At present creation of specialized organizational structure, the technology transfer office (TTO) in higher education institutions (HEIs) becomes increasingly important for establishing communication between scientists, business and the state and for implementation of the results of scientific and technical activities of higher education institutions in the real sector of the economy. Surveys of domestic and foreign scientists show that the issues of creating project offices (which in fact are TTOs) in HEIs remain insufficiently explored. Given this, the authors conducted a study of project management to create a TTO in a HEI. Efficient organizational project management requires the presence of Organizational Breakdown Structure. This article proposes an Organizational Breakdown Structure template, which clearly demonstrates the project team structure targeted at TTO creation in a HEI, the subordination and basic functions of each team member. In addition, the article proposes a model of organizational structure of the newly created TTO, which is also a template for HEI, and which defines the structure of the office staff, their subordination and main functions. To determine the location of the TTO in the structure of HEI, the article proposes a corresponding model that shows the subordination and connection of the office with other functional units of HEI. Using the models presented in the article, any HEI will be able to effectively manage the project of creating a TTO and as a result to create a project product - a TTO.

In this paper it is proposed that similarly with the evolution and maturation of any organization, the Linking and Management of Technology Office (L & MoT) of a public R&D Mexican Centre has been evolved and is in the way to be transformed into a Technology Transfer Office (TTO). Case of fifteen year evolution of the Centro de Ciencias Aplicadas y Desarrollo Tecnológico L & MoT presents empirical evidence to identify the main phases and actions that have been driving this process along this time. Standard results obtained through the years using the L & MoT Management of Technology Model (MoT) are presented. Emphasis is placed in a final section with the lessons obtained from non-standard results coming from unsuccessful negotiations and failed link actions between the Center and some external organizations. Experience has shown that not all negotiations are successful but curiously, the best lessons for the personnel of a technology transfer office are probably derived from these problematic cases.

The majority of the approaches to managing project risk follow the logic of process groups. Project Management Institute (PMI) has 29 tools and techniques related to risk management process groups. Consequently, engineering and business schools have been accused of educating managers with sharp analytical skills but little understanding of social problems. The literature suggests that too much attention is focused on learning the techniques and formalities of risk management but not enough on the advanced issues of management. Also, the literature argues that there are two approaches to project management (hard and soft). The hard side only covers part of the managerial aspects which helps to manage foreseeable uncertainties. However, unforeseeable uncertainties need skills that related to soft side approaches such as emotional intelligence, navigating the organization’s culture, risk attitude, participative leadership style, and managing the relationship with stakeholders. This study provides an intensive review of the literature to discuss the need for integrating the hard and soft sides of management to achieve an effective risk management process. In addition, it proposes a conceptual framework that provides guidelines to enhance overall risk management efficiency.

Project management practice used many tools to support the process of recording and tracking data generated along the whole project. Project analytics provide deeper insights to be used on decision making. To conduct project analytics, one should explore the tools and techniques required. The mostcommon tool is Microsoft Excel. Its simplicity and flexibility make project manager or project team members can utilize it to do almost any kind of activities. We combine MS Excel with R Studio to brought data analytics into the project management process. While the data input process still using the old way that the project manager already familiar, the analytic engine could extract data from it and create visualization of needed parameters in a single output report file. This kind of approach deliver a low cost solution of project analytics for the organization. We can implement it with relatively low cost technology onone side, some of them are free, while maintaining the simple way of data generation process. This solution can also be proposed to improve project management process maturity level to the next stage, like CMMI level 4 that promote project analytics. Construction projects are becoming ever more complex and time driven, especially as the amount of project data and active project participants’ increase. For achieving a project success, project management not only must to meet time, cost, quality objectives, but also satisfies the project stakeholders needs related to the project management process. Project managers were difficult to effectively seizing, collecting and handling information which are generated from different systems. The elements of information presentation in web-based was contributed an important role to project management success. The purpose of this study is to provide a background to denote the enhancing project management via information presentation based on effective information technology/information systems which are emphasized in web-based.
