National and international security communities (e.g., U.S. Department of Defense) have shown increasing attention for innovating critical infrastructure and installations due to recurring high-profile flooding events in recent years. The standard infrastructure design approach relies on local precipitation-based intensity-duration-frequency (PREC-IDF) curves that do not account for snow process and assume stationary climate, leading to high failure risk and increased maintenance costs. This paper reviews the recently developed next-generation IDF (NG-IDF) curves that explicitly account for the mechanisms of extreme water available for runoff including rainfall, snowmelt, and rain-on-snow under nonstationary climate. The NG-IDF curve is an enhancement to the PREC-IDF curve and provides a consistent design approach across rain- to snow-dominated regions, which can benefit engineers and planners responsible for designing climate-resilient facilities, federal emergency agencies responsible for the flood insurance program, and local jurisdictions responsible for developing design manuals and approving subsequent infrastructure designs. Further, we discuss the recent advances in climate and hydrologic science communities that have not been translated into actional information in the engineering community. To bridge the gap, we advocate that building climate-resilient infrastructure goes beyond the traditional local design scale where engineers rely on recipe-based methods only; the future hydrologic design is a multi-scale problem and requires closer collaboration between climate scientists, hydrologists, and civil engineers.

Resilience is the capability of a system to resist any hazard and revive to a desirable performance. The consequences of such hazards require the development of resilient infrastructure to ensure community safety and sustainability. However, resilience-based housing infrastructure design is a challenging task due to a lack of appropriate post-disaster datasets and the non-availability of resilience models for housing infrastructure. Hence, it is necessary to build a resilience model for housing infrastructure based on a realistic dataset. In this work, a Bayesian belief network (BBN) model was developed for housing infrastructure resilience. The proposed model was tested in a real community in Northeast India and the reliability, recovery, and resilience of housing infrastructure against flood hazards for that community were quantified. The required data for resilience quantification were collected by conducting a field survey and from public reports and documents. Lastly, a sensitivity analysis was performed to observe the critical parameters of the proposed BBN model, which can be used to inform designers, policymakers, and stakeholders in making resilience-based decisions.

This study explores the use of a new protocol in hypertension care, in which continuous patient-generated data reported through digital technology are presented in graphical form and discussed in follow-up consultations with nurses. This protocol is part of an infrastructure design project in which patients and medical professionals are co-designers. The approach used for the study was interaction analysis, which rendered possible detailed in situ examination of local variations in how nurses relate to the protocol. The findings show three distinct engagements: (1) teasing out an average blood pressure, (2) working around the protocol and graph data and (3) delivering an analysis. It was discovered that the graphical representations structured the consultations to a great extent, and that nurses mostly referred to graphs that showed blood pressure values, which is a measurement central to the medical discourse of hypertension. However, it was also found that analysis of the data alone was not sufficient to engage patients: nurses' invisible and inclusion work through eliciting patients' narratives played an important role here. A conclusion of the study is that nurses and patients both need to be more thoroughly introduced to using protocols based on graphs for more productive consultations to be established.

This article describes the findings of a national survey of State Hazard Mitigation Officers (SHMOs) in U.S. states and territories in order to gain a greater understanding of the roles that they play in assisting local governments to build the capacity required to successfully develop and implement Federal Emergency Management Agency (FEMA)-funded Hazard Mitigation Assistance (HMA) grants, an important but understudied aspect of hazard mitigation governance. The research questions focus on: (1) How states and territories enable local governments to develop and implement HMA grants and (2) SHMOs’ opinions regarding their perceived capacity and effectiveness in assisting local governments to develop and implement HMA grants. Results show that while states and territories are relatively well-equipped to perform general administrative duties required by FEMA, SHMOs expressed wide variation in their capacity to assist local governments to develop and implement HMA grants. This was particularly evident with regard to the delivery of specific technical assistance measures required to develop HMA grants. Survey responses also highlight modest levels of participation in FEMA-designed efforts to delegate responsibility to states and territories and low levels of participation in programs that offer pre-application funding to local governments to help them develop HMA grant applications. These findings should concern FEMA as the agency embarks on the implementation of the Building Resilient Infrastructure and Communities program, an ambitious pre-disaster hazard mitigation grant initiative.
