Juvenile delinquency is a common problem in society. There are norms or rules that lived in society. And it must be obeyed by society. Violation of norms and rules in society is not only committed by adults but also by juvenile. The violations of norms or rules that is often occurs by juvenile is theft. The theft that often occurs in Tembilahan is theft of coconuts, and it causes unrest in community. The majority of people in Tembilahan work as coconut farmers when the price of coconuts increases, coconut theft often occurs, not infrequently the perpetrators of coconut theft are the underage child or juveline. The purpose of this research is to determine what is the factors that cause the theft of coconuts by juvenile. This research uses a qualitative method by conducting interviews with key informants and informants that related to the topic. Referring to the theory used in this research, namely social control theory, this theory can explain why the phenomenon of coconut theft by juvenile occurs. The result of this research is that the theft of coconuts by juvenile occurs due to economic factors, in order to earn money the child or juvenile steals coconuts, it can also be explained through social control theory, which according to this theory, the child commits crimes or deviations due to the absence of attachment elements, commitment, involvement, and belief in theirself.

Juvenile delinquency is a symptom of social and has raised concerns among parents in particular and society in general. These forms of behavior such as child delinquency abuse of narcotic and psychotropic drugs, free sex, fights among teenagers of the village, street racing, began to adorn the Balinese order changes gradually. These symptoms seem to always just show itself as an actual problem that is typical in each period of time and therefore be interesting to be examined. Community structure that changes caused by pressure or offered options that ultimately became plural and multicultural Bali. Resolution of the problem certainly must be associated with a Balinese local wisdom itself. The problem is formulated: (1) why the theory of social control is the most appropriate theory used to cope with children's Misbehavior in Bali?; (2) How the pattern of juvenile delinquency prevention in Bali with the use of local wisdom? The approach used in this study is the non doctrinal approach (socio-legal approach). In principle the socio-legal study is the study of the law, based on social sciences methodology in the broad sense. This research included in aggregate research tradition between qualitative research and quantitative research is often known for its mix of research, with the perspective approach to Criminology. (1) the theory of social control, as compared to the theory of social disorganization theories of deviant behavior in criminology, social control theory most appropriate use in tackling child because, while a strong social bonds between the children with peers, peer group, parents, school teachers, community leaders, religious figures, children undoubtedly will not do deviate behavior. Although his theory of social control in the West but its implementation against children in Bali is more focused than the other theories are, of course, the addition of the elements contained in the theory of social control, such as Attachment, Commitment, Involvement, and Belief, is associated with the local wisdom Balinese people strongly support the strengthening of social control theory; (2) the pattern of juvenile delinquency prevention in General to use the model of non-penal and penal. The pattern of non penal in tackling child delinquency through local wisdom like tri hita karana, tri kaya parisudha, tri tat twam asi, and others, the Balinese social control can prevent or cope with a minimum of child delinquency in Bali.

Today, criminologists, especially, Black criminologists, are thoroughly perplexed by the same problem of disproportionate minority confinement (DMC) most especially of Blacks in both the juvenile and criminal justice systems. Are African Americans more criminally minded than other races or ethnic groups? Do African Americans actually commit more crimes than others? These are the questions that the different deviant theories have tried to answer. The concept of social bonding arose from social control theory, which suggests that attachment to family and school, commitment to conventional pathways of achievements and beliefs in the legitimacy of social order are primary and important elements of establishing a social bond (Hirschi, 1969). In expounding his social control theory, Hirschi listed the elements of the bond as attachment, commitment, involvement, and belief. Does it mean that African Americans commit more crimes than other racial and ethnic groups? Or are African Americans genetically wired to be criminogenic? Is the society or the environment to blame for the perceived higher rate of crime among African Americans? Or are the criminal justice system, the judicial system, and the juvenile justice system, all together racially biased against Blacks, especially, Black males? Even though Hirschi (1969) did not mention attachment to religious beliefs as part of social control, but for the African American families, the church could play a significant role in helping to cement the bond of adolescents to their families. Any study of the African American family is not complete without the church. According to Work (1900), in all social study of the Negro, the church must be considered, for it is one of the greatest factors in his social life.
