As we know, the Small Island Developing States face special challenges to their development. This is particularly true for the Pacific Island States, scattered as they are over a huge area of ocean.More specifically, the 22 Pacific Island countries are scattered over one third of the globe (thirty million sq. km. mostly ocean). The total population of the South Pacific excluding Australia and New Zealand is about 8 million; half of which reside in Papua New Guinea.Many stakeholders have been involving in assisting the development of Pacific Island Countries for a long time. In recent years, China has become one of the active players in the inclusive and sustainable development of Pacific Island Countries.

In this article we examine how Pacific Island Countries (pics) successfully championed a stand-alone Ocean Sustainable Development Goal (sdg) goal at the United Nations (un). We analyse how the un Post-2015 development process provided pics with a unique opportunity to use their experience with collective diplomacy and regional oceans governance to propose this international goal. In this article we establish how pics’ national and regional quest to strengthen their sovereign rights over marine resources motivated their diplomatic efforts for an Ocean sdg. The campaign was a significant political achievement, positioning these Large Ocean Island States (lois) as global ocean guardians. We critically evaluate the effectiveness of the pics’ diplomatic campaign to secure an international commitment for an Ocean sdg. The pics’ advocacy for Goal 14 under Agenda 2030 has enhanced their political effectiveness in the un by improving their recognition by other States as leaders in oceans governance. We suggest their Ocean sdg campaign forms part of a distinct and continuing brand of oceans diplomacy from Oceania.

The Pacific Island States and Territories are traditionally described as ‘small island’ nations. However, they are also ‘large ocean’ nations with jurisdiction over substantial maritime spaces stretching to at least 200 nautical miles. The article addresses issues related to baselines along the coast on which these broad maritime claims depend. The article then examines geodynamic considerations coupled with sea and land level projections in the Pacific leading to an assessment of the vulnerability or resilience of atolls in particular. The article then discusses potential implications for the coastlines and baselines of the Pacific Island States and Territories, the limits of their maritime entitlements and both delimited and undelimited maritime boundaries. Potential response options, prospects, and concluding thoughts are then offered.

<p>This study looks at the relevance of regional organisations in the Pacific Island region. It analyses the history of the key regional organisations: the Secretariat of the Pacific Community (SPC) and the Pacific Islands Forum Secretariat (PIFS). Since their establishment, there has been extensive criticism of the work of these organisations. This study tests and analyses the issue of legitimacy within supra-national organisations, and questions whether regionalism in the Pacific is an anachronism of the past.  In the Pacific, regionalism puts out a compelling argument for its existence. Throughout the region, small island developing states are spread across the world’s largest ocean. Pacific Island states face many challenges, including: small economies, geographical disadvantages, vulnerability to climate change, varying availability to resources and a diverse range of cultures and languages. Regionalism provides a chance for these island states to influence world policy, build capacity in the region, promote good governance, maintain peaceful neighbourly relations, and create positive development outcomes.  The methodology uses qualitative research of document analysis and semi-structured interviews with key informants. The research claims a social constructivist epistemology and uses an inductive conceptual framework in order to find solutions to the complex challenges of Pacific regionalism.  It was found that regional organisations need to increase their transparency in order to enhance their legitimacy. They need provide a clearer evidence base, where all Pacific people can recognise and understand the benefit of regional organisations. The organisations need to work strategically to be nimble and reactive to upcoming critical junctures and issues. Council of Regional Organisations in the Pacific (CROP) agencies need to coordinate better amongst themselves, open up communication with all stakeholders and create clearer mandates. In order to promote positive development, all stakeholders and Pacific people need to take ownership of these organisations, and support the Framework for Pacific Regionalism process. This study argues that there is great potential for regionalism in the Pacific, but this will only be possible if the region works collectively to enhance the legitimacy of these organisations.</p>

<p>On April 2, 1987, the Treaty on Fisheries Between Governments of Certain Pacific Island States and the Government of the United States of America was signed. The signatories to the Fisheries were the 16 members of the South Pacific Forum and the United States of America. After six difficult years of negotiations, the Treaty permitted American fishing vessels to fish in Pacific Islands’ waters in exchange for a substantial access fee. This thesis identifies key aspects of that treaty and examines what it meant from both a theoretical and practical standpoint. How did a collection of small, comparatively weak Pacific states strike a satisfactory deal with the most powerful state on the planet? What did the agreement mean in terms of its political, legal and environmental consequences? As well as looking at the events and negotiations that led to the treaty, this thesis also attempts to discern the key political lessons that flow from this case that might be relevant for the future development of the Pacific island States in the key area of fisheries regulation. The thesis argues that disputes between Pacific nations and the United States over tuna resources and the presence of the Soviet Union in the Pacific region were the two critical factors that led to the adoption of the Treaty. From the United States’ perspective, the Treaty was seen (at the time) as the only viable option if it were to reconsolidate its long and prosperous position in the Pacific region. The US did not want the Soviet Union to capitalize on American fishing disputes with the Pacific islands, and it could not afford for the Soviet Union to establish a strong association with the Pacific islands. The Treaty therefore served three purposes for Washington: (i) it maintained its long friendship with the Pacific islands, (ii) it maintained its fisheries interests in the region, (iii) and it kept the Pacific communist-free. This fusion of US economic and strategic interests gave Pacific Island States a stronger hand in the negotiations than their size and power would have otherwise offered.</p>

Purpose This paper aims to examine the contributions of hybrid organisations to wellbeing in small Pacific island countries. Design/methodology/approach The concept and different forms of hybrid organisations are examined, and then the operation and contributions to wellbeing of three Fijian hybrid organisations are considered. Findings Hybrid organisations in this region operate with a commitment to the common good and an ethic of care. Fijian hybrid organisations improve social and economic wellbeing for individuals, families and communities by providing employment, schools and training facilities, financial and support services, sustainable agriculture projects and facilitating networking. These services improve individual and community social and economic wellbeing, build resilience, add to personal and family security, offer opportunities for the future, advance leadership skills and sustain the environment. Commercial activities that support these organisations in their wellbeing endeavours include product sales, service fees, project levies and investment income. Research limitations/implications Generalisability beyond the Pacific region is not assured, as this review only examines hybrid organisations in small Pacific island countries. Practical implications Hybrid organisations offer an alternative pathway to achieve a sustainable enterprise economy, an approach that is more culturally relevant for the Pacific region. Policies to nurture the development of these organisations, and research into the startup, operation, impact and effectiveness of different hybrid organisation models would help to improve wellbeing in this region. International charities and aid agencies could advance the wellbeing of people living in this region by supporting the development of hybrid organisations. External agencies seeking to support hybrid organisation development are advised to consider providing funding through a regional agency rather than engaging directly with national governments. Social implications Developing a robust hybrid organisation sector will improve social and economic wellbeing for people living in small island nations. Originality/value As one of the first studies to examine wellbeing and hybrid organisations, this review adds to hybrid business theory by its consideration of small Pacific island countries. The authors add to existing understandings of how hybrid organisations contribute to social and economic wellbeing for individuals, families and communities. The review identifies each form hybrid organisational form adopts. Each has a central commitment to generating social and economic value but different revenue sources. The review adds valuable new knowledge to the limited scholarship of this region by identifying the philosophical foundations and contributions to wellbeing of these hybrid organisations. A future research agenda and policy development process is proposed to improve wellbeing and advance hybrid organisations in the region.

In this paper we seek to answer some basic questions about the condition of local government in the Pacific. Firstly, we examine what is meant by ‘local government’ in the various islands and for that matter how Pacific Island states have perceived and accepted local government institutions in practice; second, we ask basic questions about existing legal and constitutional recognition and powers; and third, we provide initial findings on current per capita expenditure and local government financial viability in a number of Pacific cities and towns. We also make some observations on current moves towards local government reform.

While children are universal, recognising and giving practical effect to their rights is not. Compliance with international obligations under the UNCRC imposes considerable demands on small developing nations, such as those found in the south Pacific region, where children make up over a third of the total population of many island states. Focussing on criminal and family law this paper considers how the local courts are engaging with the Convention and the challenges which arise in plural legal systems characterised by lack of legal reform and lack of resources, in which the contemporary experience of traditional social ordering may value children but not necessarily see them as right holders.

A summary is presented of the results of questionnaires sent to mapping agencies in Oceania, covering Australia, New Zealand and the Pacific Island countries, to investigate the status of mapping in those countries. After World War II, the Australian Federal Government funded the initial small scale mapping of the whole country leading to increased percentages of map coverage of Australia. Mapping at larger scales is undertaken by the states and territories in Australia, including cadastral mapping. In New Zealand mapping is maintained by Land Information New Zealand (LINZ) at 1:50,000 scale and smaller with regular updating. The results of the questionnaires also demonstrate the extent of map coverage in six Pacific Islands, but there is little information available on the actual percent coverage. Overall there are estimated to be an increases in the percentages of coverage of most map scales in Oceania. However, there appear to be insufficient professionals in most Pacific Island countries to maintain the mapping programs. Given that many Pacific Island countries will be impacted by rising sea level in the future, better mapping of these countries is essential. The availability of modern technology especially satellite images, digital aerial photography and airborne lidar data should enable the Pacific Island countries to provide better map products in future, but this would depend on foreign aid on many occasions.
