Size, Scope, and Bias: What Differentiates Local Electoral Politics?

This chapter outlines a relatively simple way of understanding the dynamics of local democracy. Across the universe of democracies, three characteristics are the most powerful and widely applicable predictors of their electoral politics: size, scope, and bias. Once we know a democracy's population (size), the magnitude of its constitutive powers (scope), and how uniformly it distributes its resources (bias), we can predict a great deal about who votes, who runs for office, and whether factors like incumbency, parties, ideology, issues, interest groups, and candidate charisma shape vote choices. In other words, we can best predict how people will vote in a particular election if we first understand what is distinctive about that democracy's politics and, if we know its size, scope, and bias, we can predict what those electoral politics are like. Qualitative evidence is useful in tracing the process by which borrowing decisions are made. However, the question is how generalizable the findings from Ecuador, Colombia, and Peru are to other developing countries. Statistical analyses can provide insights into whether domestic political dynamics within recipient countries affect borrowing portfolios across developing countries. This chapter describes three challenges that need to be resolved before such analyses are possible: First, data on incoming loans must be obtained, which is particularly difficult for Chinese loans. Second, estimating the political strength of societal interest groups is challenging, as it cannot be observed directly. Third, analyzing a compositional variable (i.e., the loan shares of four creditors that must add up to 100%) presents a methodological challenge: increasing the share of loans obtained from one type of creditor must be matched by a corresponding decrease in the share of loans obtained from other creditors.

Modern accounts of the battle of Brunanburh have generally suggested a location in the Northumbrian-Mercian borderlands east or west of the Pennines, a conclusion based in part on analysis of the aims and strategy of Anlaf Guthfrithson, Viking king of Dublin. This article re-examines the political dynamics of the coalition against Athelstan, taking account of the territorial and political ambitions of the kings of Alba and Strathclyde, and proposes a radically different interpretation of the campaign of 937. It also questions the reliability of the variant form Brunanburh as a guide to the battle's location and concludes that the most likely site was Burnswark in Annandale.


Citizens are political simpletons—that is only a modest exaggeration of a common characterization of voters. Certainly, there is no shortage of evidence of citizens' limited political knowledge, even about matters of the highest importance, along with inconsistencies in their thinking, some glaring by any standard. But this picture of citizens all too often approaches caricature. This book brings together leading political scientists who offer new insights into the political thinking of the public, the causes of party polarization, the motivations for political participation, and the paradoxical relationship between turnout and democratic representation. These studies propel a foundational argument about democracy. Voters can only do as well as the alternatives on offer. These alternatives are constrained by third players, in particular activists, interest groups, and financial contributors. The result: voters often appear to be shortsighted, extreme, and inconsistent because the alternatives they must choose between are shortsighted, extreme, and inconsistent.

The chapter outlines how researchers take on different roles and positionalities as they adapt to the field, moving, for instance, from that of an “outsider” laden with externalized theoretical assumptions and having few contacts with and knowledge of the research site to one approaching, to varying degrees, that of a “pseudo-insider.” Indeed, the argument here is that researchers make choices when moving from outsider to insider roles (and between them), contingently adapting their positionality in the hope to better understand the political dynamics that underlie research projects. The setting is post-civil war Lebanon and the research project revolves around an examination of the micropolitics of civil society and associational life in this re-emerging but fragmented polity.

AbstractThis essay analyzes the political dynamics involved in the construction of belonging in the case of African Americans’ “return” from the diaspora generated by the Atlantic slave trade to a town in Southern Ghana. Given the articulated belief of common ancestral origins, such arrival was initially welcomed by all the three groups of actors involved: thereturnees, the local authorities, divided by a chieftaincy dispute, and the Ghanaian government that was supporting homecoming policies. The concepts of origins and kinship and the way to validate them, though, were differently conceived by the various political actors; furthermore each of them held dissimilar reasons and had different expectations behind this return. All these differences created a mutual, mutable and dynamic relation between the actors who were involved in the arrival and aimed to assert their authority.

The efficiencyof local public goods provision and the functioning of local democracy crucially depend on the size and number of local jurisdictions. This article empirically analyzes voluntary municipal mergers in Finland. Our main focus is on aspects that have been somewhat neglected in prior empirical work: whether local democracy considerations, representation and voter preferences are involved in shaping the resulting municipal structure. The main results imply that some municipalities are forced to merge due to fiscal pressure and have to trade off political power to be accepted by their partners. The study also finds that the median voter's distance from services matters, while population size does not. The latter, somewhat surprising, observation is possibly explained by existing municipal co-operation, which already exhausts potential economies of scale.

In accomplishing this, Clarkson has produced a book that will be of as much interest to non-academic followers of Canadian politics as it is to serious students of partisan politics.

This article explains how pasteurization—with few outspoken political supporters during this period—first became a primary milk purification strategy in Chicago and why eight years passed between pasteurization’s initial introduction into law and the city’s adoption of full mandatory pasteurization. It expands the current focus on the political agreement to pasteurize to include the organizational processes involved in incorporating pasteurization into both policy and practice. It shows that the decision to pasteurize did not occur at a clearly defined point but instead evolved over time as a consequence of the interplay of political interest groups, state-municipal legal relations, and the merging of different organizational practices. Such an approach considerably complicates and expands existing accounts of how political interests and agreements shaped pasteurization and milk purification policies and practice.
