Land parcels fragmentation problem in different agriclimatic zones of Ukraine is reviewed; general pattern, as well as regional specific is outlined. Land management of fragmented parcels in agricultural use is discussed, including land ownership and jurisprudence issues of land consolidation. Three key plots were chosen to analyze issues of land fragmentation, geospatial data shown demonstrate need for land consolidation to optimize agricultural land-use of such territories. Specificity fragmentation of land for agricultural companies, located in the mountainous regions of Ukraine, is noted. Gaps in the legal regulation of relation connected with land fragmentation were disclosed. Problems of land inheritance in the context of fragmentation, exchange of land resources as a tool for effective functioning of land market, the small and medium producers, economic development and agriculture in general; the creation of a land bank is regarded as a factor in reducing fragmentation of land were examined.

Abstrak. Seiring terjadinya penyimpangan penggunaan lahan sangat sering terjadi terhadap rencana tata ruang wilayah (RTRW). Daerah pinggiran kota merupakan wilayah yang banyak mengalami perubahan penggunaan lahan terutama perubahan penggunaan lahan pertanian menjadi non pertanian. Penelitian ini bertujuan untuk menganalisis perubahan penggunaan lahan pertanian di Kabupaten Aceh Selatan tahun 2013 dengan tahun 2017 dan menganalisis keselarasan penggunaan lahan pertanian eksisting tahun 2017 dengan pola ruang Kabupaten Aceh Selatan tahun 2013-2033. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan teknik survai. Sedangkan analisis data spasial menggunakan SIG dengan konsep extract, overlay dan intersect. Hasil kajian menunjukkan hasil koreksi pada pengunaan lahan pertanian tahun 2013 dengan tahun 2017 didapatlah luas penggunaan lahan pertanian yang telah beralih fungsi seluas 8.041,56 ha, yang mana pada lahan sawah seluas 3.680,30 ha dan pada pertanian lahan kering seluas 4.361,26 ha. Penggunaan lahan pertanian yang telah beralih fungsi tersebut telah menjadi berbagai macam penggunaan lahan lainnya yang tersebar di seluruh Kabupaten Aceh Selatan, penggunaan lahan pertanian yang selaras dengan rencana pola ruang memiliki luas 36.293,85 ha (91,30%), penggunaan lahan yang tidak selaras yaitu Penggunaan lahan eksisting tidak selaras dengan rencana pola ruang seluas 1.513,53 ha (3,81%), dan belum terlaksana atau belum terealisasi terhadap lahan pertanian yang direncanakan terhadap pola ruang atau masih dapat berubah sesuai dengan rencana pola ruang seluas 6.711,08  ha (14,44 %). Analysis of Functional Land Distribution of Agriculture in District Aceh SelatanAbstract. Absorption of deviation of land use is very frequent to spatial planning (RTRW). Suburban areas are areas that have undergone many changes in land use due to changes in agricultural land use to non-agricultural use. This research was conducted for 2013 with 2017 and analysis of existing agricultural land use in 2017 with South Aceh Regency spatial pattern year 2013-2033. The method used in this research is descriptive method with survey technique. While spatial data analysis using GIS concept with overlay and intersect concept. The results showed that agricultural land in 2013 with the year 2017 obtained the wide use of agricultural land that has a function conversion of 8,041.56 ha, which in the rice field area of 3,680.30 ha and on dry land of 4,361.26 ha. The use of converted agricultural land into various land uses scattered throughout the District of South Aceh, different use of agricultural land with plans of wide spatial pattern 36,29,85 ha (91,30%), land use that is not aligned Land use the existing is not aligned with the plan of the pattern of the space of 1,513.53 ha (3.81%), and has not been realized or not yet realized on agricultural land that allows the pattern of space can be changed in accordance with the Plan of Space Pattern covering 6,711,08 ha (14,44%).

The article highlights the problems of theoretical and legal bases of development of the institute of consolidation of agricultural lands in Ukraine. The concept of land fragmentation is analyzed. It is argued that in modern conditions of agricultural land use in Ukraine the main problem is the fragmentation of land ownership. It is noted that one of the tools to improve land use is land consolidation. comprehensive study of the concept of consolidation of agricultural land. The expediency of the legislative definition of the concept of "consolidation of agricultural lands" is proved. The conclusion is made about the need to adopt the Law of Ukraine "On Consolidation of Agricultural Lands". It is noted that one of the conditions for the implementation of measures to consolidate agricultural land is the land market. It is concluded that land consolidation can be an extremely effective means of rural development. The expediency of developing a comprehensive legal concept of land consolidation of Ukraine and the introduction of the Ukrainian model of consolidation of agricultural land is proposed.

Since the early 1980s the conversion of land to non-agricultural use has been arguably the most widespread and intense in China's history. The recent increase in non-agricultural land use has been caused largely by the rapid expansion of urban settlements and the construction of roads and stand-alone industrial sites. Among the factors contributing to these changes, rural–urban migration, urbanization and accelerating development are among the most important. Analysis of land use data from three coastal provinces suggests that variations in the share of land occupied for non-agricultural use among county-level administrative units can be explained largely by differences in population density, urbanization and level of development. While the conversion of land to non-agricultural use is bound to continue in the coming decade, recent institutional changes make it likely that future changes, particularly the encroachment on cultivated land, will be more restricted and better controlled.

The relevance of the research is to justify one of the possible ways to link the results of agricultural land use with their quality and measures of agro-industrial impact. The aim of the study was to identify the correlation between the sets of variables that characterize various aspects of agricultural land use in the Moscow region. The obtained results and conclusions of the research can be used for formation an interregional platform for the exchange of experience and knowledge, preparation analytical materials for relevant government decisions aimed at acceleration of innovative development in rural areas, and draw up and update longterm national and regional programs of economic development.

The evolution of agricultural land use development in Ukraine has been studied. The main factors influencing the land market on the formation of agricultural land use are identified, they include: the number of potential buyers (land users) and sellers, the expiration of the lease agreement, the structure of the land bank of the agricultural enterprise (lease, ownership), land consolidation based on land purchase and sale . The article, based on the example of Narizhanska village council of Poltava region, established that only 30 percent of landowners will be able to sell their land plots in the first 2 years due to the expiring lease agreement. The authors study the factors influencing the efficiency of agricultural land use in the land market, the main ones are: disruption of crop rotation, excessive agricultural development and plowing, low rents and competition of land users, a small number of small land uses with poor financial stability, destructive changes -climatic conditions, lack of effective tools for termination of lease agreements, lack, to a large extent, of information on territorial restrictions in the State Land Cadastre and more. The article proposes to make proposals to the regulatory framework in terms of the possibility of one-time termination or re-conclusion of lease agreements due to changes in significant conditions (turnover of agricultural land), which will intensify the sale process, increase investment attractiveness of agricultural land use by increasing the portfolio private property, land consolidation, simplification of the land exchange process, involvement of a larger share of credit and financial institutions in the formation of land use, as well as positively affect the welfare of landowners (shares) and more. The article proposes to ensure the formation of sustainable land use by improving the regulatory framework, ensuring an environmentally friendly structure of sown areas primarily through strengthening the role of landowners, increasing the share of small or medium agricultural land use.
