The process of integrating the Chinese initiative ‘One Belt, One Road’ and the EEU development concept has entered a new stage – the transition from project cooperation to systematization. The creation of an inter-regional mechanism for the settlement of commercial disputes is an urgent need to resolve disagreements in the field of trade, as well as an important guarantee of the further development of trade and economic cooperation and coordinated interaction of countries. The article gives recommendations on the creation of a mechanism for the settlement of commercial disputes within the framework of interfacing the construction of the Eurasian Economic Union and the Silk Road Economic Belt.

Abstract Culture is the soul of tourism and tourism is the carrier of culture. With the help of regional cooperation platforms and historical and cultural symbols of the ancient Silk Road, “The Silk Road Economic Belt” and “The 21st Century Maritime Silk Road” will develop economic cooperation among countries along the belt and road, and jointly build a community of Shared interests, destiny and responsibility featuring political mutual trust, economic integration and cultural tolerance. In order to implement the “Belt and Road” initiative, promote international cooperation and meet the development needs of its own industries, it has important practical significance to carry out international tourism cooperation under the strategic background of “Belt and Road”, which enhances the in-depth exchange of cultures of various countries, broadens the service choice of international tourism, and learns from advanced service concepts. Following the “Belt and Road” strategy, as the pilot industry of connectivity tourism led to the development of international tourism cooperation, but is still in its infancy, the overall scale is still small, with a larger space for future development. At this stage, there are four problems and challenges in international tourism cooperation under the Belt and Road Strategy: the foundation of cooperation is not solid enough, cultural resources are not fully utilized, brand awareness is insufficient, and the degree of convenience needs to be improved. Therefore, to achieve a stable and sustainable development of tourism in the countries along the route through four paths:the development of permanent mechanism of international tourism cooperation, the creation of unique Silk Road cultural characteristics of tourism products and routes, the creation of tourism boutique projects and the cultivation of international brands, enhance infrastructure construction and tourist visa facilitation.

Purpose. The most ambitious economic and geopolitical project at present is the New Silk Road initiative, which can radically modify transport and cash flows in Eurasia and around the world. It includes the Silk Road Economic Belt and 21st Century Maritime Silk Road projects and involves the creation of an extensive infrastructure network on the way from the western borders of China through the countries of Central Asia and Iran to Europe. Therefore, the purpose of this work is a detailed comprehensive study and analysis of the development of the Belarusian-Chinese cooperation on the Silk Road Economic Belt project, as well as determination of its further prospects. Methodology In the course of the study, we used statistical, territorial-sectoral and retrospective analysis with elements of economic and mathematical modeling of the functioning of economic systems. Findings. The Republic of Belarus has become the most important link in the creation of the Silk Road Economic Belt. It has a unique geographical advantage, extremely convenient economic and cultural conditions, being a key country in Eastern Europe, located at the junction of the European Union, and the Eurasian Economic Union. The country attracts with a developed transport infrastructure, a high level of education and professional resources. The New Silk Road project is focused primarily on railway communication. The main potential for the Republic of Belarus in transit traffic is associated with the use of containers. It is containerized cargo transportation that is actually the only way to transport goods in Eurasian transit. Originality. At this stage of project development, the construction of a full-scale functional, effective model that would allow predicting the results of the implementation of a specific subproject with the required accuracy is currently impossible. However, at the present stage, the originality is the so-called  «problem statement» based on the obtained analytical data. They allow identifying existing problems during project implementation, formulating possible solutions and using them during economic analysis of the efficiency of other international projects of the analytical type (solving analytical economic problems). Practical value. The article discusses the prospects and difficulties of the development of transportations by express container trains of goods and cargo from the People's Republic of China (PRC) to the Republic of Belarus. To overcome the imbalance in foreign trade with China, measures were proposed to solve this problem; attention was paid to the project for the construction of Eurasia high-speed highway (HSR), which should connect China with Western Europe through Russia and Belarus.

The author argues that Russian–Chinese rapprochement is a fundamental feature of the current changing system of international relations. Apart from its own significance, it has become important because it stimulated and, in some cases, laid the foundation for many broader international processes: the creation of the multipolar world, the emergence of such international groups and organisations as BRICS and Shanghai Cooperation Organisation (SCO), the coordination between Eurasian Economic Union and the Chinese initiative of Silk Road Economic Belt and others. Recently, all these processes led to the idea of Greater Eurasia or Eurasian partnership.

Abstract Tomasello offers a compelling account of the emergence of humans’ sense of obligation. We suggest that more needs to be said about the role of affect in the creation of obligations. We also argue that positive emotions such as gratitude evolved to encourage individuals to fulfill cooperative obligations without the negative quality that Tomasello proposes is inherent in obligations.
