The objective of this investigation is to assess the views of coastal council managers regarding which infrastructure assets are vulnerable to climate change to develop a Climate Change Risk Index. There are several implications emanating from this study including that local council managers will require more reporting guidance from federal and state governments. Adequate and consistent reporting across local councils can be used as a means of protecting infrastructure at risk to climate change. This paper contributes to the topical area of the risk climate change could pose for local council infrastructure assets. There are important implications for the safeguarding and maintenance of infrastructure in the face of increasing climatic events.

The agricultural economy is more vulnerable to projected changes in climate in some California counties than in others. This flyer highlights on-farm adaptation strategies to mitigate some of the effects of increased winter temperatures and more frequent summer heatwaves. Projected conditions will put the most strain on heat intolerant crops and crops with high chill requirements. When crops with these characteristics also have a high market value or are grown in large acreage, counties can be at risk for economic declines. Information on this flyer identifies the most vulnerable counties in California Area 3 for some key, climate-sensitive crops.

In common with higher tiers of government worldwide, Australian state governments often adopt highly interventionist ‘one-size-fits-all’ policies aimed at improving local government efficiency and performance. In this article, we employ recent expenditure data to investigate empirically the short-term impacts of rate capping on municipal expenditure in the Australian state of Victoria and to explore whether it had differential effects on spending by different types of local authorities. We find that while total spending did not fall, budgets for ‘invisible’ services, like aged care and disabled services, did decline. Our analysis also shows that the impact of rate capping on the various types of municipal expenditures is uneven between the different categories of local authority. Our findings add to the existing literature on local government finance by demonstrating that the impact of rate capping varies according to different expenditure types classified by local council categories in a non-linear population framework.

The comprehensive climate risk index (CRI) is used to proxy climate change risk in this chapter as an independent variable alongside control variables such as credit risk/nonperforming loan (CRISK), total asset (TA), leverage (LEV), net income margin (NIM), capital adequacy ratio (CAR), yield on earning assets (YEA), and gross domestic product (GDP). Return on assets (ROA) as the response variable was used as proxy for performance of the top six listed South African banks on the Johannesburg stock exchange. Using Stata in a multiple regression technique for the period 2006 to 2019, this chapter concludes that the CRI is negative but not significant enough to impact performance of banks; however, its different individual components such as drought index, rain-waterlogged, etc. could be computed and regressed with other profitability measures to investigate their impact on performance of the banks in future editions of this book.

This year the international community recalled under a common celebration about the achievement of humanity that managed to put man on Earth's satellite; Moon. On July 20, 1969 the media reported this event, this year is still remembered, but it is also news that from the photographs sent by the Apollo missions taken from the space in which the splendor of the Earth with its characteristic blue color, we call it the Great Blue Marble, the home of humanity today at risk of threat from pollution, the scientific community, organizations and international organizations have warned of the consequences and risks if this deterioration continues. This work is a recognition of this concern, but it is also a call to the responsibility of mankind to act in the face of the imminent danger of climate change.

Climate change issues have attracted much attention in recent years. To date, the related research has focused mostly on the national and regional impacts of climate change. Taiwan, an island state, has relatively high vulnerability to the consequences of climate change, and its western coastal areas are particularly vulnerable. Yunlin County, with 13 townships that are all prone to flooding, will be highly affected by climate change. In this study, the 13 townships are grouped into four categories of synthesized vulnerability and ecological footprint (EF): “low synthesized vulnerability/low EF” (Linnei), “high synthesized vulnerability/low EF” (Sihu), “low synthesized vulnerability/high EF” (Mailiao), and “high synthesized vulnerability/high EF” (Huwei). Ecological footprint was used to measure the human demand for resources and ecological services, as well as a way to understand the relationships among human living habits, consumption patterns, and natural capital consumption. Then, the relationships among attitudes to climate change, risk perceptions, and coping behavioral intentions in these four categories were examined using structural equation models (SEM). A stratified random sampling method was used to collect 582 valid questionnaires. In addition to descriptive statistical analyses, the results of the SEMs for the four sensitivity categories indicate that different townships exhibit different causal relationships among attitudes to climate change, risk perceptions, and behavioral intentions. These findings can support appropriate strategies for governments, communities, and non-governmental organizations (NGOs) for ensuring that areas of various sensitivities can cope. However, more vulnerable townships exhibit no significant positive relationship between attitudes to and knowledge of climate change, place attachment, and their adaptation behavioral intentions in the face of disaster risk perceptions. Therefore, in areas with high vulnerability, special attention should be paid to making the residents improve their adaptive behavioral intentions in the face of disaster risk perceptions.

Drawing upon an in-depth study of one local authority based in the United Kingdom, this article examines the significance of trust to local government workers who are beginning to make increasing use of e-technologies through e-working practices. The article identifies trust to be of particular significance but that the examined context is not supportive of that trust being developed. It notes differences in the perceptions surrounding trust development, that consideration of trust is not just limited to the relationship between management and their workers, and that there is a fear that trust is at risk of abuse. In the face of e-work serving to raise the profile of trust as a significant factor for concern, the associated technologies are suggested to have the potential to offer a solution to some of the issues arising.
