 The article discusses the distribution of financial resources with a preference   for land assets and production of deep processed products with the highest added value, which simultaneously increases the incomes of producers and improves government revenues by increasing tax receipts. It is noted that the progressive development of agriculture depends on the technical modernization of the industry, which also requires investment. Therefore, it is necessary to subsidize the modernization and reconstruction of fixed assets - granaries, greenhouses. Potential profit, which will become an important component of investment, can give a boost to the investment activity. An analysis was carried out on the conceptual foundations of building economic relations in modern agricultural production. The conditions for the agricultural development have been assessed, and critical insights on mechanisms for implementing state and regional target programs have been provided. In terms of a systemic approach to the State economic management, the economic processes should be considered as a system of financial relations that interacts with other systems. In this regard, the paper presents a model that reflects the conceptual framework for managing financial flows. This model provides an overview of managing economic processes, and may take into account many elements and factors.

The article considers the conditions for the formation of determinants of innovative-investment development of agriculture. A systematic approach to the development of agriculture in a single integration space of intersectoral cooperation and state support through the introduction of effective innovative and investment determinants, which form the criteria of investment attractiveness of economic entities and provide conditions for innovation in production and technological process, is implemented. The levels of innovative and investment development of agriculture are structured. Determinants of innovative and investment development of agriculture and indicators of its estimation are offered. A comprehensive methodological approach to financing innovative and investment projects with state guarantees to potential investors to obtain additional value from the introduction of scientific development in the technological cycle of agricultural production, taking into account economic, social, budgetary, environmental, resource, intellectual, scientific and technical components of innovative and investment processes proposed. It is recommended to evaluate the effectiveness of the introduction of innovations in agriculture by an integrated indicator with the ratio of effects (results) and costs by certain components. Scientific organizations by sectors of activity, which include development in innovative and investment development of agriculture of Ukraine, are analysed. An assessment of innovative and investment activity of Ukrainian producers with the distribution of the average number of employees in agriculture is carried out. The share of expenditures on research and development on agricultural development in the gross domestic product (GDP) of EU-28 countries and Ukraine is determined. The calculation of priority factors of external and internal environment of influence on the efficiency of innovative and investment development of the animal husbandry industry is carried out. The forecast values of functional risks and the level of efficiency of innovative and investment development of the animal husbandry industry of Ukraine are determined.

The article considers the directions of the development of integrated business structures based on innovation and investment in the agro-industrial complex of Ukraine. The paradigm of the development and functioning of integrated business structures of the agro-industrial complex of Ukraine, which intensify the innovative-investment process and network interaction of public-private partnership in a competitive environment, has been implemented. It is proved that the impact of public-private partnership on innovative-investment development and the creation of real value of business structures of the agro-industrial complex should be considered for different periods associated with the appropriate levels of evaluation of their effective cost-oriented platform. The efficiency of the functionality of business structures of the agro-industrial complex, which is characterized from the standpoint of time, level and integrated approaches, is determined. The temporal approach provides the allo-cation of three periods – short-term, medium-term and long-term, for each of which specific criteria for assessing the effectiveness of functionality is determined. A block diagram of qualitative criteria for evaluating the effectiveness of business structures in the introduction of innovations and investments in agriculture from the standpoint of the interests of a group of stakeholders in public-private partnership on a time basis is presented. The comparative characteristics of innovative-investment activity of business structures in high- and low-tech branches of the agro-industrial complex are determined. A model of integrated interaction of network interaction between business structures of the agro-industrial complex, institutes of agricultural development and stakeholders in public-private partnership has been developed. The institutional model of subsystems of the functional mechanism of harmonization of interests of business structures of agro-industrial complex and the state is offered. It is proved that the harmonious state regulation of investment activities of large agricultural producers (agricultural holdings) should be based on administrative, legal, organizational and economic methods and ensure compliance with norms and rules in the investment sphere at the level of relevant structural and functional institutions.

It has been established that agriculture is the backbone of Cameroon's economy, where 80% of the labor force is engaged in the agricultural sector and provides 22.3% of gross domestic product and 30% of its export revenues. The investigated branch forms the commodity supply of agricultural products both on the domestic and foreign markets, the following types of products: cocoa, coffee, cotton, bananas, palm oil, tobacco, tea, pineapple, corn, millet, sorghum, yams, potatoes, beans and rice. It has been determined that the livestock sector has been developed throughout the country and plays an especially important role in the northern region of the country. It has been proved that the main goal of the country's agricultural development is to ensure food security, whose achievement is strongly influenced by globalization of climate change. For the country under study, the country's orientation towards a "product concept" is characteristic, in which the main objective is to ensure the physical and economic availability of agricultural food. The strategic priorities in the country's agricultural development, which include the mobilization of local resources for intensive production taking into account environmental requirements, are highlighted. It is substantiated that today specialized regions have been formed in relation to the production of certain types of products, which allowed to increase the productivity of agricultural crops. It is noted that there are differences in indicators of productivity of agricultural production in farms and research stations, which proves the existence of unused reserves for improving production efficiency. The characteristic features of development of agricultural production of the country are systematized: low level of technical support; a manifestation of the tendency to increase the land of farms; the prevalence of small commodity producers; low income farmers; predominance of informal economic relations; use of manual labor; complicated access to loan financing sources; low level of involvement of commodity producers in value added chains. It is proved that under conditions of intensification of investment activity in the country's agriculture and realization of the foreseen measures of the strategic national plan, conditions and preconditions for effective development, modernization of production infrastructure, access of farmers to sources of financing and other components of sustainable development will be formed. It is highlighted that one of the conditions for the sustainable development of agriculture in the country is the intensification of agricultural production, which will promote ecological and social sustainability. Important instruments for its achievement are technological innovations in the direction of introducing new or improved agro technology of cultivation and modern management practices, new breeds of farm animals and poultry, integrated practices for improving soil fertility and widespread replacement of manual labor. Innovative solutions need to be coordinated with the specifics of the production process, and in terms of environmental and water and energy intensity. he article presents the authorial view on the composition of the tourism resources that are in demand in rural tourism development. According to the author, the specific of rural tourism makes somewhat different from the traditional approach to defining the composition and typology of tourism resources. The author shows that the division into primary and secondary tourism resources for rural tourism phenomenon is not true and is not obvious. The article substantiates that, along with the natural, historical and cultural tourism resources, it is advisable to consider the infrastructure and agricultural resources in the development of rural tourism. Stavropol Krai of the Russian Federation - a region with a high level of agricultural development and rich tourism and recreational potential. Development of the private sector in agriculture, the pursuit of small and large companies to diversify their activities at the expense of the development of non-agricultural segment, resulted in the formation and development of rural tourism. These circumstances justified the choice of the region for illustration the diversity of the group "enterprises and the production of agricultural purpose" among the tourist resources of agricultural and other activities in the countryside. Therefore, by the example of Stavropol region the author shows that agricultural activities and its results, as well as the technologies used, are becoming tourist resources. According to the analysis results the author draws conclusions about what direction of rural tourism have enough resource provision. The author also gives a description of the (peasant) farms placement, authenticity and originality of agricultural brands that can be used for the formation of attractive tourist products. The level of integration in tourism the peasant farms, equestrian centers, fish and game farms of the region, the potential for further integration of peasant farms in the tourism industry are shown. The problems of rural tourism development of Stavropol Krai in terms of transport (road) access to peasant farms of Stavropol region and practices of promotion of rural tourism sites in the Internet environment of the territory are revealed.

The article discusses the economic problems of the innovative development of agriculture in the Russian Federation. The author describes the features of this process in agriculture that impede the introduction of innovations. As a result, the problems of innovative development that are characteristic of the economy as a whole under the specific conditions of agricultural production are intensified. Analyzing statistics, the author shows that the import substitution policy in agriculture in Russia is not fully implemented. The article describes the interconnection of the innovation process with the development and implementation of research and development and investment activity in the industry. The article analyzes the problems of using both own and attracted financial resources for innovative development. The author shows the problem of disparity in prices for agricultural and industrial products. The article also underlines the relationship of innovation and investment in human capital, the formation of human resources. The author makes the conclusions and proposals to stimulate the innovative development of agriculture.
