The term 'Workforce Development’ is used with increasing frequency by policy makers, academics and labour market practitioners. On the surface, it is a relatively unproblematic term, yet closer investigation suggests that it is often used as a 'catch-all ' phrase, which may have quite different meanings and implications, depending upon the user and the context. In this exploratory paper, I first trace the genesis of the term, noting its theoretical underpinnings in systems thinking. I then discuss some of the drivers behind the evolution of the concept of Workforce Development and examine why it appears to have supplanted notions of workforce or manpower 'planning’. Using the health and disability sector as a case study, I highlight some of the differences in how the term is used, and discuss the implications. Finally I ask if the use of a new term, reflecting a presumably significant shift in ways of thinking about the 'workforce’, translates into actions that do, in fact, 'develop’ that workforce.

In theory, ‘systems thinking’ offers a remarkably attractive solution to the persistent challenges of preventive public health. Haynes and colleagues’ recent analysis of the Prevention Centre in Australia offers reason for optimism that it might be possible to translate this promise into action on the ground. In this commentary, we critically assess the claims from this promising case study and their broader applicability to the cause of preventive health. We argue that, in many other contexts, persistent obstacles remain, such as a lack of buy-in from senior policy actors, and a lack of tangible or concrete action following through on an abstract commitment to systems thinking.

Employment and manpower development (E&MD) considerations are appearing in Pakisan's development plans since the Fifth Five-Year Plan. These considerations, though improving upon earlier neglect and at times indifference, however, did not go beyond mere projection exercises-themselves point of considerable debate 1 - and calculations of employment impact of investment plans and targeted sectoral growth rates.2 These plans (manpower plans) besides being devoid of education and training programmes also have no integration with the development plans, a prerequisite for a meaningful development exercise. A general lack of awareness amongst the planners and policy-makers about the vital links between the E&MD and the development only partly explains the existing scenario. Absence of a reliable and adequate data base on E&MD related variables appear to be an important constraint for undertaking any meaningful exercise of employment and manpower planning. Existing institutional mechanism of the Labour Market Information System (LMIS) in Pakistan is not responding adequately in addressing its three functions, namely (i) Labour Market Information, (ii) Labour Market Diagnosis, and (iii) Labour Market Intermediation.3 The first two functions are required to provide detailed information on E&MD-related variables a subject of discussion of this paper. This non-responsiveness is mainly attributable to low E&MD considerations in earlier policy formulations.

Women’s empowerment has been at the centre of research focus for many decades. Extant literature examined the process, outcome and various challenges. Some claimed substantial success, while others contradicted with evidence of failure. But the success remains a matter of debate due to lack of empirical evidence of actual empowerment of women around the world. The current study aimed to address this gap by taking a case study method. The study critically evaluates 20 cases carefully sampled to include representatives from the entire country of Bangladesh. The study demonstrates popular beliefs about microfinance often misguide even the borrowers and they start living in a fabricated feeling of empowerment, facing real challenges to achieve true empowerment in their lives. The impact of this finding is twofold; firstly there is a theoretical contribution, where the definition of women’s empowerment is proposed to be revisited considering findings from these cases. And lastly, the policy makers at governmental and non-governmental organisations, and multinational donor agencies need to revise their assessment tools for funding.

Financial inclusion and startup are two topics, which recently get attention of academic researchers and policy makers in Vietnam. One of the important factors for setting up a successful startup is the financial capability of the owners. Therefore, financial inclusion has a strong correlation with startup establishment. This article tested the effects of several factors in financial index (findex) developed by World Bank on startup establishment in some OECD countries. The result showed that borrowing from friends and relatives along with from credit institutions and opening a debit account at banks have  significant impacts on startup establishment in these countries. Finally, the article presented several recommendations for policy makers to stimulate the startup growth in Vietnam in the next time. This interdisciplinary case study explores information literacy policy in Ontario’s public education system. Using interviews with policy makers and a rhetorical analysis of information literacy policy documents, it finds Ontario’s current information literacy policy inadequate to the task of providing equitable student access to opportunities for information literacy development.Une étude cas interdisciplinaire explore la politique de littératie informationnelle du système d’éducation publique de l’Ontario. En utilisant des entrevues avec les décideurs et une analyse rhétorique des documents sur la politique de littératie informationnelle, il est démontré que la politique de littératie informationnelle actuelle de l’Ontario est inappropriée pour la mission qui vise à offrir aux étudiants un accès équitable aux possibilités de développement de la littératie informationnelle.

In this study, an attempt has been made to estimate the incidences of job mismatch in Pakistan. The study has divided the job mismatch into three categories; education-job mismatch, qualification mismatch and field of study and job mismatch. Both the primary and secondary datasets have been used in which the formal sector employed graduates have been targeted. This study has measured the education-job mismatch by three approaches and found that about one-third of the graduates are facing education-job mismatch. In similar, more than one-fourth of the graduates are mismatched in qualification, about half of them are over-qualified and the half are under-qualified. The analysis also shows that 11.3 percent of the graduates have irrelevant and 13.8 percent have slightly relevant jobs to their studied field of disciplines. Our analysis shows that women are more likely than men to be mismatched in field of study. Resilient socioeconomic unsustainability poses a threat to democracy whose importance has yet to be fully acknowledged. As the prospect of sustainability transition wanes, so does perceived legitimacy of institutions. This further limits representative institutions’ ability to take action, making democratic deepening all the more urgent. I investigate this argument through an illustrative case study, the 2017 People’s Climate March. In a context of resilient unsustainability, protesters have little expectation that institutions might address the ecological crisis and this view is likely to spread. New ways of thinking about this problem and a new research agenda are needed.

The objective of this study was to measure the level of cruise tourists' satisfaction as well as the relationship between satisfaction, recommendation, return intention, and expenditure. Also, the impact of factors such as nationality, length of the visit, and age on the level of expenditure was measured. An empirical approach for data collection was followed and a total of 152 questionnaires were collected from cruise tourists visiting the capital city of Oman, Muscat, as cruise liners anchor at Sultan Qaboos Port. Results of the regression analysis supported the existence of a causal relationship between satisfaction with destination attributes, overall satisfaction, recommendation, return intention, and expenditure. It was found that the average expenditure varies according to age and length of the visit. Recommendations for policy makers were suggested on how to increase the role of cruise tourism in strengthening the economy.
