The Age of Transition: Postdevelopment and North-South Synergies

The development enterprise has deepened the maladaptation of a social order built on the values of modernity and coloniality. Postcolonial scholars critiqued the discourses that were perpetuating its failures. Latin American decolonial scholars sharpened the analysis, rejecting Eurocentric frames of thought and drawing on a plurality of voices and ways of knowing. Mounting evidence of global socio-ecological interdependence has led to the emergence of discourses of transition advocating a break with the civilizational model of the modern West. Buen vivir and postextractivism are two Latin American examples of these discourses. Although there are divergences between these and Northern transition discourses, the scale of civilizational transition renders dialogue imperative. A review of the path of Latin American critical thought raises the possibility of North-South synergies, highlighting the implications of a true dialogue of ways of knowing. El proyecto del desarrollo ha profundizado la mala adaptación de un orden social construido sobre los valores de la modernidad y la colonialidad. Los analistas poscoloniales hicieron una crítica de los discursos que perpetuaban dichos fracasos. Los académicos descoloniales latinoamericanos fueron más allá, rechazando marcos de pensamiento eurocéntricos y recurriendo a una pluralidad de voces y formas de saber. La creciente evidencia en torno a la interdependencia socioecológica global ha llevado a la aparición de discursos de transición que abogan por una ruptura con el modelo civilizatorio del Occidente moderno. El buen vivir y el posextractivismo son dos ejemplos latinoamericanos de estos discursos. Aunque hay divergencias entre ellos y los discursos de transición del Norte, la escala de la transición civilizatoria exige el diálogo. Una revisión de la línea de pensamiento crítico latinoamericano plantea la posibilidad de sinergias Norte-Sur, destacando las implicaciones de un verdadero diálogo de saberes.

Doctor or Monster? The Pink Tide and Its Aftermath

The recent evolution of capitalism has shifted the ground on which developmentalism stood as a civilizing utopia in Latin America, making the neodevelopmentalism that inspired different nuances of progressivism in the twenty-first century an idea “out of place.” Starting from this premise, the notions of progressivism as regression and containment as accelerating desocialization form the foundations of an interpretation of the Pink Tide that emphasizes the contradictions inherent in its own dynamics, which reinforced the neoliberal rationale. The attempt to govern social tensions through containment of the ongoing dissociative movement did not stop the regression of the structure of production and the intensification of a self-destructive social dynamic. Progressivism is revealed as a political rationale that is different from but not contradictory to its opponents in a reality in which capital governs as a totalizing extraparliamentary force. A evolução recente do capitalismo modificou as bases materiais que davam sentido ao desenvolvimentismo como utopia civilizatória na América Latina, tornando o neodesenvolvimentismo que inspirou diferentes nuances de progressismo no século XXI, uma ideia fora do lugar. A partir desta premissa, são discutidas as noções de progressismo como regressão e de contenção como aceleracion de dissocializacion, como alicerces de uma interpretação da onda progressista que enfatiza as contradições inerentes à sua própria dinâmica que reforçou a razão neoliberal. A pretensão de governar as tensões sociais por meio de políticas de contenção do movimento dissocializante em curso não evitou a regressão da estrutura produtiva e o aprofundamento de uma dinâmica social autofágica. O progressismo revela-se como uma racionalidade política diferente, mas não contraditória em relação aos seus opositores em uma realidade em que o capital se impõe como uma força extra-parlamentar totalizante.

Fascism and Dependency in Latin America in the Thinking of Theotônio dos Santos

The analysis of Theotônio dos Santos, a central reference of the Marxist theory of dependency, of the counterrevolutionary political processes in Latin America in the 1960s and 1970s, reflecting what he observes as an advance of fascistization, proposes the concept of a dependent fascism to characterize some of the military governments that materialized in the region. His writings on the subject are part of a wide range of debates that took place in Latin America during the 1970s, which focused on the context of political radicalization between revolution and counterrevolution, a tug-of-war that led to a consolidation of military coups. These writings express his position on both the political crisis that took place in Latin American countries at that time and the transformations of the political regime and the state itself. Efforts to renew these debates are anchored in the expectation that they may shed light on recent Latin American history. A análise de Theotônio dos Santos, referência central da teoria Marxista da dependência, sobre os processos políticos contrarrevolucionários na América Latina nas décadas de 1960 e 1970, ao observar um avanço da fascistização, propõe o conceito de fascismo dependente para caracterizar alguns dos governos militares que se concretizaram na região. Seus escritos sobre o tema se inscrevem em um amplo campo de debates que tiveram lugar na América Latina durante a década de 1970, os quais se debruçavam sobre o contexto de radicalização política entre revolução e contrarrevolução, no qual a consolidação de golpes militares estava imersa, e expressam o posicionamento do autor em relação tanto à crise política que teve lugar nos países latino-americanos naquele então, quanto às transformações do próprio regime político e do Estado. O esforço de recuperar tal debate está ancorado na expectativa de que tais reflexões possam lançar luz sobre a história recente latino-americana.

From Lula to Bolsonaro: The Crisis of Neodevelopmentalism in Brazil

Examination of the rise of Bolsonaro in Brazil shows that, since 2013, neodevelopmentalism has been shattered in all its dimensions—a true crisis of hegemony that has led to a reconfiguration of power relations and the end of the state cycle that began in 1988. Calculating the depth of the collapse produced in the previous phase is essential in reflecting on the current situation. Un análisis del ascenso de Bolsonaro en Brasil muestra cómo, a partir de 2013, el neodesarrollismo se ha resquebrajado en todas sus dimensiones—una verdadera crisis de hegemonía que ha llevado a una reconfiguración de las relaciones de fuerza y al cierre del ciclo estatal comenzado en 1988. Dimensionar la profundidad del quiebre que se ha producido en la etapa anterior es una tarea fundamental para poder reflexionar sobre la situación actual.

The Pattern of Capital Reproduction in Dependent and Financialized Capitalism

Financialization is the result of the development of social forces and relations of production translated into legal and institutional changes including the increasing importance of the financial sphere of capital and international financial circuits compared with the rest of the economy. An analysis from a lower level of abstraction, as proposed by the Marxist theory of dependency and Jaime Osorio’s work on the pattern of capital reproduction, must consider the differentiated incorporation of the periphery into financialized capitalism and its effects. A proposal that encompasses the cycles of capital and its reproduction in specific geo-historical contexts and establishes a dialogue between the pattern of capital reproduction and the changes in contemporary capitalism serves to extend Osorio’s ideas, including the identification of financialization as a new coil of the spiral of dependency. A financeirização é o resultado do desenvolvimento das forças sociais e das relações de produção traduzidas em mudanças jurídicas e institucionais, incluindo a crescente importância da esfera financeira do capital e dos circuitos financeiros internacionais em comparação com o resto da economia. Uma análise de um nível inferior de abstração, como proposto pela teoria marxista da dependência e o trabalho de Jaime Osorio sobre o padrão de reprodução do capital, deve considerar a incorporação diferenciada da periferia no capitalismo financeirizado e seus efeitos. The Longue Durée of the Marxist Theory of Dependency and the Twenty-First Century

A critical review of the 50-year-old Marxist theory of dependency and its current situation includes discussion of its analyses of the world-system, the concepts of superexploitation and subimperialism, its reflections on development, democracy, and proposals for emancipation, and its perspectives on the rise of the Latin American left in the twenty-first century and the prospects of neoconservatism. It concludes that with the globalization of capital, Marxist dependency theory must oppose not only internal structures of dependency but the imperialist world order, and this will call for the socialization of the forces of production and the development of national, continental and global strategies. Uma revisão crítica dos 50 anos de debates sobre a teoria marxista da dependência e seu estado da arte, que inclui a discussão de suas análises do sistema-mundo, os conceitos de superexploração e subimperialismo, suas reflexões sobre desenvolvimento, democracia e propostas de emancipação, e suas perspectivas sobre a ascensão da esquerda latino-americana no século XXI e as perspectivas do neoconservadorismo. Conclui que, com a globalização do capital, a teoria marxista da dependência deve assumir sua vocação de luta não apenas contra as estruturas internas da dependência mas também contra a ordem mundial imperialista, e isso exigirá o desenvolvimento de estratégias nacionais, continentais e mundiais.

The Hazards to Higher Education of Reformist Pragmatism in Cuba: Proposals for an Agenda

A critical study of public policy involving the 2016–2017 reforms of higher education in Cuba points to the hazards of the pragmatic approach to this policy evidenced in numerous educational indicators and official discourse. Although such features are still far from possessing a neoliberal imprint, uncontrolled pragmatism could lead to a neoliberal trend in Cuban educational policy. Various indicators show the slow mutation of educational policy, increasingly measured and understood as an economic policy (in its fiscal aspects) rather than as a social one. Un estudio crítico de las políticas públicas ligadas a las reformas cubanas a la educación superior de (2016–2017) muestra los peligros del enfoque pragmático tomado por este proceso, los cuales se hacen evidente en numerosos indicadores educativos y discursos oficiales. Aunque aún no podemos hablar de una impronta neoliberal, el pragmatismo descontrolado podría conducir a la política educativa cubana en dicha dirección. Diversos indicadores muestran la lenta mutación de la política educativa, la cual se mide y entiende cada vez más como una política económica (en sus aspectos fiscales) que social.

Dependency 4.0: Theoretical Considerations and the Brazilian Case

The liberalization of markets for goods and assets that took place beginning in the 1980s, alongside a strengthening of the resulting transnationalization of capital, did not alter the basic hierarchical organization of the global capitalist system. This new dependency, here called “dependency 4.0,” is based on the rent seeking that marks the contemporary wealth accumulation process and ongoing technological progress. Brazil’s incorporation into the international division of labor is emblematic of this type of subordination. Remittances as Rents in a Guatemalan Town: Debt, Asylum, the U.S. Job Market, and Vulnerability to Human Trafficking

Exporting labor to the United States has become the principal industry of Guatemala, El Salvador, and Honduras. Central Americans have been moving to the United States in large numbers since the 1980s, but how they gain entry has shifted thanks to the interplay between the migration industry and border enforcement. Many Guatemalans, Hondurans, and Salvadorans are paying smugglers to deliver them to U.S. border agents so they can apply for asylum. The Trump administration’s harsh reactions have energized asylum advocates, who argue that applicants are fleeing dislocation by neoliberal capitalism. Migrant households in the Ixil Maya municipio of Nebaj, Guatemala, express an optimistic interpretation of this situation that they call their American Dream. Their wish for high wages in the United States can be seen as the latest in a series of “hope machines” that interpret disadvantageous relations of exchange as the path to a better future. Such hopes are based on the irrefutable buying power of the dollar, but migrant remittances to their families conceal the extraction of rents. U.S. asylum advocates understandably stress that the most important challenge facing irregular immigrants is their legal status. However, with or without legal status, the underlying issue for migrants will continue to be their position in the U.S. job market, because this generates household indebtedness that increases vulnerability to human trafficking. La exportación de mano de obra a los Estados Unidos se ha convertido en la principal industria de Guatemala, El Salvador y Honduras. Los centroamericanos se han estado mudando a los Estados Unidos en grandes cantidades desde la década de 1980, pero la forma en la que obtienen la entrada ha cambiado gracias a la interacción entre la industria de la migración y la industria de la deportación. Muchos guatemaltecos, hondureños y salvadoreños pagan a coyotes para que los entreguen a agentes fronterizos de Estados Unidos, pudiendo así puedan solicitar asilo. Las duras reacciones de la administración Trump han energizado a los defensores del asilo, quienes argumentan que los solicitantes están huyendo de la dislocación causada por el capitalismo neoliberal. Dichas esperanzas se basan en el irrefutable poder adquisitivo del dólar, pero las remesas de los migrantes a sus familias ocultan la extracción de rentas. Los defensores del asilo en Estados Unidos enfatizan, comprensiblemente, que el desafío más importante que enfrentan los inmigrantes irregulares es su estatus legal. Sin embargo, con o sin estatus legal, el problema subyacente para los migrantes seguirá siendo su posición en el mercado laboral estadunidense, ya que esto genera el endeudamiento de los hogares e incrementa su vulnerabilidad a la trata de personas.

Populism and Its Authoritarian Tendencies: The Politics of Division in Bolivia

Evo Morales rose to power on the shoulders of Bolivia’s most powerful social movements, ostracizing the neoliberal elite with a progressive-left populist discourse that swept through Latin America. After nearly 14 years in power, Morales’s caudillo-style leadership shifted toward authoritarianism and a politics of division that ultimately led to his ouster as president. While many have been quick to adopt the narrative of a coup d’état, this perspective plays directly into the oversimplified binary politics used by the Morales administration, overlooking the complexity and fluidity of social forces and the changing state-society dynamics over time. Evo Morales suffered a crisis of legitimacy that was years in the making. His authoritarian tendencies, alliances with classes of capital, and reliance on the extractive economy ultimately led to his downfall as he lost support from his social bases and was unwilling to give up state power. The electoral scandal in October 2019 and the subsequent departure of Evo Morales into political exile were only the tip of the iceberg. Evo Morales accedió al poder gracias a los movimientos sociales más poderosos de Bolivia, en conflicto con la élite neoliberal y utilizando un discurso populista de izquierda progresista que se extendió por América Latina. Después de casi 14 años en el poder, el liderazgo caudillista de Morales viró hacia el autoritarismo y una política divisoria que finalmente llevó a su destitución como presidente. Si bien muchos se han apresurado a adoptar la narrativa de un golpe de Estado, esta perspectiva se enfila directamente con la política binaria simplista utilizada por la administración misma de Morales, pasando por alto la complejidad y fluidez de las fuerzas sociales, así como la dinámica cambiante estado-sociedad a través del tiempo. Morales sufrió una crisis de legitimidad que se gestó durante años. Sus tendencias autoritarias, sus alianzas con las clases capitalistas y su dependencia de la economía extractiva finalmente llevaron a su caída: perdió el apoyo de sus bases sociales sin estar dispuesto a renunciar al poder estatal. El escándalo electoral de octubre de 2019 y su posterior exilio político fueron tan solo la punta del iceberg.
