Stormy weather appears in recurrent instances across the literary and political oeuvre of José Rizal, a nineteenth-century figure who is one of the most significant and well-known personages in Philippine history. This paper analyzes the manner by which he describes storms in a few of his personal and political works, and observes that there is a deployment of metonymic logic that undergirds not only the texts, but a variety of other movements across the nineteenth-century cultural, technological, and political landscape. The metonymic logic of storm tropes are, in this sense, not only a productive literary modality in understanding weather representations during the Philippine fin de siècle, but also become illustrative of political and historical developments during the period. Based on this overarching logic, the paper articulates the possibility of understanding global climate and climate change as a series of interconnected and associated postcolonial and ecocritical experiences that are able to figure the world at large through an alternative expansion. This paper also investigates previous critiques that categorize the Rizaliana’s weather as romantic, and interrogates the assumptions that are deployed in such categorizations – and what they might mean for Philippine postcolonial ecocriticism and its climate imaginaries.

AbstractThe place of the non-human animal in the legal world has been questioned. Animals’ legal status as property has been probed on how to best protect their welfare. While this is significant for animals who are not on the farm, it might not be effective when considering animals raised for food. The case of the carabao, or the water buffalo, in the Philippines is seen as a hybrid. This article traces the development of the carabao in Philippine history during the nineteenth century. Through historical, archival, and legal research on animals, the carabao is situated as private property. Colonial instruments of control were introduced to protect the carabao from criminals. In its proper historical context, the classification of carabaos as property indeed highlighted the animal’s status as legally owned, which did not necessarily demean the animal’s relationship with the human peasant nor the carabao’s quality as an animal.

The reading and study of bibles in Canada has shaped the ways in which the Christian faith is practiced, but it was not until the middle of the nineteenth century that bibles became widely available. This article examines the historical developments of bible distribution in British North America, focusing on the British and Foreign Bible Society (BFBS), which became the largest distributor of bibles in the world. Strengthening the BFBS's Canadian influence was its agent James Thomson, whose work in British North America between 1838 and 1842 expanded the organization’s reach and ensured an ample supply of bibles in the colonies. Through the expansion of local Bible Society auxiliaries and the establishment of distribution networks, Thomson laid the foundations for the BFBS’s success in establishing a successful bible enterprise that would dominate the trade in British North America for the rest of the century.

This special issue presents analyses of the elections in India, Japan, Thailand, the Philippines and Australia, each written by a specialist with extensive experience of domestic politics and elections in their country of study. These articles offer detail and rich analysis of the elections in the five Indo- Pacific countries, all held in 2019. The analyses presented in this issue reveal some clear trends emerging from these elections. First, the ruling parties in each of these countries were returned to power or given endorsements, producing continuity in government. Second, in most cases the opposition forces seem frail and divided. Third, on the Asian political landscape, as in many other countries around the world, conservative nationalist and right-wing populist leaders dominate national politics.

This article seeks to analyse how conceptions of global climate change norms have contributed to the framing strategies and tactics of local indigenous people’s rights movements using the cases of Cordillera Peoples’ Alliance (CPA) from the Philippines and the Aliansi Masyarakat Adat Nusantara (AMAN) from Indonesia. Drawing on the combined theoretical frameworks of the world society approach and the social movement framing theory, this article argues that global climate change norms have provided indigenous people’s rights movements in Indonesia and the Philippines with new sources of vocabularies towards collective action. In theoretical and empirical terms, it contends that the exposure of the local indigenous social movements to global normative mechanisms have shifted local activism, as the world society approach envisages, while framing theory elucidates the manner in which movement-actors are able to interpret and transform the ideas they receive. A paired comparison, based on data collected from the CPA and AMAN’s public pronouncements as well as in-depth interviews with local indigenous movement leaders and members, shows material ideas and instruments that social movements receive from global institutional sources (such as the United Nations climate change agreements, global indigenous declarations, and international climate justice coalitions) have enabled them to produce novel frames for collective action at the local level. Contrastingly, it demonstrates how indigenous climate justice activists have also been able to frame their contentions against the prevailing global norms and ideas about climate change.

For this International Conference of South-East Asian Historians, it is my honour to contribute a paper on “Dr. Jose Rizal, Father of Filipino Nationalism,” for several reasons. First, Dr. Rizal himself was very much interested in the history of this part of the world. Second, this year 1961 has been proclaimed by the President of the Philippines as the Rizal Centenary Year, for our hero was born in 1861. Third, if Rizal were alive today, he would have been happy to receive an invitation to attend our Conference because our hero was the organizer of the International Association of Filipinists in Europe in 1889. Fourth, Dr. Rizal has been ranked by his biographers, both Filipinos and foreigners, as one of the great intellectual leaders of Asia, together with Mahatma Gandhi of India and Dr. Sun Yat-sen of China. Lastly, Dr. Rizal visited this city of Singapore no less than three times in the course of his many travels to foreign lands.

This chapter provides a seemingly unusual, but potentially illuminating, vantage point from which to approach the cosmopolitan dimensions of the Philippine Revolution of the late nineteenth century — the Bohemian town of Litoměřice. It recounts the visit of Dr. José Rizal, the great Filipino novelist and celebrated progenitor of Philippine nationalism, to Leitmeritz and his relationship with Ferdinand Blumentritt, a local gymnasium teacher and avid student and scholar of Philippine history and society. The chapter provides a coherent narrative account, one whose emplotment follows the nationalist logic so prevalent in the study of Southeast Asian history. On the one hand, the revolution is said to have been led from above by urban — and highly urbane — educated young men familiar from Benedict Anderson's Imagined Communities, Filipino nationalists who emerged from Spanish colonial schools in the Philippines. On the other hand, the Philippine Revolution is also said to have been driven from below by a broader pool of the Filipino masses, by peasants and fishermen across the provinces of the archipelago, and by artisanal laborers in Manila and other port cities. The chapter argues that the struggles leading up to the Philippine Revolution can be understood in terms of what scholars have termed the “Culture Wars” of the late nineteenth century, a transcontinental if not global conflict pitting “anticlerical” scientists, Freemasons, liberals, and republicans against the Catholic Church in its ultramontane incarnation.

Our knowledge is still insufficient to allow us to assess the overall significance of the mestizo in Philippine history. But on the basis of what we now know we can make some generalizations and some hypotheses for future study. It is clear, in the first place, that the activities I have described are those of Chinese mestizos – not Spanish mestizos. While the Chinese mestizo population in the Philippines exceeded 200,000 by the late nineteenth century, the Spanish mestizo population was probably never more than 35,000. Furthermore, those who commented at all on the Spanish mestizo noted that he was interested in military matters or the “practical arts” – never in commerce. The aptitudes and attitudes of the Chinese mestizo were in sharp contrast to this.Secondly, the Chinese mestizo rose to prominence between 1741 and 1898, primarily as a landholder and a middleman wholesaler of local produce and foreign imports, although there were also mestizos in the professions. The rise of the mestizos implies the existence of social change during the Spanish period, a condition that has been ignored or implicitly denied by many who have written about the Philippines. It needs to be emphasized that the mestizo impact was greatest in Central Luzon, Cebu, and Iloilo. We cannot as yet generalize about other areas.Third, the renewal of Chinese immigration to the Philippines resulted in diversion of mestizo energies away from commerce, so that the mestizos lost their change to become a native middle class, a position then taken over by the Chinese.Fourth, the Chinese mestizos in the Philippines possessed a unique combination of cultural characteristics. Lovers of ostentation, ardent devotees of Spanish Catholicism – they seemed almost more Spanish than the Spanish, more Catholic than the Catholics. Yet with those characteristics they combined a financial acumen that seemed out of place. Rejecters of their Chinese heritage, they were not completely at home with their indio heritage. The nearest approximation to them was the urbanized, heavily-hispanized indio. Only when hispanization had reached a high level in the nineteenth century urban areas could the mestizo find a basis of rapport with the indio. Thus, during the late nineteenth century, because of cultural, economic, and social changes, the mestizos increasingly identified themselves with the indios. in a new kind of “Filipino” cultural and national consensus.Those are my conclusions. Here are some hypotheses, which I hope will stimulate further study:1. That today's Filipino elite is made up mostly of the descendants of indios and mestizos who rose to prominence on the basis of commercial agriculture in the lattetf part of the Spanish period. That in some respects the latter part of the Spanish period was a time of greater social change, in terms of the formation of contemporary Philippine society, than the period since 1898 has been.2. That in the process of social change late in the Spanish period it was the mestizo, as a marginal element, not closely tied to a village or town, who acted as a kind of catalytic agent. In this would be included the penetration of money economy into parts of the Philippines. There were areas where the only persons with money were the provincial governors and the mestizos.3. That the Chinese mestizo was an active agent of hispanization and the leading force in creating a Filipino culture characteristic now of Manila and the larger towns.4. That much of the background explanation of the Philippine Revolution may be found by investigating the relationships between landowning religious orders, mestizo inquilinos, and indio kasamahan laborers.It is my hope that these hypotheses may stimulate investigation into this important topic which can tell us so much about economic, social, and cultural change during- the Spanish period of Philippine history.

This chapter argues that the Philippine Revolution of the late nineteenth century can be most fully understood in light of the international context in which it unfolded and the cosmopolitan mobilizing structures that enabled and impelled the trajectory it followed. The chapter suggests that the timing of the Philippine Revolution — late relative to South America, early in Southeast Asia — owed less to the nationalizing impact of Spanish colonial state formation than to the cosmopolitanizing consequences of the deepening integration of the Philippine archipelago within the world capitalist economy over the course of the nineteenth century. The chapter reviews the church's fundamental role in the formation of a modern public sphere in the Philippines and in linking the Philippines to the very same cultural, intellectual, and linguistic world of Christianity, which liberal and republican cosmopolitan challenges to the universalist claims of Rome had emerged. Ultimately, the chapter discusses how plebeian and egalitarian forms of brotherhood provided the basis for a revolution within the Revolution, with the associational form of the cofradía providing a popular vehicle for subaltern mobilization in many provinces across the archipelago.

Producing liquid biofuel for cars to address the declining oil supply requires the same resources or inputs (land, water, initial energy or oil, fertilizer and machineries) as in producing food for humans. As early as the 1980s, all the prime lands in the world are already used for agri-and-aquaculture (1970s for the Philippines. Biofuel production consumed water (up to 10,000L of water/L ethanol). At present, 74% of water is used to irrigate food crops. Only 1% water is now used for biofuel but this water consumption will increase to 80% if the biofuel production plan materializes. One out of three individuals in the world is now suffering from water scarcity. Global warming/ global climate change, droughts, more forest fires and high evaporation triggered by high temperature will further magnify the diminishing supply of fresh water both for agriculture and domestic use (household and industries). The simple linear thought is…..more crops for food or biofuel = more lands and water use = more fertilizer or oil use = more erosion = more greenhouse gas emission. Biofuels have forced global food prices up by 75%, a World Bank study showed. In 2007, 100 metric tons (Mt) of grains were processed into biofuel. This precipitated to food price spikes in the following year. It is clear that without biofuel in the food equation, there will be enough food. As more money is spent for food, food price spikes have caused 100 million people to be below poverty line and food riots in 36 countries. About 3 billion people are now affected especially those who spend 6070% of their income on food. There aremany options other than biofuel such as solar, wind, and wave. The technology is now in place for solar- powered and battery/electric or hybrid cars for transport. In the Philippines (a tropical country), geothermal, hydroelectric, wind and solar power, are so abundant. They remain to be tapped.

Writers of the early nineteenth century sought to find new ways of writing about the urban landscape when first confronted with the phenomena of London. The very nature of London's rapid growth, its unprecedented scale, and its mere difference from any other urban centre throughout the world marked it out as demanding a different register in prose and poetry. The condition of writing the city, of inventing a new writing for a new experience is explored by familiar texts of urban representation such as by Thomas De Quincey and William Wordsworth, as well as through less widely read authors such as Sarah Green, Pierce Egan, and Robert Southey, particularly his fictional Letters from England.
