This article explores the possibilities of network management to increase the capacity of business foundations to exert influence on the process of agenda-setting in public policies. This case illustrates how three foundations (Éxito Foundation, Alpina Foundation and ALAS Foundation) helped to coordinate one hundred civil society organizations to influence the Colombian National Development Plan (2018-2022). The case shows that business foundations can play an important role in setting the policy agenda by working as articulators of multiple fragmented actors of civil society. The article details the specific mechanisms used to pursue this articulation through the creation of a policy network known as NiñezYA. This in turn suggests that other foundations and NGOs could use the same strategies to increase their influence in policy making.

This paper, which is based on a recent research project, offers an insight into the experience of integration of Strategic EnvironmentalAssessment (SEA) within government policy-making in Ireland, and Greater Dublin in particular. This is materialised by means of appraising the degree of integration of the Eco-Audit process with the transport policy-making process of the Irish National Development Plan (2000–2006). The recent establishment of the Eco-Audit guidelines by the Irish government in 1999 is the first attempt to institutionalise a type of policy-SEA in Ireland and one of few internationally. Therefore, it can be seen as a "good practice" case study that could potentially provide the context for transference of experience on SEA integration in similar institutional settings in other countries as well in different decision-making levels within Ireland. The paper concludes that this initiative undoubtedly promotes SEA practice at a sensitive government policy level and provides useful ideas for further SEA integration in the future shaping of the Eco-Audit model.

<p>This paper explains and examines the case of Mongolian civil society role by focusing on the issue of how and to what extent civil society organizations influenced on the current redistributive policy making in Mongolia. To explain this issue, the outside initiative model proposed by Cobb, Ross and Ross (1976) helps us to understand the influence of civil society organizations on policymakers and redistributive policy making. For the analysis, process tracing method was applied with over 80 Mongolian media sources. The findings suggest that Mongolian civil society organizations made significant influence on setting redistributive policy agenda with its rapid expansion and various pressure actions. </p>

O presente texto analisa os motivos que levaram à institucionalização do antigo CEBRAE no âmbito do Ministério do Planejamento e Coordenação Geral do governo ditatorial de Garrastazu Médici (1969-1974). A investigação aponta para a relação entre a criação da agência e a tentativa do Executivo de dar respostas ao pleito do capital privado nacional da indústria que, à época, encontrava-se sub-representado nos Planos Nacionais de Desenvolvimento. Procuramos apresentar o movimento e a articulação do empresariado local que, sob a contenção seletiva da sociedade civil, encontrava espaço amplo para organizar eventos, congressos e, ainda, duplicar entidades de representação com o fito de disputar papel decisório nos projetos econômicos. Por conseguinte, a institucionalização da agência, assim como o seu propósito de defender as pequenas e as médias empresas, é compreendida à luz da organização bem-sucedida da burguesia interna naquele contexto.Palavras-chave: CEBRAE, sociedade civil, empresariado nacional.This text analyzes the motives that led to the institutionalization of the former CEBRAE, under the Ministry of Planning and General Coordination during the dictatorial government of Garrastazu Médici (1969-1974). The investigation suggests a relationship between creating an agency and the Executive’s attempt to respond to the demands of National Capital Industry, which, at that time, was under-represented in the National Development Plan. The aim of this text is to present the movement and articulation of local entrepreneurs who, under the selective contention of civil society, found ample space in which to organize events, symposiums, and even duplicate representative entities in order to dispute the decision-making role in national economic projects. Keywords: CEBRAE, civil society, national entrepreneur.
