This study aims to describe the implementation of the elderly family development program in Mulung Village, Driyorejo District, Gresik Regency.The method used in this research is descriptive qualitative through interviews, observation and documentation.The determination of the informants was carried out using a purposive sampling method which involved the midwife in charge at the Puskesmas, implementing nurses, village officials, cadres, and the community. Data analysis techniques using Miles and Huberman through data collection, data reduction, data presentation, and drawing conclusions. This study shows that the communication of the elderly family development program runs in accordance with the policies that have been determined by the PP and PA KB Office in collaboration with the Driyorejo Health Center to implement the program in each village. By using Edward III's theory which focuses on the communication dimension consisting of transmission, regular socialization needs to be improved so that the public can know the existence of the program, clarity of understanding can be accepted by policy implementers and consistency is proven by setting an examination schedule so that the health of the elderly can run well

The development of an increasingly modern era is no longer a guarantee that a society's culture can be freedom from patriarchy as a whole. The women's equality has increasingly opened up opportunities for women to be active in both the domestic and public areas. The policy for affirming the quota for women's representation was also formulated by following developments. The 30% quota policy for women's representation in political parties is one of the affirmative policies in realizing women's equality in politics in Indonesia. By using descriptive quantitative research methods, this study tries to describe how the implementation of the affirmation policy on the quota of women's representation can work. The results that can be obtained in this study include: (1) in every election process, both the registration process for prospective DPRD members, the process of establishing a temporary candidate list (DCS) and the process of determining the permanent candidate list (DCT) as a whole has complied with quota of 30% women's representation (2) However, it cannot be denied that at every stage of implementation of the policy, there are still many problems

This study aims to analyze and describe the Coordination of Actors in the Implementation of Child Friendly Cities in Sidoarjo Regency. This type of research is descriptive research with a qualitative approach, the research location is at the Office of Women's Empowerment, Child Protection and Family Planning. the research informant is the Head of the Fulfillment of Children's Rights. Types of primary and secondary data using data collection techniques through observation, interviews and documentation as well as literature study. The technical analysis of data uses an interactive model by Miles and Hubermen, namely by data reduction, data presentation, and drawing conclusions or verification. The results of the study indicate that the coordination of actors in implementing child-friendly programs is carried out through planning meetings, implementing activities in accordance with the roles and functions of each actor..

This study aims to analyze the process of local participation in the development of Klayar Beach tourism in Pacitan Regency by looking at the compatibility between the dynamics of increasing tourists and the participation of local communities in development. From this, it is known to what extent the contribution and participation of local communities in tourism development participation efforts. The implication of this research is an explanation related to the results of the analysis of the gaps in the stages of participation by the local community as managers. The research method is descriptive analytic by using triangulation as a data analysis technique. The results show that local participation runs in all stages of the development of the Klayar Beach tourist area from the beginning, tourism issues, planning, implementation and governance, to monitoring and evaluation. The lack of local participation lies in participation in terms of anticipating tourist arrivals at certain times and moments, in which case the local community as managers experience limitations in terms of capacity. To overcome this, the researcher suggests that efforts be made to increase local capacity both in terms of quality and quantity so that local participation efforts can run optimally in the development and sustainability process, and be able to overcome unexpected problems through the role of participation. This effort also refers to the opinion of several experts who state that local participation is one of the main keys in developing the tourism sector

Coronavirus Disease 2019 (Covid-19) is an infectious disease caused by a type of coronavirus, this virus was first detected in Wuhan, China. Seeing the spread, the transmission of Covid-19 has increased very quickly across countries and continents. The Central Government has declared the non-natural disaster status of the spread of Covid-19 as a National disaster. Seeing the impact of the Covid-19 Pandemic not only causing a health emergency but also having an impact on the social, economic, political, cultural, educational and other fields so that its response requires synergy between the Central Government, Regional Government, the private sector, and the community. This study aims to analyze the effectiveness of non-natural disaster management policies for the spread of Covid-19 by the Central Government and Central Java Provincial Government within the framework of the division of authority through the regional autonomy law. This research method uses descriptive qualitative, using a statute approach and a case approach. The results show that the distribution of authority to the Regional Government to regulate their own household affairs has a positive impact on accelerating the management of non-natural disasters from the spread of Covid-19, on the other hand the negative impact is the potential for overlapping between central and regional policies. However, the potential for overlapping policies can be minimized as long as the Central Government is able to absorb the aspirations of the Regional Government and the Regional Government pays attention to the policies of the Central Government.

Departing from a condition in which the number of women involved in the warehouse sector industry is still low, even though culture in Indonesia does not hinder their involvement, there are opportunities to participate, and the existence or existence of women in this industry is not contradictory, so this study aims to determine how high the level of women's participation in the warehouse sector industry, as well as to find out what factors influence their involvement. This study uses a quantitative approach with an explanatory and survey research format. Data was collected by distributing questionnaires to 70 respondents who were determined purposively. In addition, interviews were also conducted with several respondents as well as documentation and observation techniques. Data processing was carried out using percentage techniques and multiple linear regression techniques with the help of the SPSS (Statistical Program for the Social Science) program The results of this study are as follows: 1) women's participation in the warehouse sector industry is still at a low level; 2) culture, existence and opportunities have an effect either partially or simultaneously on women's participation; 3) while the opportunity variable has the most significant effect on women's participation; 4) there are a small number of other variables that are not involved in this study which also influence women's participation in the warehouse sector industry.

The issue of racism that occurred in 2019 caused riots to erupt in the Papua region. The spread of hoaxes was one of the factors in the spread of riots so that the government issued a policy to restrict internet access but was later sued by the Southeast Asia Freedom of Expression Network (SAFEnet) Indonesia and the Alliance of Independent Journalists (AJI) to the PTUN and the result was that the government was found guilty for having committed an illegal act. This study analyzes the policy of restricting internet access in the Papua region in 2019 from a national security perspective using the Narrative Policy Framework (NPF) method. Although internet restrictions aim to create national security stability, this policy is not appropriate and its implementation is not in accordance with the mandate of the ITE Law so that as an alternative solution the government must prioritize early prevention and takedown actions that spread hoaxes or have the potential to threaten national security stability by synergizing all agencies government related.

The purpose of this study is to determine and describe the Customer-Driven Service Standards of Citizen Charter in Badan Kepegawaian Daerah Kabupaten Sidoarjo. This research is a qualitative descriptive study located Badan Kepegawaian Daerah Kabupaten Sidoarjo. The technique of determining informants using purposive sampling. The informants in this study were the Head of Badan Kepegawaian Daerah Kabupaten Sidoarjo, Head of Planning and Reporting, Planning and Reporting Staff, Civil Servants in Kabupaten Sidoarjo Government. Data collection techniques through interviews, observation, and documentation. The technique of analyzing data uses an interactive model consisting of data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that customer-driven service standards are indicated by the formulation of service standards in accordance with the vision and mission of Badan Kepegawaian Daerah Kabupaten Sidoarjo and informed through the official website of the Badan Kepegawaian Daerah Kabupaten Sidoarjo.

This study aims to determine the HR development program of employees through career development, motivation. This study uses a qualitative descriptive research Case Study with eight respondents, namely: Head of Agency, Head of Formation, Development and Administration of Personnel, Head of Education and Training, Head of Staff Mutation, and four Employees. The results of this study are that career development programs and systems implemented in 2018 are good enough but not perfect because they do not have a clear pattern that still follows the merits system of the government, and motivation can be said to be good because there are rewards to employees and relationships between employees conducive

The number of positive COVID-19 patients in the Sidoarjo area continues to increase. As of April 19, 2020, there were 11,028 positive COVID-19 patients, 6,068 suspect patients, 617 patients who were declared dead due to Covid-19 and 10,398 people declared cured of Covid-19. This study was conducted to identify and describe the implementation of policies in the form of the Decree of the Minister of Health of the Republic of Indonesia Number HK. 01.07/Menkes/382/2020 concerning Protocols for Public Health in Public Places and Facilities in the Context of Prevention and Control of Corona Virus Disease 2019 (Covid-19) in the Sidoarjo area. Data analysis was carried out by Miles and Huberman interactive analysis. The results showed that the implementation of the Decree of the Minister of Health of the Republic of Indonesia Number HK. 01.07/Menkes/382/2020 concerning Protocols for Public Health in Public Places and Facilities in the Context of Prevention and Control of Corona Virus Disease 2019 (Covid-19) in the Sidoarjo region can be seen from four things. First, communication, where policy communication is carried out through socialization and education related to 3M (wearing masks, maintaining distance and washing hands) to the people of Sidoarjo. However, in practice, socialization and education related to 3M (wearing masks, maintaining distance and washing hands) are considered insufficient to overcome the Covid-19 pandemic. Need to add 2M (limit mobility and stay away from crowds) so that it becomes 5M. This is because mobility and crowd problems are felt to have contributed to causing many Covid-19 virus infections. Second, resources, where the task of fixing the level of compliance with health protocols actually requires the help of many parties. Not only from themselves, the media is also tasked with providing a sense of security and positive messages to the community. Likewise, the government should also not instill too much fear, but rather recommendations that arouse the desire to comply with health protocols.
