Subject. This article examines the theoretical and practical aspects of the implementation of industrial policy and the structural transformation of the manufacturing industry in St. Petersburg. Objectives. The article aims to justify the priority of the industry-based approach to industrial policy in St. Petersburg and determine its effectiveness by highlighting the factors of structural transformation of the city's manufacturing industry using the Shift-Share Analysis method. Methods. For the study, I used logical, statistical, and factor analyses. Results. Based on shift-share analysis, the study highlights positive results of industrial policy in the development of certain industries in St. Petersburg, as well as those industries that require further development of urban industrial policy. Conclusions. Despite the fact that the industry of St. Petersburg as a whole has become more stable, problems in the development of mechanical engineering and production of computers, electronic and optical products have not yet been solved.

In the paper, we investigate the main causes and consequences of de-industrialization manufacturing and identify important factors influencing the structural transformation of the industrial sector through the prism of global technological challenges. Important challenges identified include environmental challenges of the threatening impact of climate change, digitalization in all spheres of public life, the technological leadership of developed countries in context field of Industry 4.0, changes in the geopolitical landscape and trade conflicts between countries; migration and population aging; changes in competencies and retraining of employees to acquire digital skills; cybersecurity and volatility threats; quarantine amid the COVID-19 pandemic. The current structural imbalances of Ukrainian industrial development are considered and the current state and dynamics of structural changes in the Ukrainian economy in technological, reproduction, sectoral and foreign economic dimensions are analyzed. Crisis trends in the Ukrainian industry developed long before the start of the COVID-19 pandemic: comparing the structure of Ukrainian industry by type of economic activity, a decrease in the share of the manufacturing industry, a loss of production potential for a number of high-tech industries (automotive industry, instrument making, shipbuilding) and a decrease in added value in manufacturing industry with Ukraine's establishment as an independent state in which profound political, social and economic reforms have begun to take place. The analysis made it possible to determine further opportunities for industrial development, taking into account harmonization with European trends in digital and green transformations in industry. Based on the research results, complex directions for solving structural imbalances in industry at interrelated levels are proposed: state, regional and local levels. Overcoming the consequences of Ukrainian manufacturing deindustrialization in the context of European integration is dependent on developing and implementing relevant policy of manufacturing modernization and principles of the "circular economy"; integration into strategic value chains; creating conditions for training personnel with digital competencies; development of an innovative infrastructure – scientific, industrial, technological parks, innovation clusters and business-incubators. This will lead to the development and introduction of domestic innovation in production, which in turn should inspire further progress in the innovation structural transformation in Ukrainian economy and help to enhance national competitiveness and achieve sustained economic growth.

Russian economy finds itself in a deep protracted depression and enhancing scientific- technological lag in comparison with economically developed countries. In these circumstances, when the problems of structural transformation on the basis of re-industrialization, and technological modernization become vital for further development, implementation of different kinds of planning as an instrument of industrial policy definitely rises on the agenda. In this regard, the experience of planning methods implementation in foreign countries seems to be of a great importance.

Russian economy continues to remain in depression and enhancing scientific-technological lag in comparison with economically developed countries. In these circumstances the problems of structural transformation on the basis of re-industrialization and technological modernization become vital for further development. Implementation of different kinds of economic regulation and planning, as an important instrument of industrial policy, is the necessary condition for the solution of this task. In this regard, the experience of such regulation and implementation of different kinds of planning in particular, in foreign countries, seems to be of great importance. On the basis of theoretical researches and expert estimates of western and Russian economists, the author analyses the experience of implementation of indicative planning and other kinds of public economic regulation in France in the context of its possible use for solution of the problem of technological modernization of Russian economy.

Since the Anti-Monopoly Law was enforced in China more than eight years ago, important achievements have occurred, as well as challenges for further development. In addition to challenges relating to amending legislation, strengthening enforcement, improving the judicial process, and ensuring strict compliance, etc, there are four issues that will be focused on here, namely: taking monopoly industries as a breakthrough to further promote the enforcement of China’s Anti-Monopoly Law (both administrative and civil antitrust enforcement should focus on prominent monopolistic conducts in typical monopoly industries); properly handling the coordination between industrial policy and competition policy; promoting the cooperation between the Anti-Monopoly Law and intellectual property law; and cultivating China’s competition culture.

AbstractTomato is well-known to be one of the most cultivated and consumed vegetables worldwide and frequently contain pesticide residues. Therefore, a simple multiresidue method was established and validated to determine 129 pesticides and metabolites in tomato samples using a modified acetate QuEChERS without cleanup for sample preparation and determination by ultrahigh-performance liquid chromatography tandem mass spectrometry (UHPLC-MS/MS). Dilution of the raw extract in different proportions of mobile phase was evaluated and a dilution of 10 times presented adequate results improving analysis performance while minimizing the matrix effect. Validation performed according to SANTE guideline presented satisfactory results. Practical method limit of quantification was 0.01 mg kg−1 for most compounds. Recoveries between 70 and 120% with precision ≤ 20% were found for most compounds and spike levels evaluated. Matrix effect results were not significant for most part of compounds. Method proved to be simple, robust, and effective to be applied in routine analysis. Method applicability was performed by analysis of samples commercialized in Brazil and positive results were found demonstrating the importance of the proposed method.
