This chapter discusses the strategic value of landpower in Humanitarian Assistance and Disaster Relief (HA/DR) operations. When disasters occur that are significant enough to derail/delay political agendas, the US government depends on landpower's unique capabilities to support the lead federal agency, the US Agency for International Development. The authors use three disaster relief operations case studies (the 2010 earthquake in Haiti, the 2014 Ebola outbreak in Liberia, and the 2013 Super Typhoon Haiyan in the Philippines) to illuminate the Army's core roles in HA/DR success. Lastly, the chapter discusses the secondary benefits of successful HA/DR operations like enhancing interoperability among joint, interagency, and multinational partners, assuring partners and allies, and reinforcing the strategic narrative of US power.

The Philippines’ humanitarian norms and frameworks have evolved from focusing on humanitarian assistance and disaster relief to more pro-active disaster preparedness, enhancing community resilience and empowered participation of local and grassroots actors. The US-Philippines security alliance has evolved in line with these developments and needs to be understood more holistically and not be limited to providing humanitarian assistance and disaster relief through sending foreign military assets in times of disasters. This article argues that the non-traditional aspect of the US-Philippines bilateral alliance is not intended to underplay the role of the US military, but highlights the importance of the private sector, humanitarian NGOs, and the US Agency for International Development (USAID) in deepening and broadening the security alliance.

The US Agency for International Development (USAID) receives directives and funding through the appropriation process, though until recently, global surgery was not included in its mission. Nevertheless, an estimated five billion people lack access to safe, timely, and affordable surgical care, in large part due to lack of economic resources. Using coalition-based advocacy, the G4 Alliance successfully developed and submitted language that was incorporated into the 2020 Appropriations report language, directing USAID to financially support global surgery. This has significant implications for global surgical investment, yet few advocates are aware of the 2020 Appropriations language, let alone how they can utilize it now to advance global surgery in their respective countries. Here, we describe how advocates navigate the US appropriations process and the ways USAID funds are obtained for the purposes of global health. We also highlight the importance of coalition-based advocacy and provide guidance in how to increase success.

In the United States, the US Agency for International Development (USAID) has decided to fund project MotherCare, which is aimed at enhancing the services and educational programme that have a significant impact on maternal and neonatal health and nutrition. The work is being carried out by John Snow Incorporated in Washington DC and will include five projects in different countries to demonstrate the efficacy of various interventions, such as improvements in the nutrition of newborn babies, as well as the prevention and treatment of disorders known to be important to maternal and neonatal mortality and morbidity. The MotherCare project will also introduce research and training initiatives in a number of countries. For those interested in researching a practical approach to reducing maternal mortality, the Safe Motherhood Operational Research programme is offering funding for government and non-governmental organisations in developing countries.1

This chapter focuses on two events that preceded the IWY intergovernmental conference and NGO tribune: a “journalists’ encounter” and a seminar on women in development. The journalists’ encounter was organized by the UN’s information agency, which sponsored Third World media fellows and invited scores of other journalists to discuss media coverage of women, an issue of considerable interest among feminist activists and IWY planners. The development seminar was sponsored by the US Agency for International Development (USAID) via the American Association for the Advancement of Science and focused on crafting development strategies that would improve rather than diminish women’s status. Discussions included women’s access to credit, recognition of women’s uncommodified subsistence labors, and greater attention to local priorities and solutions. The chapter explores how these two issues intersected as Third World intellectuals protested against Western domination of media representations, echoing feminist concerns about male-dominated mass communications media.

Veterinary education provides a solid clinical and public health background that is applicable to several international development and humanitarian assistance sectors; however key skills and experiences that are required to be an effective Global Veterinary Medicine practitioner are not covered. In response to the US Department of Defense adopting Stability Operations as a core mission, the US Army Veterinary Corps has developed a Veterinary Stability Operations Practitioner Course intended to prepare Veterinary Corps officers to function effectively if tasked to conduct or support Stability Operations. The Veterinary Stability Operations Practitioner Course is a two part workshop series that provides a global veterinary perspective including knowledge, skills and experience necessary for Veterinarian to function in an international developing setting. Skills in assessment methodologies, program planning and evaluation are core to each workshop. Knowledge is based on production, market, and disease surveillance systems in the developing world. The intent is for the attendee after completing the course series to view their operational environment differently by understanding the social and cultural context that influences local population decisions and behaviors.

Величина кредитного риска во многом определяет требования к размеру активов, взвешенных по уровню риска, и к величине резервов на возможные потери по ссудам, а, следовательно, и к достаточности собственного капитала банка. Этим обуславливается повышенный интерес со стороны банковского сообщества к повышению качества оценки кредитного риска для различных сегментов кредитного рынка, в том числе в рамках подхода, основанного на внутренних рейтингах банков (IRB-подход). В статье обсуждаются современные возможности оценки основных компонентов кредитного риска при ипотечном жилищном кредитовании. Отмечается активное развитие инструментов количественного анализа данных, включая эконометрический подход, который превалирует в академической литературе по проблеме исследования и входит в число перспективных направлений развития систем ипотечного андеррайтинга коммерческих банков.
