В статье исследуются возможности и ограничения, возникающие при попытках сопряжения выдвинутых в последние годы ведущими странами Северо-Восточной Азии (Китаем, Японией и РК) стратегий международного сотрудничества со стратегическими инициативами и планами российского руководства по ускоренному развитию Российского Дальнего Востока (РДВ). В этих целях проанализировано участие иностранных партнеров в бизнес-проектах на РДВ, в том числе с опорой на создаваемый комплекс преференциальных режимов для инвесторов, в первую очередь, таких, как территории опережающего развития (ТОР) и Свободный порт Владивосток (СВП). Особое внимание при этом уделено анализу влияния геополитической останов- ки в мире и регионе на принятие странами СВА решений по участию или неучастию в предлагаемых Россией проектах международного сотрудничества на РДВ. Методиче- ской основой работы стало изучение выступлений лидеров стран СВА, в том числе на Восточном экономическом форуме, статических материалов и научных исследований по данной тематике, и их анализ с опорой на актуальные для региона СВА теории международных отношений. The article examines the possibilities and limitations that arise when trying to match the strategies of international cooperation put forward in recent years by the leading countries of Northeast Asia (China, Japan and the Republic of Korea) with the strategic initiatives and plans of the Russian leadership for the accelerated development of the Russian Far East (RFE). To this end, the participation of foreign partners in business projects on the Russian Far East was analyzed, including with reliance on the created complex of preferential regimes for investors, first of all, such as priority development territories (PDT) and the Free Port of Vladivostok (FPV). Special attention is paid to the analysis of the influence of the geopolitical situation in the world and the region on the adoption by the NEA countries of decisions on participation or non-participation in the projects of international cooperation proposed by Russia on the RFE. The methodological basis of the work was the study of the speeches of the leaders of the NEA countries, including at the Eastern Economic Forum, statistical materials and scientific research on this topic, and their analysis based on the theories of international relations that are relevant for the NEA region.

The paper summarizes information on chromosome numbers (CNs) of the Grass species (Poaceae) in the flora of Russian Federation, obtained on the original material, most part - from the Russian Far East (RFE). In some species the CNs are known in Russia or in the world only from RFE, in some – from one locality or few, or from one subregion of RFE. The grass species in RFE often occur in mountain regions and near seacoasts; some species are endemics, some were studied near the limits of their geographical distribution areas. The diversity of CNs, the special features of the CNs distribution in some grass groups are discussed. The alien species are abundant in RFE, and their CNs are also involved in the study. For karyologically polymorphous species further studies are needed.

В рамках современного подхода к оценке гравитационных зависимостей, на основе применения метода квазимаксимального правдоподобия Пуассона, определены сравнительные значения торговых барьеров, а также сравнительный потенциал расширения торговли регионов Дальнего Востока с ключевыми экономиками Азиатско-Тихоокеанского региона (далее 􀀐 АТР). При соотношении оценок, полученных в рамках традиционного и современного подходов к оценке гравитационных зависимостей, показаны схожие результаты и расхождения. Современный подход к оценке указал на заметный потенциал для расширения торговли регионов Дальнего Востока со странами Северо-Восточной Азии, что подтверждает выводы о наращивании торговых взаимодействий между крупными и близлежащими экономиками в результате либерализации торговли. The objective of the paper is to assess comparative trade barriers between the regions of the Russian Far East and the countries of the Asia-Pacific region based on the modern approach to assessing gravity models, as well as to assess the potential for increasing mutual trade. The author has shown that the countries of the Asia-Pacific region are the largest trading partners for the Russian Far East (RFE), characterizing perceptible differences in the geographical and regional structure of the trade interactions. Since the customs duties on RFE exports are high, it is the main source of the tariff burden on the mutual trade. The findings indicate the following similar results between the traditional and modern approaches: the lowest comparative value of the trade barriers is typical for the trade between the RFE and the Republic of Korea; the trade between the RFE on the one hand and China and the Republic of Korea on the other has intensified; reducing the tariff barriers was not sufficient to boost the trade between the RFE and the Asia-Pacific countries; trade restrictions initiated by the Russian side resulted in a transition from the tariff barriers to the institutional ones; the groups of the RFE regions with similar characteristics of the comparative potential for expanding trade relations with the Asia-Pacific countries were identified. The evaluation shows some differences in outcomes between the two approaches. First, under the traditional approach the trade barriers were generally overestimated, so the estimates using the modern approach were more realistic, reflecting the possible changes in the price of foreign goods. Second, using the modern assessment approach, expanding the trade between the RFE regions and the close markets in the Northeast Asia (Korea, China and Japan) has a greater potential than with the remote countries (USA and South-Asian countries). These assessments support the early findings that trade interactions between the large and neighboring economies has a high potential as a result of trade liberalization.
