The article summarizes the results of the analysis of the causes of fragmentation, dissociation, and polarization of the economic space of rural territories, primarily the southern regions of Russia, which are the leading agricultural and industrial regions of the country (Rostov region, Krasnodar Krai and Stavropol Krai), determines the impact of infrastructure deficits, conventionality of farming for the outflow of economically active population to areas with a higher level of competitive advantages, determines the need to align the development of rural territories, primarily through the formation and development of poles of economic growth of the “second order”, which should serve as intermediate links for leveling the discreteness of economic space of agricultural and industrial regions. The author considers a set of innovative measures that contribute to the generation of impulses for the development of rural territory economy and transformation of their economic space towards depolarization and the elimination of “dissociation”, which is the key to increase the economic potential of the agro-industrial complex (its resource, agricultural and raw material, processing and production components), increase of its functioning efficiency, which is especially important for the agricultural and industrial regions of Russian South.

Abstract A description is provided for Puccinia falcariae. Information is included on the disease caused by the organism, its transmission, geographical distribution, and hosts. DISEASE: Rust of Falcaria species only. HOSTS: Falcaria vulgaris (Umbelliferae). GEOGRAPHICAL DISTRIBUTION: AFRICA: [North Africa]. ASIA: Armenia, Azerbaijan, Republic of Georgia, Kazakhstan, Russia (Altai krai), Turkmenistan, Uzbekistan. EUROPE: Austria, Belgium, France, Germany, Lithuania, Portugal, Romania, Russia (Bashkir Republic, Krasnodar krai, Kursk, Orenburg, Rostov, Samara, Saratov, Stavropol krai, Tatar Republic, Voronezh), Ukraine. TRANSMISSION: The fungus survives in rhizomes of the infected plant and the next spring spreads up causing systemic infection of the new season's leaves and stems; aeciospores are disseminated by air currents; teliospores are rare and their role in disease transmission is unknown.

Abstract A description is provided for Ramularia ovata [Ovularia ovata], a plant parasite, apparently obligately associated with its host plants, causing a leafspot disease, with records on living, dying and dead leaves. This species has been recorded along with its associated plants from woodland and from formal botanical gardens. Some information on its associated organisms and substrata, habitats, dispersal and transmission and conservation status is given, along with details of its geographical distribution (North America (USA (California)), Asia (Afghanistan, Armenia, Azerbaijan, Georgia, Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Turkey, Turkmenistan, Uzbekistan), Europe (Austria, Czech Republic, Denmark, Finland, France, Germany, Italy, Lithuania, Moldova, Montenegro, Poland, Romania, Russia (Krasnodar Krai, Kursk oblast, Lipetsk oblast, Oryol oblast, Penza oblast, Republic of Bashkortostan, Republic of Dagestan, Ryazan oblast, Stavropol Krai, Tambov oblast, Voronezh oblast), Slovakia, former Soviet Union, Ukraine UK)) and hosts (including medicinal herbs of the Lamiaceae, such as Salvia spp.). No reports of negative economic impacts of this fungus have been found.

The paper deals with a special sector of public procurement — G2G, in which state organizations act as both customers and suppliers. The analysis shows the convergence between contractual and administrative relations and risks of transferring the negative factors, responsible for market failures, into the administrative system, as well as the changing nature of the state organization. Budget losses in the sector G2G are revealed and estimated. There are doubts, whether the current practice of substitution of market-based instruments for administrative requirements is able to maintain integrity of public procurement in the situation of growing strategic challenges. Measures are proposed for the adjustment and privatization of contractual relations.
