of improvement, the role of policymakers and program implementers, the resources deployed, and the power and strategies of the actors involved. Institutional characteristics, as well as conformity and responsiveness. However, it is well established that the resource element has been underutilized, with the village relying entirely on funding sources from the Village Budget, the Village Fund Allocation, and other profit-sharing funds for government administration, growth, and community empowerment.

Masyarakat pesisir di perbatasan Kabupaten Nunukan (Provinsi Kalimantan Utara, Indonesia) dan Tawau (Sabah, Malaysia) saling ketergantungan diantara keduanya dalam pemenuhan kebutuhan pokok dan input produksi perikanan. Kajian ini bertujuan menggambarkan hubungan kekerabatan masyarakat Nunukan dengan masyarakat Tawau, dan menganalisis perilaku para pelaku utama pada usaha perikanan. Responden dipilih secara purposive terhadap pemilik usaha penangkapan ikan dan budi daya rumput laut di Pulau Nunukan dan Pulau Sebatik. Data primer diperoleh melalui wawancara, Focus Group Discussion (FGD), dan observasi dengan metode survei. Analisis data dilakukan secara deskriptif kualitatif dan deskripsi tabulasi silang dengan penghitungan sederhana. Hasil penelitian menunjukkan bahwa perekonomian masyarakat perbatasan di Nunukan dipengaruhi oleh sistem kekerabatan dalam menjalankan usaha dan perilaku bisnis. Sistem kekerabatan dibangun untuk menjamin agar usaha yang dijalankan dapat berjalan dengan baik. Perilaku bisnis nelayan dan pembudi daya rumput laut menjamin keberlanjutan peningkatan skala usaha melalui akses sumber daya yang terjamin, pemilihan tenaga kerja yang tepat, pemilihan akses pasar yang sesuai, pemilihan teknologi yang tepat, pemanfaatan sumber modal yang saling menguntungkan, serta pemanfaatan sumber tabungan yang ada. Oleh karena itu, pemerintah daerah Kabupaten Nunukan diharapkan dapat membentuk asosiasi atau kelompok dagang dan mendorong lembaga keuangan finansial (terutama Bank BRI atau Bank BUMN lain) mempunyai perwakilan di desa-desa produsen rumput laut dan penangkapan ikan.Title: Coastal Community and Its Behavior to Fisheries Business Networks: Case Study of Border Area in Nunukan RegencyCoastal communities in Nunukan Regency (North Kalimantan Province, Indonesia) and Tawau (Sabah, Malaysia) are interdependent in the fullfillment of the basic needs and fishery’s input production. This study aimed to describe the relationship between Nunukan and Tawau coastal community and to analyze the behaviors of the main actors of fishery businesses. Respondents were purposively selected from the owners of fishing boats and seaweed farm in Nunukan and Sebatik Island. Primary data were collected through interviews, group discussion, and survey observation. Data were analyzed with qualitative descriptive method and cross-tabulation with simple calculation. The results found that the economy of community in Nunukan was influenced by relationship system in business activities and behavior. Relationship system was built to ensure the benefit of their businesses. The business behaviors helped to ensure the sustainability and expansion of their businesses through the guarantee of resource access, employee selection, market selection, technology selection, mutual benefit of financial capital sources, and the use of existing savings. Therefore, the government of Nunukan Regency need to establish trade association or groups and to encourage the financial institution (especially government banks) to operate in the village of seaweed and fishing activities.
