Sustainable development was famously defined in the 1987 Brundtland Report as “development that meets the needs of the present without compromising the ability of future generations to meet their needs.” In the decades that followed, anthropologists have made clear that the term requires a more specific redefinition within its context of late capitalism. For anthropologists, sustainable development evokes the effort of extending capitalist discipline while remaining conscious of economic or environmental constraints. Yet they have also found that sustainable development discourses frequently pitch certain forms of steady, careful capitalist extension as potentially limitless. Anthropologists have broadly found “sustainable” to be used by development workers and policy experts most widely in reference to economic rather than environmental constraints. Sustainable development thus presents as an environmentalist concept but is regularly used to lubricate extraction and energy-intensive growth in the name of a sustained capitalism. The intensifying impacts of climate change demonstrate the stakes of this choice. Anthropological interruptions and interrogations of the sustainable development concept within the unfolding logic of late capitalism range from the intimate and local realm of economic lives, to the political ecology of resource extraction, to the emerging ethnography of climate change. Anthropologists investigate sustainable development at these three scales. Indeed, scale is an effective analytic for understanding its spatial and temporal effects in and on the world. Anthropologists approach sustainable development up close as it has been utilized as a short-term disciplinary instrument of transforming people identified as poor into entrepreneurs. They can zoom out to see large extractive industries as, themselves, subjects and drivers of a larger-scale, longer-term framework of sustainable development. They also zoom out even further, intervening in emergent responses to climate change, a problem of utmost urgency that affects the globe broadly and far into the future, but unevenly. The massive environmental changes wrought by energy-intensive growth have already exceeded the carrying capacity of many of the world’s ecosystems. Climate change is at once a grave problem and a potential opportunity to rethink our economic lives. It has been an impetus to redefine mainstream approaches to sustainable development within a fossil-fueled capitalism. However, a deliberate program of “neoliberal adaptation” to climate change is emerging in sites of sustainable development intervention in a way that promises a consolidation of capitalist discipline. Anthropologists should thus engage a more robust ethnographic agenda rooted in environmental justice.

This paper argues how Mitchell’s work on complex disasters and environmental hazards is highly relevant to the global Sustainable Development Agenda and the international organizations involved in its implementation. The paper takes as its starting point two United Nations University projects led by Mitchell in the 1990s and reviews their prescience in terms of current developments in the context of urbanizations, economic development, population growth, and global environmental change. The issue of adaptation to climate change is highlighted as exemplifying the importance of integrated approaches encompassing human and natural systems, as advocated by Mitchell. Challenges to program and policy evaluation are then discussed with regard to adaptation, adopting Mitchell’s approach of understanding local situations while anchoring evaluation in scientific knowledge.

The term agroecology is not new, since it first appeared in scientific literature in the 1930s. In recent years, it seems to have enjoyed increasing success. Climate change is an important global issue. For sustainable development human society must adopt the climate change and reduce vulnerability. This chapter provides an overview on the climate change and its effects, in response how human societies adopt it across the globe. Chapter reviews major papers on adaptation to climate change. Purpose Climate finance is regularly not only seen as a tool to efficiently combat global warming but also to solve development problems in the recipient countries and to support the attainment of sustainable development goals. Thereby, conflicts between distributive and allocative objectives arise, which threaten the overall performance of such transfer schemes. Given the severity of the climate change problem, this study aims to raise concerns about whether the world can afford climate transfer schemes that do not focus on prevention of (and adaptation to) climate change but might be considered as a vehicle of rent-seeking by many agents. Design/methodology/approach Future designs of international transfer schemes within the framework of the Paris Agreement are to be based on experience gained from existing mechanisms. Therefore, the authors examine different existing schemes using a graphical technique first proposed by David Pearce and describe the conflicts between allocative and distributional goals that arise. Findings In line with the famous Tinbergen rule, the authors argue that other sustainability problems and issues of global fairness should not be primarily addressed by climate finance but should be mainly tackled by other means. Research limitations/implications As there is still ongoing, intense discussion about how the international transfer schemes addressed in Article 6 of the Paris Agreement should be designed, the research will help to sort some of the key arguments. Practical implications There are prominent international documents (like the Paris Agreement and the UN 2030 Agenda for Sustainable Development) seeking to address different goals simultaneously. While synergies between policies is desirable, there are major challenges for policy coordination. Addressing several different goals using fewer policy instruments, for example, will not succeed as the Tinbergen Rule points out. Social implications The integration of co-benefits in the analysis allows for taking into account the social effects of climate policy. As the authors argue, climate finance approaches could become overstrained if policymakers would consider them as tools to also solve local sustainability problems. Originality/value In this paper, the authors will not only examine what can be learnt from the clean development mechanism (CDM) for future schemes under Article 6 of the Paris Agreement but also observe the experiences gained from a non-CDM scheme. So the authors pay attention to the Trust Fund of the Global Environment Facility (GEF) which was established with global benefit orientation, i.e. – unlike the CDM – it was not regarded as an additional goal to support local sustainable development. Yet, despite its disregard of local co-benefits, the authors think that it is of particular importance to include the GEF in the analysis, as some important lessons can be learnt from it.

The Impact

Climate change is an unprecedented challenge in human history. It requires further immediate and concerted action. Understanding the stage of development of each energy resource, as the impact on the energy system to make informed decisions and prescribe a healthy energy future has thus become a priority. Decisions such as the phasing out of fossil fuels and the transition to an efficient and 100% renewable energy system, as well as increasing the storage capacity of greenhouse gases using environmentally sustainable approaches, maintaining natural ecosystems that generate environmental services, and restoring the degraded ones are now a top issue. Therefore, the relationship between energy and environmental policy is becoming essential. Accordingly, this paper will focus on the transition to renewable energy, the adaptation to climate change and the energy transition at EU level being strenuously debated, in order to build a holistic context of the actual situation. Adaptation to climate change requests a complex scientific study, given the diversity of uncertainties involved, and the interconnections between different areas, such as agriculture, sustainable development or energy industry. Therefore, the aim of research is to provide holistic understanding of the current climate issues, according to the mentioned fields. In this context, it is emphasized the benefits of clean energy by investigating the methods for achieving a prolific energy transition, from a conventional to a sustainable one. Carefully analysing the commitments and the transition to a low-carbon electricity system looking behind the causes and studying closely the underlying elements of all these topics, using the qualitative research method as a basis to indulge in further analysis and research, it was outlined a detailed analysis of the current climate context. In conclusion, the effect of the pressure brought into play by human exploitation of goods and services on the ecosystems was associated with the ongoing concerns of environmental degradation, climatic variations, natural and ecological distortions, and financial setbacks. Taking into account the drive toward accomplishing sustainable development and environmental quality, powerful policies are being implemented, but given the variety of investment conditions in each country and including the different characteristics of the financial markets, there is no unique solution that works for everybody. Therefore, the transition to a more sustainable energy system has a verity of implications but it is an essential condition for sustainable development.

Abstract: The Mekong Delta is defined as the key agricultural economic development area of the whole country with a contribution to about 55% rice and seafood production and participates in exporting 90% rice and 60% seafood annually. However, the Mekong Delta’s agricultural economy is very vulnerable due to a high reliance on traditional production and natural resources. In fact, the transformation of the economic growth model in Mekong Delta has been faced to profound changes in the natural and social ecosystems structure. The particular concerned issue is the climate change which takes place more and more seriously affecting deeply to the daily life and producing of people in the region. By the methods of document analysis, surveys and group discussion, this article analyzes the situation of transforming the economic growth model of Mekong Delta in the past, which has been affected by climate changes as well as how climate change has affected production outcomes, social life and environmental ecology. Based on that, the author proposes suitable and feasible solutions to promote the transformation of economic growth model sustainably through developing three pillars: highly economic efficiency and the stable growth rate; the political stability and increasing social welfare; environmental safety and ecological balance.
