In the Cold War, “development” was a catchphrase that came to signify progress, modernity, and economic growth. Development aid was closely aligned with the security concerns of the great powers, for whom infrastructure and development projects were ideological tools for conquering hearts and minds around the globe, from Europe and Africa to Asia and Latin America. This book provides a global history of development, drawing on a wealth of archival evidence to offer a panoramic and multifaceted portrait of a Cold War phenomenon that transformed the modern world. Taking readers from the aftermath of the Second World War to the tearing down of the Berlin Wall, the book shows how development projects altered local realities, transnational interactions, and even ideas about development itself. The book shines new light on the international organizations behind these projects—examining their strategies and priorities and assessing the actual results on the ground—and it also gives voice to the recipients of development aid. It shows how the Cold War shaped the global ambitions of development on both sides of the Iron Curtain, and how international organizations promoted an unrealistically harmonious vision of development that did not reflect local and international differences. The book presents a global perspective on Cold War development, demonstrating how its impacts are still being felt today.

Subject. The article addresses the history of development and provides the criticism of existing criteria for aggregate social welfare (on the simple exchange economy (the Edgeworth box) case). Objectives. The purpose is to develop a unique classification of criteria to assess the aggregate social welfare. Methods. The study draws on methods of logical and mathematical analysis. Results. The paper considers strong, strict and weak versions of the Pareto, Kaldor, Hicks, Scitovsky, and Samuelson criteria, introduces the notion of equivalence and constructs orderings by Pareto, Kaldor, Hicks, Scitovsky, and Samuelson. The Pareto and Samuelson's criteria are transitive, however, not complete. The Kaldor, Hicks, Scitovsky citeria are not transitive in the general case. Conclusions. The lack of an ideal social welfare criterion is the consequence of the Arrow’s Impossibility Theorem, and of the group of impossibility theorems in economics. It is necessary to develop new approaches to the assessment of aggregate welfare.

The age of Mars yardangs is significant in studying their development and the evolution of paleoclimate conditions. For planetary surface or landforms, a common method for dating is based on the frequency and size distribution of all the superposed craters after they are formed. However, there is usually a long duration for the yardangs’ formation, and they will alter the superposed craters, making it impossible to give a reliable dating result with the method. An indirect method by analyzing the ages of the superposed layered ejecta was devised in the research. First, the layered ejecta that are superposed on and not altered by the yardangs are identified and mapped. Then, the ages of the layered ejecta are derived according to the crater frequency and size distribution on them. These ages indicate that the yardangs ceased development by these times, and the ages are valuable for studying the evolution of the yardangs. This indirect dating method was applied to the areas of Martian yardangs in the Medusae Fossae Formation (MFF). The ages of the selected six layered ejecta range from ~0.50 Ga to ~1.5 Ga, indicating that the evolution of the corresponding yardangs had been ceased before these times. Analysis of more layered ejecta craters and superposed yardangs implies that yardangs in the MFF have a long history of development and some yardangs are still in active development.

The transmission and distribution system operated by British Gas plc is the largest integrated pipeline system in Europe. The whole system comprises a national transmission system which carries gas from five terminals to the twelve gas regions. Each region in turn carries the gas through a regional transmission system into a distribution grid and thence onto its customers. The national, regional and distribution system all present the instrument engineer with different technical challenges because of the way in which they have been built and are operated, however, it is simplest to characterise them by their process conditions. The operating pressure is highest in the national transmission system being up to 75 bar, in the regional transmission system the pressure is usually less than 37 bar, and in the distribution grid it is less than 7 bar. In general, the pipe diameters decrease from the national system downwards, and the measured flowrates are lowest in the distribution grids. This paper is concerned only with instrumentation on the national transmission system. The discussion will cover current technology which is typical of that being installed at present, and concentrates on the more commonly found instrumentation. The paper begins with a brief history of development of the national transmission system and a description of how it is operated. This is followed by a discussion on the application of computers to the control of unmanned installations. A section concerning the measurement of pressure and its application to the control of the system comes next. The main part of the paper contains an analysis of high accuracy flowmetering and the paper concludes with some comments on developments in instrumentation and their application to changing operation of the national transmission system.
