Each public sector organization was given an annual budget by the government which was used based on the programs launched, so that the vision and mission of the organization could be achieved properly. So far, the evaluation of organizational performance was assessed only on the basis of financial aspects, through financial reports that were provided annually by related agencies or agencies to the Padang City government and similar things were also carried out by the Regional Financial and Asset Management Agency of Padang City. Meanwhile, to assess whether a performance was good or not, it must also be measured based on other criteria, such as performance evaluation using the balanced scorecard method. This research was conducted through a descriptive study with a qualitative approach. Data collection techniques used in this study were interviews and documentation studies. The technique used to measure employee performance was balance scorecard method. Then the data were analysed through manual data analysis procedure. The results showed that in terms of budget management, the Padang City Financial and Asset Management Agency has not fully implemented the balance scorecard method in its performance.

BKKBN as an organizer of family empowerment of the government to create a program Families Economic Empowerment by forming a group container (UPPKS), which is in its implementation in the city of Padang Panjang still encountered a number of problems. The purpose of this research is to determine the level of program effectiveness (UPPKS) in empowering the poor in Padang Panjang city, here are also seen what obstacles are encountered during program implementation and what efforts can be made to overcome these obstacles. The method used in this research is mixed methods were used to measure the effectiveness of the UPPKS program using the model of evaluation CIPO by Stufflebeam, then to get deeper conclusions regarding the results of the study used qualitative methods through observation and interviews. The research findings indicate that the effectiveness program (UPPKS) for empowerment of the poor in Padang Panjang been effective with 70.55% good category. Although the implementation of the program UPPKS in accordance with existing procedures but has not been fully able to improve the welfare of its members. This can be seen with still found some constraints in implementation, obstacles encountered can be categorized into two forms of internal constraints and external constraints. Internal constraints such as: weak supervision of the program, the lack of capital coming from the government, coaching is not evenly distributed. External constraints such as: the use of aid funds is not maximized, the lack of creativity and innovation groups in finding and utilizing financial resources, delays in repayment of the loan. Efforts are made to overcome these obstacles is to involve family welfare III acted as a foster father in group, guidance, and constraints derived from program participants made efforts such as mentoring, conducting proactive system for members jammed in payments.

This study aimed to analyze the effect of competence and integrity on the performance of the village apparatus of Sawahlunto City. This research used quantitative methods with associative descriptive research. This study consisted of two independent variables namely competency (X1) and integrity (X2) and one dependent variable, namely performance (Y). The population of this study was all village apparatus of Sawahlunto City, amounting to 50 people. The sample was obtained through proportional random sampling, so that the respondents in this study amounted to 45 samples. The data analysis technique used was multiple regression. The data were collected through a questionnaire that had been validated and reliable in advance, both the content and the item empirical test in the field. The results of this study have found that: 1) There was an effect of competence on performance by 15.4% with a significance of 0.002; 2) There was an effect of integrity on performance of 20.5% with a significance of 0.001; and 3) There was an effect of competence and integrity simultaneously on performance by 45% with a significance of 0.000.

Padang City is a city located in the province of West Sumatra, with a very strategic geographical condition, making the city of Padang rich in natural beauty. The beauty of nature is used by people in Padang City as a tourist spot, so that it is able to steal the attention of foreign tourists to come to visit, foreign tourists who enter and leave the Padang City area, all of which are under immigration control. Immigration is a form of enforcement in the implementation of state government sovereignty, therefore to facilitate immigration in carrying out its duties and functions in the supervision sector of foreign visits, a class 1 Padang Immigration office was formed. Since the enactment of Presidential Regulation Number 21 of 2016 regarding Visit Visas in Indonesia, it is clear that 169 countries are free to visit Padang City only with their passports. The purpose of this Presidential Regulation is to increase foreign tourist visits to Padang City so that it has an impact on increasing national development in general and increasing economy in particular, foreign tourists who come are expected to have a positive impact on the economy of the people of Padang City. However, the fact is not as imagined by the Padang City Government, the tourist visit permit granted to foreign tourists is prone to abuse, especially looking for work or opening business land and settling in a place. Researchers took the research location at the Padang Class I Immigration Office, because the city of Padang is one of the most attractive cities to be visited by foreign tourists, especially its natural beauty. As a government effort in order to support the maintenance of stability, security and vigilance against all negative impacts arising from the crossing of people between countries, and the activities of foreigners in Padang City, it is deemed necessary to carry out supervision of foreigners and immigration actions in a fast, thorough, and coordinated manner, without must ignore the openness in providing services to foreigners who are at the Class 1 Padang Immigration Office.

The aimed of the research was to find out the errors which were commonly made by the students of Sekolah Menengah Kejuruan Swasta Bustanul Yatama Syamtalira Bayu in their writing narrative text and to find out the causes of errors in their writing narrative text. This research useds a qualitative and quantitative approach. The population of this research was all the students of the Second year students of Sekolah Menengah Kejuruan Swasta Bustanul Yatama Syamtalira Bayu in academic year 2020/2021 consisted of 120 students and divided into 56 male students and 64 female students. The sample of this research selected by using random sampling technique by using lottery. In this study, only 20 students and one English teacher involved as the sample. The researcher use two kinds of instruments, they are test and interview. In analyzing the data, the writer used a percentage formula from Sudjana. Result of the research from test most of the first year students of Sekolah Menengah Kejuruan Swasta Bustanul Yatama Syamtalira Bayu made many errors in grammatical aspects in writing, a high percentage of errors was found in one out of three categories. The highest error category was tense errors. Moreover, the students felt difficult in getting ideas to begin free writing. The causes of errors were made by the students because of lack of interactive facilities is one of the problems to develop interactive classroom activities. Based on this reasoning, it can be concluded that many of the students made errors because of interlingual and intralingual transfer.

This study aimed to explain Nagari Asset Management by Nagari people to increase Nagari Income (PAN) in Nagari Minangkabau, Tanah Datar Regency. The research method used is descriptive quasi qualitative. The results showed that the management of nagari assets by nagari people to increase Nagari Original Income (PAN) in Minangkabau Nagari, Tanah Datar Regency consisted of: (a) Planning of village assets has been implemented properly, (b) The utilization of village assets in Nagari Minangkabau, Tanah Datar Regency has not yet carried out optimally, asset utilization has not been implemented in accordance with the specified asset utilization form, (c) Supervision by the Nagari government and custom density village in asset management carried out by the Nagari people is not maximized. Factors that become obstacles in asset management are: (a) The lack of awareness and participation of village people, (b) Incomplete village asset facilities, one of which is incomplete bath, wash and toilet facilities for public bath visitors, (c) Budget issues due to the rehab of public baths that will be carried out, of course, require large funds, (d) Regulatory problems are that there is no village regulation that regulates the management of nagari assets. Based on the obstacles faced, the efforts being made are: (a) Conducting socialization and empowerment to village children, (b) Trying to communicate with all institutional elements and community leaders in the village, (c) Designing Nagari Regulations (PerNag) regarding management village assets.

The purpose of this study was to determine the effectiveness of “paduko” system and the factors that affect the effectiveness of population document services through the paduko system at the Padang Panjang population and civil registration office and to determine the obstacles that occurred when implementing the paduko system in the city of Padang Panjang. This research uses qualitative research with descriptive methods carried out by purposive sampling. Data collection techniques were carried out by interview and documentation study with informants of several Padang Panjang Population and Civil Registry Offices and several people who had used paduko. Paduko is an online population document service made to make it easier for people to manage population documents with paduko being able to manage population documents anytime and anywhere as easily as shopping online without having to come directly to the population service office, but in practice there are still many people who do not understand how to use paduko, especially people who are elderly because not everyone is literate about existing technology.

The Minangkabau society is famous for the tradisional philosophy of adat basandi sarak, sarak basandi kitabullah (ABS-SBK). Education and religious values have been passed down from one generation to another. However, it is still not going well. It is seen with the many women who are trapped in negative terms. They are very weak people in the economy and religious education. The goal to be achieved in this study in find out the causes of Minangkabau women who are continually involved in the world prostitution. The focus of this research is the woman in the localization of the goddess Aro, West Sumatera. The method used by researchers is qualitative with case studies in the Andam Dewi. The findings suggest that those involved in prostitution were women aged 17-27 years old because of the economic factors and religious knowledge are very weak. Other findings also show the weak role of Mamak in Minangkabau in monitoring its ministry.

Expert says that having a critical thinking enables a person to decide about the right or wrong, so that problems can be handled responsively. Then, education is expected to facilitate students to be able to face and solve various problems agile. The learning approach taken must be able to facilitate students with teaching materials related to their lives, experiences and interests, so that they can relate them to real life. The learning approach that will be examined in this study is the PjBL Approach. This research aims to improve the critical thinking of students as the nation's next generation, so that they are able to face and solve various problems appropriately. The research was taken place in the training class which is held by Aceh Documentary Foundation in Banda Aceh. They have continuosly use this learning approch in their producing documentary film training. Data collection was carried out through observation, interviews, and FGD. Data analysis used in this research is the Miles & Hubermen style, in which activities in the analysis included data reduction, data display, and conclusion drawing / verification. The results of this research showed that the use of PjBL approach was indeed effective in increasing students' critical thinking because they practiced the knowledge they had acquired directly. However, the results obtained by each individual are different; Even though there was an increase in the way they thought, the level of criticism that was obtained by each student was different.

This paper was abstracted from writer experiences in conducting the second year Community Service program among farmer group organizations in Anduriang Village at Padang Pariaman Regency. This program was aimed at increasing the knowledge and skills of farmer groups’ human resources in processing animal feed made from natural raw materials, especially from the golden snail, which has often been the enemy of farmers all this time. This study was inspired by various conditions that indicated the powerless of the farmer groups in overcoming the problem of golden snail pests in the Anduriang Village at Padang Pariaman Regency. This issue was reflected in part from the lack of understanding and awareness of farmers in controlling the golden snail pests. Based on this condition, various farmer empowerment programs were needed to be implemented in the form of increasing the farmers’ knowledge and skills in economic development of the society, particularly for the farmer group as target groups of this program. These empowerment programs needed to be conducted collaboratively and synergistically between the local government and universities.
