The purpose of this research is to advance the politics of mass imprisonment literature by testing and specifying the macro-explanations of the state-level incarceration change in the United States (U.S.) between 1980 and 2010. Specifically, I account for mechanisms of inter-party competition and public electoral pressure neglected in prior research. To accomplish this goal, I utilize random coefficient models designed to control for repeated annual measures of state-level data that overwhelm traditional analytic techniques. Findings suggest that violent crime, partisan affiliation of state legislators and governors, probation rates, citizen ideology, marijuana decriminalization, and recidivist-focused laws are associated with incarceration as hypothesized, as well as the African American presence net of crime and socioeconomic disadvantage. Contributing to the theoretical debates on democracy and punishment, this paper demonstrates that inter-party competition and public electoral pressure amplify incarceration in the context of Democratic Party dominance, where no liberalizing effects of competition were found. I conclude that legal and extralegal factors are associated with incarceration and suggest that the public did not oppose criminal justice expansion via democratic feedback mechanisms, so both penal populism (Pratt, 2008) and popular punitivism (Campbell et al., 2017) are valid interpretations of imprisonment politics during the analyzed period.

Speechmaking in the Dutch parliament is characterized by party dominance and individual autonomy. This paradoxical situation can be understood from the perspective of specialization: every Member of Parliament acts as a spokesperson on a specific issue for their party. Therefore, usually, only one MP per party participates in a debate. Within their policy portfolio, MPs enjoy considerable autonomy, in particular in deciding whether to participate in a debate and what to say. The leadership does not decide for each debate whether or not to delegate speaking time to individual MPs, but rather at the beginning of the parliamentary term when the portfolios are assigned. An empirical analysis of debate participation and the number of words spoken shows that these are most strongly related to electoral list position and seniority. PPG leaders speak longer than other MPs, but we observe no such effect for committee chairs or PPG board members.

The article deals with the features of formation of the party systems in the post-Soviet space. To understand the specific processes, the attention is focused on the inverse logic of the post-Soviet states, the basic features of which can be expressed by the concept of neopatrimonialism. In this context the functioning features of political parties, their principal tasks and the logic of creating the "power party" are described. The article examines the key criteria for the concept of the dominant party, such as its ability to consistently and steadily win the elections, the significant duration of its stay in power, as well as its personnel Control over the government. In the sociopolitical discourse the "power party" enjoys a privileged ideological position and has more opportunities compared to its competitors to appeal to voters. Along with that the party dominance reveals itself not only in its external manifestation (the stay in power), but also in the substantial one – the ability to exercise an effective political choice. The article analyzes the factors of sustainability of the "power party" systems: the historical merits of the "power party"; the ruling party’s ability to effectively take advantage of the electoral system; its strong relationships with the most affluent social groups and major corporations, as well as with the predominant ethnic or linguistic social groups; a privileged access of the ruling party to media resources. These factors are also effective in the polycentric political systems without any dominant party. However, under the dominant party systems they manifest themselves in a complex way, providing the ruling camp with a multi-layered protection due to a synergy effect. Particular attention is paid to the phenomenon of clientelism, widely used by the ruling party as a strategy of political mobilization. However, if discrimination arose by clientelism reaches the level that denies clients the right to choose, this is certainly not consistent with the rules of democracy.

By exploring specific incidents and parliamentary practices and reviewing how parliament operates across a typical year, this chapter highlights the significance of the negotiation between parliamentary groups, explaining how the Diet rules and procedures strongly influence parliamentary behavior. Representative democracy functions through the interconnection of the legislative and electoral systems, affecting the fusion and diffusion of powers. The constitutional fusion of power underlies the whole process of lawmaking in the Diet. However, one-party dominance makes the government and opposition relations permanently asymmetrical. Unless elections allow voters to choose a government, the majoritarian control to make the ruling party accountable will not work, and legislative activities will remain mismatched with electoral competitions.

Can technological change contribute to political turnover? Influential theories suggest that technological change represents a form of creative destruction that can weaken incumbents and strengthen outsiders, leading to political turnover. This paper investigates a large-scale historical natural experiment: the impact of the green revolution on single-party dominance in India. Drawing on a theoretical framework based on models of contests, this paper argues that high-yielding variety (HYV) crops strengthened the incentives and capacity of a politically excluded group, in this case agricultural producers, to seek greater political representation. Exploiting the timing of the introduction of HYV crops, together with district-level variation in suitability for the new crop technology, instrumental variables analyses show that the green revolution played a pivotal role in the rise of agrarian opposition parties and decline of single-party dominance. The findings support theories linking technological change to political turnover, with important implications for the political economy of democratization.

A tripartite alliance formed by the African National Congress, the South African Communist Party and the Congress of South African Trade Unions has been ruling the country with wide parliamentarian majorities. The country remains more consensual and politically inclusive than any of the other African countries in the post-independence era. This article examines three performance’s aspects of the party dominance systems: legitimacy, stability and violence. As we are living in a period in which an unprecedented number of countries have completed democratic transitions, it is politically and conceptually important that we understand the specific tasks of crafting democratic consolidation.
