This article examines how teachers unions affect teachers’ well-being under various legal institutions. Using a district–teacher matched data set, this study identifies the union effects by three approaches. First, I contrast teacher outcomes across different state laws toward unions. Second, I compare the union–nonunion differentials within the same legal environment, using multilevel models and propensity score matching. Finally, unexpected legal changes restricting the collective bargaining of teachers in four states form a natural experiment, allowing me to use the difference-in-difference estimation to identify the causal effect of weakening unionism on teacher outcomes. I find that (a) many teachers join unions even when bargaining is rarely or never available, and meet-and-confer or union membership rate affects teachers’ lives in the absence of a bargaining contract; (b) how unions influence teacher outcomes vary greatly by different legal environment; and (c) the changes in public policy limiting teachers’ bargaining rights significantly decrease teacher compensation.

ABSTRACT Purpose: We analyzed the impact of board directors with foreign experience on the accounting and market performance of companies listed on the Brazilian Stock Exchange (B3). Originality/value: We show unpublished empirical evidence about the relationship between the foreign experience of board directors and the performance of Brazilian firms. Knowing this relationship better contributes to the formulation of internal policies for the qualification of senior management, in addition to being valuable to shareholders, especially in a context of weak legal protection, as it is in Brazil. Design/methodology/approach: We collected data from 230 companies between 2010 and 2016, submitted it to unbalanced panel data regressions using the Systemic Generalized Method of Moments (GMM-Sys). Findings: The results suggest that the higher the proportion of board members with academic and professional foreign experience, the lower their accounting and market performance. This finding can be justified by institutional isomorphism, in which having an experience abroad would be a myth, a status institutionalized by the Brazilian society. In addition, foreign owners and directors face cultural barriers and would have less knowledge of the local environment, which would increase information asymmetries, impacting negatively in firms’ performance. On the other hand, an increase in the number of foreigners on the board positively influences the market value of companies, since, by having weaker local power networks and, consequently, less possibility to obtain private benefits, the investors could value companies with this characteristic.

PurposeThis study explores whether and how Buddhism impacts corporate cash holdings. Buddhist culture affects investors' perception of how cash is deployed and then influences corporate cash holdings. This study first examines the impact of Buddhism on corporate cash holdings and then investigates whether formal governance mechanisms such as legal institutions and institutional ownership influence the relationship between Buddhism and corporate cash holdings.Design/methodology/approachThe authors conduct empirical tests with data on Chinese listed companies between 2006 and 2019. Buddhism is measured with the natural logarithm of the number of Buddhist temples within a radius of a certain distance around a firm's headquarters. The authors adopt the OLS method to regress and take the 2SLS method, Heckman selection model and FEVD approach to address the endogeneity issue.FindingsThe results show a positive relationship between Buddhism and corporate cash holdings. This positive relation is more prominent for firms located in regions with weak legal institutions and for firms with low institutional ownership. Further analysis shows that Buddhism works through the channel of alleviating agency problems and finally improves the value of cash to investors.Research limitations/implicationsThe authors’ findings have important implications. First, this study provides inspiration for incorporating the ethical values of traditional cultures, such as Buddhism, into the corporate governance system. Second, the findings imply that informal institutions can influence corporate financial decisions beyond the effect of formal institutions, suggesting that informal systems should be emphasized when dealing with business affairs in countries where legal institutions are relatively weak. Third, the results suggest the significance of encouraging research on religious culture to explore its active role in corporate governance.Originality/valueThis study illustrates the positive value of religious culture in advancing corporate governance by relating Buddhism to corporate cash holdings based on the explanation of investors' perception. It makes a marginal contribution to the literature that investigates the determinants of cash policies and explores the firm-level consequences of religious culture, adding to the research area of culture and corporate finance.

В работе систематизирован зарубежный опыт в направлении использования методов и инструментов государственного управления малым и средним предпринимательством. Статья основана на применении процессного подхода к изучению вопроса исследования, в рамках которого акцентируется воздействие субъекта на объект, то есть под управлением в данном исследовании будет пониматься процесс воздействия субъекта управления на управляемый объект для достижения определенной цели, при наличии обратной связи, осуществляемого с учетом воздействия внешней среды. Результаты представленного исследования вносят вклад в развитие и систематизацию теории и практики предпринимательства. Создание благоприятных условий, в частности благодаря изучению зарубежного опыта, будет способствовать развитию как малого и среднего предпринимательства, так и динамичному прогрессивному развитию территории, повышая тем самым благосостояние её населения. Будущими направлениями исследования станут анализ и оценка инфраструктуры поддержки и управления предпринимательской деятельности на локальной территории региона. The purpose of this paper is to systematize foreign experience in applying the public management methods and tools for small and medium-sized businesses. The main research methods were as follows: a group of general scientific methods within the framework of comparative, logical and statistical analysis, as well as the structure analysis; a group of empirical methods, including a review of the literature and performance. A combination of the following scientific methods was used to process the factual information: dialectical, logical, comparative, method of scientific generalizations, as well as the tabular analysis. The sources were the results of the scientific research in studying the concept of "public administration method" and more specialized methods of public administration - administrative-legal and economic, as well as the regulations of the executive authorities and the official published reports of the Government Banks. The research methodology is based on the works of domestic and foreign scientists in the field of public administration, based on administrative-legal and economic methods to stimulate the entrepreneurial activity in the small business sector. This paper is based on the application of the process approach to studying the research issue, which emphasizes the impact of the subject on the object, that is, management in this study will be understood as the process of the control subject impact on the controlled object to achieve a certain goal, with feedback, carried out in response to the impact of the external environment. The results of the research contribute to the development and systematization of the entrepreneurship theory and practice. The creation of favorable conditions, in particular due to the study of foreign experience, will contribute to the development of both small and medium- sized businesses and the area progressive and dynamic development, thereby improving the well-being of its population. Future areas of the research will include the analysis and evaluation of the business support and management infrastructure in the local area of the region.
