<p>This thesis is an historical analysis of cinema and video censorship in New Zealand focusing on the period from 1976 to 1994. This is bookended by two significant changes in censorship legislation: the introduction of the concept of “injurious to the public good” as the guiding principle for film censorship in 1976, and the consolidation of censorship of film, video and other publications under one censorship authority in 1993 legislation (which came into force in 1994). My theoretical approach can be broadly classified as institutionalist political economy. The emphasis is on what Des Freedman regards as the “deeply political” nature of media policy development and implementation¹, as well as the role of many key actors, including politicians and civil servants, but also lobbyists and pressure groups, and “the importance of informal as well as formal modes of policy behaviour”.² Also, rather than simply looking at censorship decisions as the work of individuals, I have examined the way in which, as B. Guy Peters notes, “structures persist while individual members of those structures come and go”, and that “structures (institutions) create more regularity of human behaviour than would otherwise exist”.³ Rather than attempting to provide an exhaustive narrative of film censorship during this period, the focus is on detailed case studies of individual films which were the subject of censorship controversy in New Zealand, including Last Tango in Paris, Mad Max, Life of Brian, I Spit on Your Grave, Hail Mary and Henry: Portrait of a Serial Killer. As these were contentious decisions, with a number of different voices competing for discursive legitimacy, they help to illustrate what Annette Kuhn describes as the idea of censorship as “a matter of relations…a process, not an object”, emphasising “the interactions between the various institutional practices involved….the relations between them, the ensemble of practices condensed in any one instance of film censorship”.⁴ These case studies also provide significant insight into the decision-making process of the film censors, demonstrating that this goes far beyond “objective” judgements about the manifest content of the films, and into more contentious and subjective areas such as the perceived tone of films (how they present certain content, rather than simply the content itself), views on media effects, the imagined audience, and the wider societal context. The decisions made by the censors depend very much on how these various factors are weighed, and which are given the most importance in the decision-making process. <p>The introduction of the current New Zealand Curriculum and National Certificate in Educational Achievement (NCEA) system provides New Zealand secondary schools with the opportunity to design unique courses that meet the particular needs of their students and the context of the school. Due to the recent implementation of this qualification (introduced in stages from 2002), there has been limited research that explores innovation in school based senior curriculum that contribute towards NCEA. This thesis investigates five innovative courses: Agribusiness, Fitness for Living, Viticulture, Sea Sports and Pasifika Studies. The research focuses on the decision making process which led to the schools implementing these innovations with an aim to identify who made these decisions and what influenced them. In order to investigate this focus, an Actor-Network theory (ANT), framework was utilised. ANT allows for the progress of an idea (the course design), to be followed and objectively views the influences (actors), on this process. The objectivity of ANT comes through the principle of symmetry which does not distinguish between social and material factors nor hold any expectations of positional power. This case studies examined were situated in medium sized secondary schools which face a limited range of resources when designing and delivering curriculum than their larger counterparts. Data collected through interviews with key actors in the course design process enabled the dynamic mapping of the network influencing the design of the course. This process determined a wide range of actors both social and material; each combination unique to the context of the school. There were a range of positional levels within each school identified as the key decision makers (the Executive); the group which had the final say on the design of the course. When the Executive deviated from senior management positions, they did so in an environment of high relational trust. Senior managers maintained a good understanding of decisions being made around the course design without interfering with the process. This research identified the influence policy and qualification criteria had on course design for the five case studies including any regulations that distorted the course design process. The level of consideration of these regulations varied across the studies. Each course network is hypothesised to be held together by a key motivator; when the motivator fails the significant actors are expected to disengage from the network. This thesis contributes insight into how innovative course design has been developed in senior secondary school and how actor network theory can be applied to educational research.</p>

Abstract Background Maternal immunization is a key strategy for reducing morbidity and mortality associated with infectious diseases in mothers and their newborns. Recent developments in the science and safety of maternal vaccinations have made possible development of new maternal vaccines ready for introduction in low- and middle-income countries. Decisions at the policy level remain the entry point for maternal immunization programs. We describe the policy and decision-making process in Kenya for the introduction of new vaccines, with particular emphasis on maternal vaccines, and identify opportunities to improve vaccine policy formulation and implementation process. Methods We conducted 29 formal interviews with government officials and policy makers, including high-level officials at the Kenya National Immunization Technical Advisory Group, and Ministry of Health officials at national and county levels. All interviews were recorded and transcribed. We analyzed the qualitative data using NVivo 11.0 software. Results All key informants understood the vaccine policy formulation and implementation processes, although national officials appeared more informed compared to county officials. County officials reported feeling left out of policy development. The recent health system decentralization had both positive and negative impacts on the policy process; however, the negative impacts outweighed the positive impacts. Other factors outside vaccine policy environment such as rumours, sociocultural practices, and anti-vaccine campaigns influenced the policy development and implementation process. Conclusions Public policy development process is complex and multifaceted by its nature. As Kenya prepares for introduction of other maternal vaccines, it is important that the identified policy gaps and challenges are addressed.

AbstractOne of the main challenges in assisting displaced persons who have lost their homes as a result of a natural hazard is the provision of adequate post-disaster accommodations, such as temporary housing. Although the need for temporary housing has increased around the world in recent years, it has been criticized on economic, environmental, and social grounds. A universal approach to post-disaster accommodations cannot successfully deal with this issue because each recovery process involves a unique set of conditions. Therefore, rather than defining a specific strategy, this study aims to present an approach capable of producing customized strategies based on contextual and social conditions. To this end, first, the main factors influencing the choice of post-disaster accommodations are identified through five case studies. It is concluded that all of the factors can be organized into three main vertices to simplify the highly complex issues involved in post-disaster accommodations. The case studies also show that the decision-making process consists of two main parts. To date, a recurring failure to distinguish between these two parts has led to unsuitable outcomes. Thus, this paper presents a new decision-making methodology, consisting of multiple steps, phases, and indicators based on the main vertices.

Abstract Background This systematic review aimed to explore the process of decision-making for nutrition and hydration for people living with dementia from the perspectives and experiences of all involved. Methods We searched CINAHL, the Cochrane Library, EMBASE, MEDLINE and PsycINFO databases. Search terms were related to dementia, decision-making, nutrition and hydration. Qualitative, quantitative and case studies that focused on decision-making about nutrition and hydration for people living with dementia were included. The CASP and Murad tools were used to appraise the quality of included studies. Data extraction was guided by the Interprofessional Shared Decision Making (IP-SDM) model. We conducted a narrative synthesis using thematic analysis. PROSPERO registration number CRD42019131497. Results Forty-five studies were included (20 qualitative, 15 quantitative and 10 case studies), comprising data from 17 countries and 6020 patients, family caregivers and practitioners. The studies covered a range of decisions from managing oral feeding to the use of tube feeding. We found that decisions about nutrition and hydration for people living with dementia were generally too complex to be mapped onto the precise linear steps of the existing decision-making model. Decision-making processes around feeding for people living with dementia were largely influenced by medical evidence, personal values, cultures and organizational routine. Although the process involved multiple people, family caregivers and non-physician practitioners were often excluded in making a final decision. Upon disagreement, nutrition interventions were sometimes delivered with conflicting feelings concealed by family caregivers or practitioners. Most conflicts and negative feelings were resolved by good relationship, honest communication, multidisciplinary team meetings and renegotiation. Conclusions The decision-making process regarding nutrition and hydration for people living with dementia does not follow a linear process. It needs an informed, value-sensitive, and collaborative process. However, it often characterized by unclear procedures and with a lack of support. Decisional support is needed and should be approached in a shared and stepwise manner.

There is a remaining need from both academia and practitioners, to gain further knowledge about the decision making process for automation of low volume production. This paper includes insights of drivers for automation, the development of a guide for low volume production and the outcome of using the guide. The research in this study is based on both empirical data and theoretical considerations. The empirical data was collected in five case studies and a questionnaire. This paper is part of a research project with the main objective to develop knowledge about how flexible automation may contribute to improvements in efficiency, ergonomics, quality and production economics in different industries with low volume production. One of the results in the project was a comprehensive guide, developed, refined and improved in an iterative collaborative process, where tools and parts of the guide were tested and verified by five manufacturing case companies. The paper describes briefly the development process of the guide and content. The requirements of the guide derived from literature, case companies, questionnaire as well as industrial experts. The resulting guide can be used in several ways, depending on the requirements of the application. The guide includes guiding principles, a decision model for the analysis of the company, choice of automation and facts about automation. In the end of the project, four companies had invested or decided to invest in different types of automation.
