School Library Educators in developing countries have, in the main, been training School Infomration Professionals using models of education developed in the United States and Europe. While there have been some local modifications to these western models few countries have developed truly local education programs for Infomation Servie Professional. This is due, in part, to the fact that the Information Services that students are being educated to work with are global information services often based on series developed in the United States and Europe. Many of the advisers who helped to set up school library training programs are from Western Countries and a large proportion of the staff lecturing in these programs have been educated in Western Countries. The paper will conclude by discussing if western models of education for School Information Service Professionals are the most appropriate models given the increased globilization of information services or whether locally developed models can best service the needs of those training to work in developing countries.

Subject China's space warfare capabilities. Significance China on December 17 launched a satellite that will test a new method for detecting dark matter -- the first of a series of five missions that put China at the cutting edge of space science. Separately, Beijing and Washington last month set up a 'space hotline' to reduce the risk of conflict in space -- an agreement representing acknowledgement of China's space capabilities and the challenge they pose to US strategic and tactical superiority. Impacts China still lags the United States significantly, but is eroding US dominance. Space capabilities will be integral to the success of China's 'anti-access/area denial' strategy. Earth observation and navigation satellites will support civilian enforcement of China's maritime claims. China will seek space collaboration with other developing countries.

I am honoured to be invited to give this lecture before so distinguished an audience of development economists. For the last 21/2 years I have been director of a project financed by the Canadian Institute for Advanced Research and composed of a group of scholars from Canada, the United States, and Israel.I Our brief is to study the determinants of long term economic growth. Although our primary focus is on advanced industrial countries such as my own, some of us have come to the conclusion that there is more common ground between developed and developing countries than we might have first thought. I am, however, no expert on development economics so I must let you decide how much of what I say is applicable to economies such as your own. Today, I will discuss some of the grand themes that have arisen in my studies with our group. In the short time available, I can only allude to how these themes are rooted in our more detailed studies. In doing this, I must hasten to add that I speak for myself alone; our group has no corporate view other than the sum of our individual, and very individualistic, views.

Analysing Curaçao as an offshore financial centre from its inception to its gradual decline, we find that it originated and evolved in close concert with the demand for such services from Western countries. Dutch banks and multinationals spearheaded the creation of institutions on the island facilitating tax avoidance. In this they were aided and abetted by their government, which firmly supported the Antilles in getting access to bilateral tax treaties, notably the one with the United States. Until the mid 1980s Curaçao flourished, but then found it increasingly difficult to keep a competitive advantage over other offshore centres. Meanwhile the Curaçao connection had enabled the Netherlands to turn itself into a hub for international revenue flows that today still feed both Dutch tax income and specialised financial, legal and accounting services.

The developing countries arc emulating the industrialized countries when setting up information services to cater for their information needs. However, the traditional infrastruc ture of service organisations may not be the best model for supporting easy and speedy access to information. A different approach is argued, founded upon the enthusiasm with which many developing countries have taken to online systems when demonstrated there. A model for a ministerial information network is proposed as part of a "social intel ligence function" of the country. It is proposed that Unesco and UNIDO should set up regional "centres of excellence" according to this model for developing countries.

Translation played a central role in the life of Eileen Chang (Zhang Ailing, 1920-95). One of the most iconic figures in twentieth-century Chinese literature, Chang also wrote extensively in English throughout her career, which began in the early 1940s in Japanese-occupied Shanghai. She achieved fame quickly but fell into obscurity after the war ended in 1945. Chang stayed in Shanghai through the 1949 Communist revolution and in 1952 moved to Hong Kong, where she worked as a freelance translator and writer for the United States Information Service and wrote two anti-Communist novels in English and Chinese, The Rice-Sprout Song (1955) and Naked Earth (1956).

Established by a Memorandum of Agreement signed by Argentina, Australia, Canada, Great Britain, and the United States in April, 1942, the International Wheat Council was set up as an agency to deal with the allocation of wheat surpluses. During the war it has served as a central organ to administer and coordinate the work of implementing the commitments of member-states to a pool of wheat for the relief of war-stricken and other necessitous areas. It held two sessions in Washington during 1946.
