The object of research is risk management in food safety management systems. The subject of the study is individual indicators, criteria and a comprehensive indicator of risk management for food safety. One of the most problematic areas is the lack of a common methodology for food safety risk assessment for the development, implementation and operation of food safety management systems. This leads to the fact that it is impossible to properly assess the risk groups depending on the object of management: – unintentional threats (HACCP concept – hazard analysis and critical control points); – intentional threats (concepts VACCP – vulnerability analysis and critical control points, TACCP – threat analysis and critical control points). And evaluate the overall effectiveness of the food safety management system. The study used methods of systems analysis and mathematical modeling as the main research method in all fields of knowledge. As well as a scientifically sound method of assessing the characteristics of complex systems used for decision-making in various fields of economic, managerial and social activities. The proposed in the work algorithm allows to quantify the level of risk management in the food safety management system by such groups as unintentional and intentional threats, taking into account the general indicators of the criteria and their factors. The overall criterion for unintentional threats, which are identified using HACCP principles, is determined by three criteria: microbiological threats, chemical threats and control measures, which in turn include a number of factors. The general indicator of the criterion for intentional threats, which are identified using the principles of VAССР and TAССР, is also determined by three criteria: opportunities, motivation and control measures, which in turn have a separate number of factors. The obtained algorithm allows to determine the levels of risk management and serve as an effective tool for obtaining objective information about the effectiveness of the implementation of the food safety management system. In contrast to existing methods of food safety risk assessment, which are based only on the management of unintentional threats, the proposed algorithm allows to take into account the impact of intentional threats – fraud and bioterrorism. And consider food safety risks comprehensively and develop options for improving management measures.

Canada’s rail transportation network is a critical part of Canada’s integrated supply chain which connects industries, consumers, and resource sectors to ports on the Atlantic and Pacific coasts. One transportation activity that is essential to most industries, especially oil and manufacturing, is the rail transport of dangerous goods (DG). Although rail transportation of DG is beneficial to Canada’s economy, not paying attention to the safe transportation of these types of goods can have irreparable effects on the economy, human lives, and the environment. Recent rail accidents, such as Lake Wabamun in 2005 and Lac-Mégantic in 2013, have shown that there is still room to increase the safety of transportation of DG by rail through improving railways’ safety management systems (SMS). As a result, investigations to increase the safety of rail transportation of DG have been started. This work is part of these initiatives focusing on enhancing railways’ SMS, particularly DG main-track train derailments. The current study applied detailed root cause analysis (RCA), the bow tie analysis (BTA), and incident databases to identify the main causes and consequences of these types of accidents (2007–2017). Then, the relationship between these factors and gaps in SMS elements were identified and the frequency of each factor was investigated. The results showed that the main gaps are related to process and equipment integrity, incident investigation, and company standards, codes, and regulations. Furthermore, some useful recommendations are presented to improve the management of each SMS element and reduce these gaps.

Regulations governing the safety of drilling and offshore production operations have changed since the Macondo spill. This paper suggests management level perspectives on the nexus of human factors and safety management systems including an overview of ideas from: Congressional Testimony; the Bipartisan Policy Center inputs to the Presidents Commission on the Spill; the National Academy of Engineering and National Research Council Deepwater Horizon Report, and workshops and initiatives by RPSEA (Research Partnership to Secure Energy for America), SPE, and ASME. The value of benchmarks from risk management practices from the aviation, nuclear power, and financial community are also discussed. The paper will also consider questions as to what management might consider reducing risk and treating risk management as not just a cost center, but as a way to integrate safety management systems into improving corporate performance for all stakeholders. Actuality and relevance of implementation of the risk management processes in the general system of management in organizations are justified in this article. Three major issues can be pointed out as referred to the implementation of the risk management system in modern organizations, such as 1) a high level of costs combined with relatively long payback period; 2) lack of the universal approach to the implementation of the risk management procedures; and 3) difficulties in identification of perspective directions of the systems under consideration. The basic directions of development of the risk management systems in the corporate structures are defined based on the results of comparative analysis of the experience of Russian and foreign companies. The activity in the field of risk management of such corporations as “Rusgidro”, “NMLK”, the Investment Company “RUSS-INVEST”, “Severstal”, “Gazpromneft”, “Metalloinvest”, “Philips”, “Nestlé”, and “Unilever” became the object of our research. Comparative analysis of practices of implementation of the risk management system has been performed based on the following criteria: organizational structure of management, register and prioritization of risks, structure and methods of risk management, and effectiveness of the risk management systems. The results of the study allowed identifying the following basic directions of development of the risk management systems in the corporations: amending register of prioritization of risks; increasing level of integration of the risk management procedures into the basic business processes of the corporations; expanding of use of the external assessments, credit rankings, etc. in the framework of implementation of the risk management procedures; increasing level of unification of methods of risk assessment and management that finally would be a prerequisite for improving effectiveness of the risk management systems in organizations.

Hazard is always available on every work process in the workplace and each hazard has a different level of potential  hazard, and therefore needs to be done identification hazard. Contractor Safety Management System (CSMS) Program in PT. X applied to prevent and suppress the occurrence of a hazard to the civilian contractors. This study was conducted  to identify the hazard to workers civilian contractors using CSMS PT. X Pasuruan. This research was an observational descriptive and presented in the narrative. Identification of hazard in stage are pre-work activities and execution of work  at civilian contractor PT. X Pasuruan. The data collection method was by observation, indepth interview, and interviews. The results showed on the stage of pre-employment activities PT.1 as a civilian contractor company in cooperation with PT. X Pasuruan, meets only 14 subjects (93.3%). At the stage of implementation of the work there are two items that realization is not achieved, and at the final evaluation stage there are three items that are below 80% votes and does not meet the requirements. Risk of harm to the contractor civilians in the workplace can be prevented to a minimum, it was because a good management system in the company. Companies obedient in carrying CSMS program regulating health and safety management systems of work, by making the program a monitoring schedule for the work progresses and increasing Awareness to contractors, by providing training in occupational health and safety aspects.Keywords: identification, potential hazard

This paper presents the comparative analysis of research viewpoints of controlling in the safety management system, which was conducted in Serbia and Croatia. The research was conducted by survey using a written questionnaire containing 9 basic groups of questions. The objective of the analysis and comparison of research results is to determine similarities and differences in controlling in safety management system in these countries. Conclusions are derived on the basis of a comparison of views on stages of control, level control applied, applied techniques of control, application control efficiency requirements, customer control in a particular area of safety management systems, the effect of controlling on implementation of safety and responsible persons for controlling the safety management system.
