Starting in 1964, the U.S. federal government under President Lyndon Johnson passed an ambitious reform program that included social security, urban renewal, anti-poverty initiatives, and civil rights legislation. In cities like Los Angeles, these reforms fueled urban revitalization efforts in communities affected by economic decline. These reforms closed the gap between local residents and government officials in California and even subsequently brought the city’s African American and Mexican American population into greater political proximity. Looking closely at the impact of the Chicano Movement on the Model Cities Program, a federal initiative designed specifically for urban development and renewal, this article brings the role of U.S. government policy in shaping social justice priorities in Los Angeles, and the U.S. Southwest more broadly, into sharper view.

This contribution to the roundtable will compare two forms of protest in the church—one that is radical and challenges the church from the outside, and the other that is institutional and challenges the church from the inside. For case studies, I will compare Católicos Por La Raza (CPLR), a group of Chicano students that employed dramatic demonstrations in its protest of the Catholic Church, and PADRES, an organization of Catholic priests that utilized the tools at its disposal to challenge racism from within the hierarchy. I will outline the ecclesiologies of CPLR and PADRES, the ways in which these visions led to differing means of dissent, and the successes and failures of each group.

The introductionexplains how and why student protest became common in the United States in the late 1960s and places these protests in the context of shifts in the history of education and in broader social movements, including the civil rights movement, the Chicano Movement, and black power activism. The introduction also situates students’ rights within the context of children’s rights more broadly, explaining the legal principles that justified age discrimination and excluded children and students from the basic protections of American constitutional law. The introduction identifies the two decades between the 1960s and 1980s as a constitutional moment that revolutionized the relationship of students to the state. It also connects students’ rights litigation to the issue of school desegregation and the legacy of Brown v. Board of Education.

Following his ordination, Olivares embarked on a teaching and administrative career within the Claretian order. After teaching back at Del Amo Seminary, Olivares soon rose up through the administration of his order. Within a few short years in the mid-1960s he was selected as treasurer of the order. As treasurer and as a good company man, Olivares administered a multi-million dollar fund which he invested in Wall Street. To entice him to invest with particular investment companies, Olivares was wined and dined by Wall Street. He grew to enjoy this role and seemed oblivious to the political upheavals of the 1960s including the Chicano Movement.
