Assessment of the Effectiveness and Efficiency of the Occupational Health and Safety Management System at a Mining Enterprise

Overview of the modern Russian and International standards in the field of occupational health and safety management at an enterprise is presented. It is determined that the proactive method of assessing the state of working conditions at the enterprise has advantages over the post-event approaches to the development of corrective actions. The assessment is made concerning the application of the generalized Harrington desirability function, which has such properties as continuity, monotonicity, and smoothness. Based on this function, it is possible to assess the state and conditions of occupational safety and compare the indicators of various mining enterprises. GOST 12.0.230.3—2016 was analyzed, and the number of changes were proposed to the method of mathematical calculation. On the example of data provided by the Russian coal industry enterprise, an assessment was made related to the effectiveness and efficiency of the occupational health and safety management system. The values of the linguistic and numerical assessments of the state of the occupational health and safety management system are obtained. Graphic representation of the Harrington function with numerical and linguistic estimates superimposed on it is presented. The applied practices of internal and external audits of the occupational safety management system allow to identify deviations in its work, but they have rather long intervals between checks — from 1 to 3 years. The result of the performed analytical research is an improved methodology for assessment of the effectiveness and efficiency of the occupational safety management system, which allows to make this work more often, easier, and cheaper. Made calculations of the desirability index for a mining enterprise are an example, but they should be carefully analyzed by senior managers for assessment and decision-making. Practical recommendations on the use of the research results by the employer (head of the organization) to improve and develop the system management of occupational health and safety are presented.

Analytical approach to the assessment of the state of the occupational health and safety management system is considered based on the constant analysis of hazards and current risks, regular adjustment of the occupational health and safety management system depending on the decrease or increase in the assessment of its state. In the presented model the Bayesian approach is used, in which on the basis of the apriori value of the complex indicator for assessing the state of the occupational health and safety management system the possible a posteriori change of this indicator is determined depending on the factors affecting its state (availability of the organizational documentation, observance of the labor rights of the employees, organization of training and instructing on occupational safety, accounting of incidents, assessment of the risk of injury and death of the personnel, etc.). To obtain the posteriori assessment, only those indicators characterizing the state of the occupational health and safety management system are considered, the values of which have changed in the current year compared to the previous one. The method of maximizing the posterior probability density is used. The effectiveness of the occupational health and safety management system is assessed using the intervals of the Harrington function. The boundary values of this function corresponding to a good, satisfactory, and poor assessment of the effectiveness of the occupational health and safety management system are determined. As an example, the calculation of the posteriori assessment of a complex indicator of the state of the occupational health and safety management for a fire protection unit is considered. It is shown, that as a result of implementing measures for labor protection the complex indicator for assessing the state of the occupational health and safety management system increases, the assessment of its effectiveness improves.

Occupational Health and Safety (K3) is aimed as an effort to create a workplace that is safe, healthy, free from environmental pollution, so that it can reduce and or be free from work accidents and occupational diseases and can have an impact on increasing work efficiency and productivity. The need for implementation and Monitoring of the Occupational Health and Safety Management System at PT. Mujur Lestari must have a good corporate culture and be able to contribute to SMK3. For that PT. Mujur Lestari makes implementation and Monitoring to minimize the risk of work accidents for employees. The sample used in this study were employees of PT. Mujur Lestari, totaling 81 people. The data collection method used a questionnaire while the analytical method used was multivariate analysis. The results showed that there was an influence between knowledge on the Occupational Health and Safety Management System (SMK3) at PT. Mujur Lestari with a tcount greater than ttable, the effect of applying the Occupational Health and Safety Management System (SMK3) with a tcount greater than ttable, the effect of Monitoring on the Occupational Health and Safety Management System (SMK3) with a greater tcount from ttable and there is no relationship between the implementation and Monitoring of the Occupational Safety and Health Management System (SMK3). The conclusion shows that the knowledge variable has a positive and significant effect on the Occupational Safety and Health Management System (SMK3), the application variable has a positive and significant impact on the Occupational Safety and Health Management System (SMK3) and the Monitoring variable has a positive and significant effect on the Occupational Safety and Health Management System. Purpose. The purpose of the article is development of a rating algorithm to assess the effectiveness of the occupational health and safety management system at electricity companies. The algorithm aims to determine the ranking scale of enterprises according to standardised safety indicators. Methodology. There is a certain level of uncertainty on the existing methods for providing and analysing statistical information on accidents, occupational hazards, occupational injuries and occupational diseases. Planning and management tasks are most often carried out when the necessary formal information is insufficient or uncertain. In addition to numerical statistics, information may include other, informal quantities that cannot be measured. Therefore, logical calculations with multivalued logic or ranking rules and investigate the invariance of selection rules for groups of transformations on a finite set of alternatives can be used to handle such knowledge. The formalisation of the ranking problem based on the Copeland method involves the construction of pairwise comparison tables for all formal safety indicators.Obtaining an assessment of the situation occurs with the use of a computer system and a decision support system, which increases the efficiency and accuracy of the assessment of the situation. Results. A formal apparatus for rating single-type enterprises to assess the effectiveness of the enterprise occupational health and safety management system in the have been developed using intelligent information technologies. Originality. Based on the Copeland method and the paired comparison method, a safety rating algorithm has been developed, the implementation of which makes it possible to assess the performance of the occupational safety and health system. The results have illustrated the competitive advantage of some enterprises over others and motivate management to take action to improve workplace safety. Practical value. Formalisation of information on hazardous and harmful occupational factors makes it possible to treat the subject area as a complex dynamic system, consisting of objects of a different nature, the totality of which determines the safety level. The developed rating method allows transferring the obtained results to decision-making support systems, illustrating competitive advantages of some enterprises over others, motivating management to take actions to improve occupational safety.
