The article examines the assessment of the state of water and hot heat supply systems of heat and power facilities for innovative and constructive use of thermal energy, with effective use in all areas of these systems: generation, for heating water or for generating steam, transporting it to the consumer, as well as when it is consumer so rich industries. Including the housing and communal complex and the construction industry – for example, a scientific and methodological concept has been created for the implementation of passive monitoring to assess the state of heat supply systems, under the conditions of the initial action, on material flows in them of electromagnetic fields. It has been established that an effective form of reagent-free water preparation in electromagnetic fields is technogenic – the nature of material flows due to the electromagnetic dissociation of their micro particles and the formation of active complexes (due to the interaction between them) is determined. It has been established that as a result of passive monitoring, the systematization and formalization of its data should be carried out taking into account three aspects: engineering - technological, engineering – microbiological and organizational – managerial decisions. It is shown that the passive monitoring system is an obligatory subordinate component of environmental management in the industrial sphere – heat and power facilities of water and steam heat supply systems of an innovative direction. The analysis of the content of the point of view of Ukrainian and foreign scientists, monographs is carried out and joint conclusions are made in the conditions of the illuminated literary material under the following headings: the main economic, environmental and regulatory aspects of nature management; the formation of the biosphere in the conditions of transformation of its individual components; methods of environmental management and environmental policy and the like. In these conditions, the formation of an effective economic mechanism for environmental management is of priority; on the central issue of integral management, it requires clarification – formalization of parameters should be considered effective, which make it possible to clarify a compromise between economic development and environmental safety. It is the economic and environmental analysis of the components of technological processes that makes it possible to establish the limiting factors of development in the system (action – state – improvement) and to determine individual patterns (tendencies) in order to overcome them. The theoretical principles of magnetized water are presented in the works, and the priority level is confirmed by the receipt of three patents of Ukraine for useful action and one copyright certificate for intellectual property, and received support at domestic and foreign conferences. The proposed levers improve integral control in the process of modernizing the technology of non-reagent water treatment (use of electromagnetic fields) at heat and power facilities of rich operating industries and make it impossible to process environmental pollution and save energy costs with effective continuous planning of new facilities. Therefore, through the analysis of the general environmental situation, the technical state of the initial data systems, it is possible to confirm the developed classification and formalization of passive monitoring data, on the use of theoretical foundations in practice – the regulations for industrial implementation, is the basis of the concept of sustainable development.

Objectives. The study was aimed at improving the reliability of heat supply systems. At present, this is one of the most relevant topics in the field of heat supply. The issue of reliability of heat supply is of great importance in terms of the safety of citizens and the state as a whole. Due to the severity of winter conditions and risk of hypothermia, heat supply security can be considered to be as critical as food security. Therefore, the reliability of heat supply systems becomes one of the most important aspects of the security of the state.Method. The study was carried out using the method of reservation of the heat supply system by looping.Result. In order to avoid the defrosting of the heat supply system and reduce additional costs, a redundancy scheme was proposed with one-way connection to the looped main pipelines, additionally looping the pipelines of the heat supply systems between two boiler rooms. The calculation of losses in the event of an emergency in the heating system was carried out.Conclusion. The most important problem requiring immediate solution is how to increase the reliability and redundancy of the heat supply system itself, in order to achieve minimal discomfort for consumers of heat energy at the time of failure of the source or transmission of the heat supply system. The proposed method for increasing the reliability of operation of heat supply systems is characterized by a high efficiency, since allows the number of idle hours and the total amount of short-received heat to be reduced.

The aim of the article is to research according to the desire to approach the effective achievement of the Sustainable Development Goals (SDGs), which is supported by a UN expert group visiting Ukraine to support contextualization and adaptation of the SDGs to the needs and priorities of Ukraine through an approach based on updating, supporting policy and accelerating achievement -approach M-Mainstreaming (updating), AAcceleration (acceleration), PS-Policy Support (policy support)), United Nations agencies in Ukraine, namely FAO, IOM, UNDP, UN Population Fund, UNICEF and UN Women jointly with the Ministry of Economic Development and Trade of Ukraine. According to the approved Law of Ukraine "On the basic principles (strategy) of the state environmental policy of Ukraine for the period up to 2030" and the analytical report of ICED "Analysis of state strategic documents on the accounting of the Sustainable Development Goals adapted for Ukraine until 2030" and the Paris climate agreement, potentially imposes on Ukraine new obligations to reduce greenhouse gas emissions, and, unfortunately, the suspended consideration of the draft resolution on holding parliamentary hearings on the topic: "On the foundations of state policy forsustainable development of Ukraine" (June 3, 2020) - negatively affect the development of energy sector as the largest source of greenhouse gas emissions. For this, there is a vision of a way to manage mechanisms for greening production, goals to reduce anthropogenic emissions, where a significant role in the country's energy supply of water and steam heat supply systems is acquired by the issues of efficient use of thermal energy in all areas of these systems: generation for heating water or for generating steam; transportation to the consumer, as well as when using it by the consumer. Improvements of integrated environmental management systems to ensure environmentally balanced nature management and environmental modernization for activities within the framework of energy-saving technologies, implementation features are given. In particular, the proposed methodological approach, based on theoretical research, the definition of information systems, taking into account as forms of environmental management. Highlighted features of system creation and practical implementation.

Particular attention in the housing and communal services of the country's agro-industrial complex is given to the state and conditions of operation of heat supply systems. The article analyzes and draws conclusions that are based on specific actual performance and accident rates of elements of heat supply systems. Poor performance of centralized systems made it necessary to consider the possibility of using non-traditional sources for heat supply systems, their technical and economic indicators and investment attractiveness.
