Abstract A method employing different data sources in the construction of indices that quantify internet availability is developed in this article, and it is applied at municipality and regional levels in Slovakia. The indices are subsequently correlated with other indicators commonly used to delineate peripheral areas, in order to evaluate factors which might influence (or be influenced by) the spatial distribution of internet availability. The results show that the information-communication technology side of spatial polarization generates similar patterns as the other more traditional aspects

The attack of mass media in digital era now is an inevitability of the advanced information communication technology. The development of media relation in the current time also shows a higher scientific human existence. And, the side effect of those advances is the ultimate culture turbulence across developing countries. The sophisticated information communication technology at the present time has been victimizing young generation particularly in under developed countries. The power of media is a matter of fact which showing the domination influence of advance nations. In the other hand, the local culture of the victimized countries though still exists, but ultimately is the overwhelmed market of the media goal itself. The hegemony of media influence is the objective of advanced countries to dominate all aspect of weak countries including Indonesia. The global dominanace of advance country like American media is often resented overseas.

In order to support its roles in the domestic and public sectors, many women have the ability in using information communication technology. In the other hand, women are still exposed to gender imbalances. The position of women is not only different, but also lose or less unequal than men. This approach used descriptive qualitative to describe alternative business that gotten by women to get justice through online business. The development of information technology brings a new atmosphere, where previously the women work offline to online. Business is developed by women such as making cakes with known brands as Kampung Roti, clothing, marketing of Lapis Surabaya cake, and knitting. Starting an online business is not easier for women, struggling to master technology is not easily where women have to be familiar with software and hardware. They should also search the network to find customers and highlight their own business. Women should organize their online businesses with a technique, having the financial capital, searching the models, materials, mastering selling buying online systems, moreover also finding out what opportunities are available. Through information technology, women who work online can get equal position with men.

Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested
