Growth Theory for Ancient Economies

This chapter reviews the theory of economic growth and the problems of measuring it. It reveals that scholars trying to understand Roman macroeconomics are in far worse shape than economists dealing with more recent economies. A brief survey of some existing research on the level of Roman and Greek income shows that there is a variety of data that could be used to estimate Roman economic growth. An index of human welfare might seem appropriate to indicate the existence and extent of economic growth, but it could be too broad. Another possible measure of economic growth is an index of structural change. The idea of an Industrial Revolution and the place of industry in the economy today suggest that industrialization can be used as a measure of economic growth.

David Greasley and Les Oxley provide an interesting but ultimately unconvincing chalenge to the perspective on the British Industrial Revolution that we have set out in recent articles1. We believe that the issues that they raise are important and deserve a full response. Thus, we take the opportunity to clarify ideas on growth theory and its implications for growth accounting, to review the econometrics of estimating trend growth in an economy undergoing structural change, and to reconsider the persuasiveness of different views of the nature of technological change in the eighteenth and nineteenth centuries.

Abstract The aim of the research in this paper is to analyse the issue of the treatment of the category of technological changes within the main aspects of economic growth theory. The analysis of the key positions of neoclassical theory (Solow), endogenous approach (Romer), and evolutionary growth theory (Freeman) advocates has pointed to the conclusion that these approaches agree on the fact that the category of technological changes is a key generator of economic growth. Neoclassicists were the first to explicitly analyse the category of technological changes in growth theory. They exerted a strong influence on a large number of governments to allocate significant funds for scientific and research development, to stimulate the creation and diffusion of innovation. Supporters of endogenous theory also see the category of technological changes as a key driver of economic growth. Unlike neoclassicists, they emphasise the importance of externalities, in the form of technological spillover and research and development activities, for the creation and diffusion of innovation. Finally, evolutionary and institutional economists explore the category of technological changes inseparably from the economic and social environment in which they are created and diffused. Recommendations of this research can be of particular use to economic growth and development policy makers in the knowledge economy, whose basic and substantial feature is the so-called fourth industrial revolution

Structural transformation is a key indicator of economic development. We present the first time series of male labor sectoral shares for England and Wales before 1800, using a large sample of probate and apprenticeship data to produce national- and county-level estimates. England experienced a rapid decline in the share of workers in agriculture between the early seventeenth and the beginning of the eighteenth centuries, associated with rising agricultural and especially industrial productivity; Wales saw few changes. Our results show that England experienced unusually early structural change and highlight the mid-seventeenth century as a turning point.

The 2018 Nobel Economics Prize was awarded to two American economists - William D. Nordhaus and Paul M. Romer - who designed methods for better assessing environmental issues and technological advances on growth. This year’s Laureates, Nordhaus was the first person to create an intergrated model to assess interactions between society and nature and Romer laid the foundation for what is now called endogenous growth theory. According to the Swedish Royal Academy of Sciences, these two macroeconomists’ research have helped “significantly broaden the scope of economic analysis by constructing models that explain how the market economy interacts with nature and knowledge” which integrates climate change measures into long-term sustainable economic growth. The economic diversification concept gives hope for a country with rich natural resources to strengthen its economic basis. Thus industrial revolution era of 4.0 provides great opportunity to fasten the process. A study by McKensey in 2011 proved that the internet in the developing country contributes around 3.4% towards its GDP which means that the internet has become a new hope for the economy in the future. Indonesia is one of the countries that is attempting to maximize the role of the Internet of Things (IoT) for its economic growth.� The attempt has made the retail and tourism industries as the two main sectors to experience the significant effect of IoT. In the process of optimizing the IoT to support the economic growth, Indonesia faces several issues especially in the term of the internet network quality and its distribution, the inclusive access of financial access and the infrastructure

Growing consumerism and population worldwide raises concerns about society’s sustainability aspirations. This has led to calls for concerted efforts to shift from the linear economy to a circular economy (CE), which are gaining momentum globally. CE approaches lead to a zero-waste scenario of economic growth and sustainable development. These approaches are based on semi-scientific and empirical concepts with technologies enabling 3Rs (reduce, reuse, recycle) and 6Rs (reuse, recycle, redesign, remanufacture, reduce, recover). Studies estimate that the transition to a CE would save the world in excess of a trillion dollars annually while creating new jobs, business opportunities and economic growth. The emerging industrial revolution will enhance the symbiotic pursuit of new technologies and CE to transform extant production systems and business models for sustainability. This article examines the trends, availability and readiness of fourth industrial revolution (4IR or industry 4.0) technologies (for example, Internet of Things [IoT], artificial intelligence [AI] and nanotechnology) to support and promote CE transitions within the higher education institutional context. Furthermore, it elucidates the role of universities as living laboratories for experimenting the utility of industry 4.0 technologies in driving the shift towards CE futures. The article concludes that universities should play a pivotal role in engendering CE transitions.

Vietnam has been remarkably successful in managing structural adjustment and macroeconomic reform. As a result, it has achieved very rapid economic growth during the present decade without, apparently, a substantial increase in inequality. All sectors of the economy have grown rapidly and yet there has been dramatic structural change. This growth and structural change, according to official data, have occurred despite a relatively low rate of investment. Our analysis suggests, however, that savings and investment have been understated, that actual output is higher than the national accounts data indicate and that growth is even faster than the official figures suggest. These results are a consequence of the nature and sequencing of the policy reforms that were introduced from the 1980s onwards.
