This study examined the conceptualization of public policy consisting of public policy concepts, public policy models; Public policy process; Policy actor; Transportation infrastructure policy. Through this article it will be known the role of the policy actor in giving birth to public policy especially the transportation infrastructure policy. The actor's role will help in the success and/or failure of a policy in the field of transportation infrastructure. This was a literature study. Data in this study were collected through reviewing the literature from various sources such as googlescholar.com; sciencedirect.com and other relevant sources. The literatures that were referenced came from a variety of published years and from various policy issues that came from various countries. The conclusion of this writing was that the public policy and policy actor were very urgent and had important role of in childbirth infrastructure policy especially in the field of transportation. In the future, this article becomes a conceptual reference for interested parties to examine the issue of policy actor role in formulating public policy.

ABSTRACTThe realization that policy and law are tightly intertwined dates at least to de Tocqueville’s observation that, in the United States, political questions often become judicial questions. Scholars have shown consistently that courts, both federal and state, play a role in public policy decision making. This is observed in social policy (e.g., same-sex marriage and abortion), environmental policy (e.g., Environmental Protection Agency regulations), economic policy (e.g., New Deal Era decisions), and more. Too often, however, graduate programs in public policy fail to prepare students for the role of the courts in the policy process. This study examines the requirements and core competencies from Masters of Public Policy programs to determine to what extent, if any, judicial policy making is taught. We find that there is a significant gap between the theory about the role of courts in the public policy process and what public policy programs teach their students. We conclude with recommendations for possible changes to curricula to close this gap.

This article aims to discuss the role of policy subsystems in the public policy process, highlighting maintenance and change in their implementation. In particular, it analyzes the process of agenda-setting and policy formulation of the Política Nacional de Juventude [National Youth Policy] in Brazil during the Lula government, emphasizing the symbolic and political disputes around ideas and values conducted by the different actors that permeated the subsystems of this sectoral policy.

This paper aims to determine the policies implemented by the Papua National Narcotics Agency against drug trafficking. This article is a qualitative descriptive study. Data collection methods through interviews and literature study. Data analysis using descriptive analysis model. The results showed that the role of BNN Papua is very central in the eastern region and the Indonesian border. The policies that have been planned by BNN with multi-stakeholder have been implemented, but the new modes adopted by the international network vary. The drug subscription policy cannot be carried out by one institution only, it needs to be supported by other government agencies and the community. The need for a serious role for the regional and central government in both preventive efforts and subscription programs in synergy with the Papua Provincial BNN.
