HISTORY OF DEVELOPMENT AND MANUFACTURE OF TRACTORS AND PRIME-MOVERS BY THE STATE ENTERPRISE «KHARKIV DESIGN BUREAU OF ENGINEERING NAMED AFTER A. A. MOROZOV» AND STATE ENTERPRISE «MALYSHEV PLANT» (REVIEW ARTICLE)

The review article systematizes information and studies the history of designing tractors and prime-movers at the State Enterprise «Kharkiv Design Bureau for Mechanical Engineering named after A. A. Morozov» and their manufacture by the State Enterprise «Malyshev Plant » from the origin of such production in Kharkiv to the present time. The role of Kharkiv in providing the country with special equipment is revealed. Detailed biographical information about chief designers of this technique (B. N. Voronkov, N. G. Zubarev, M. N. Shchukin, A. I. Avtomonov, M. D. Borisyuk, A. D. Motrich, M. P. Kalugin, P. I. Sagir, B. I. Kalchenko) provided, their role in the development and improvement of designs of special-purpose machines is indicated. The main technical characteristics of basic models of tractors and prime-movers are presented. The main problems in the production of these types of equipment are mentioned. The article contains information about various modifications of AT-T, their main differences and purposes are indicated. This article focuses on the history of development interpretation of the Qur'an in Indonesia, both post independence as one of the discussions presented to enthusiasts and study of understanding the Qur'an. The type of this research is a literature review and the use of content analysis (content analysis). Formulate of the problem this research is how the history of the development interpretation of the Qur'an in post-independence and contemporary Indonesia? In this study, it concluded that the study of the understanding of the Qur'an in the archipelago, especially Indonesia, continued to develop according to the times so that various works of scholars were born in the field of Qur'anic interpretation using multiple methods. .

Permafrost Regions In Transition: Introduction

Russian permafrost regions are unparalleled in extent, history of development, population presence, and the scale of economic activities. This special issue, «Permafrost Regions in Transition», provides a timely opportunity to (a) examine major issues associated with changing permafrost conditions in natural environments and areas of economic development; (b) present insights into new methods of permafrost investigations; and (c) describe new opportunities and risks threatening sustainable development of Arctic populations and industrial centers in Russia. The issue begins with papers focused on methods of permafrost research, followed by papers focused on examining changes in permafrost under natural conditions, and in Arctic settlements. The last two papers examine potential impacts of permafrost degradation on the Russian economy and potential health implications.

The impact of the mining sector on the development of the Severo-Enisejskiy district of the Krasnoyarsk territory: Where the effects are concentrated

The review of the extensive methodological apparatus developed for assessing the socio-economic effects of investment projects, state policy or the activities of companies is carried out. By the example of the Severo-Enisejskij district of the Krasnoyarsk region, the dynamics of the influence of gold mining industry on the socio-economic development of the territory in comparison with other municipalities of the region is considered. It is shown that in the 2000s the district was significantly different in comparison with the region by many indicators, then in the mid-2010s there was a decrease in its separation. It was caused by the dependence of its socio-economic situation on the situation in the world market, and by a decrease in the influence of the industry on the territory. The differences in the effects of activities in the district of two companies — “Polyus” and “Sovrudnik” — are analyzed. These companies are different in its scale and history of development. It is shown that the size of a company affects the hierarchical administrative level at which the maximum effects from its activities are concentrated. On the territory of the district, large effects, including attracting permanent residents to the territory, have been retained until recently by “Sovrudnik”, while “Polyus” is more evident at the regional level. Its administrative resource allows to implement infrastructure projects that are interesting to the company, but can indirectly have positive effects for the local population. However, the future development of both companies is most likely to be associated with maximizing the use of a more flexible shift mode of work, and the effects of their activities in this regard will continue to decrease.

On the development of the theoretical criminal law research school of the institute of legislation and comparative law under the government of the russian federation

The aim of the study is to examine the results of the activities of scientists representing the theoretical criminal law scientific school of the Institute of Legislation and Comparative Law under the Government of the Russian Federation since its establishment in 1923 up to the present time. Particular attention is paid to the scientific activity of M. N. Gernet related to his research in the field of criminology and prison science and the results of the work of his followers. In the conclusion we present the periodization of the history of development of theoretical criminal law scientific school of the Institute of Legislation and Comparative Law under the Government of the Russian Federation.

On the 125th anniversary of the discovery of radioactivity: history of development and current state of regulation of the provision of the radiation safety of the public

This paper is focused on the history of development and current state of regulation of the provision of radiation safety of the public. It includes data on the history of discovery of the X-rays, radioactivity and development of the atomic industry in the USSR and in the world as well as the issues of evaluation of the radiobiological effects of the ionizing radiation on the human and history of the development of regulations. It is indicated, that the principles of the radiation safety, norms and approaches to the provision of the radiation protection presented in the Federal state Law № 3-FZ “On the radiation safety of the public” and NRB 99/2009 fully comply with the ICRP Publication 60 (1990) and International Basic Safety Standard (IAEA, 1997). For decades, FZ-3 and NRB 99/2009 have allowed provisioning the high level of radiation safety of the personnel and the public.

THE HISTORY OF THE LIMIT STATE DESIGN METHOD

This paper analyzes the 70-year history of development of the limit state design method (LSDM) focusing on the fundamentals of the design codes based on this method and considers proposals for improving the LSDM and its justification. It was also noted that the reaction of the system in any of its fixed states is not always sufficient to assess the reliability of the system, and therefore it is necessary to analyze the rate of loss of resistance of load-bearing structures. However, probabilistic considerations were not enough due to the lack of reliable statistical data in the area of extreme sections of the distribution curves and a number of other circumstances (features of control procedures, different behavior of the material in the structure and in the samples, etc.). This paper analyzes some fundamental issues that should be solved when developing the method for the nonlinear analysis.

Criminal punishment: history and modernity

The article discusses criminal punishment in historical and modern aspects. The term «criminal punishment» is multidimensional both in everyday and scientific understanding, functional properties are diverse. Without punishment there is no crime, and without crime there is no punishment. Hence the familiar phrase «crime-punishment». The role of criminal punishment in countering socially dangerous acts, its effectiveness causes discussion. The issues of sentencing at different times have always been and are receiving a lot of attention, both from legal scholars and from practitioners. The improvement of modern legislation in terms of criminal punishment gives reason to say that there is an understanding and research of the problems of the application of criminal punishment in modern society. Punishment expresses, on behalf of the State and society, a negative legal, social and moral assessment of the criminal act and the offender and consists in the deprivation or restriction of rights and freedoms provided for in criminal legislation. The purpose of this study is to study criminal punishment, its goals and practice of application, consideration of historical prerequisites. To achieve this goal, it is necessary: to investigate the institution of sentencing in the history of development, to study the current state of the institution of punishment, its goals and practice of application in modern Russia. The methodological basis of the work was made up of general scientific methods (historical, logical, system-structural, comparative legal analysis).

The history of development of the decorative floral growing and gardening laboratory of the N. A. Аvrorin Polar-Alpine Botanical Garden-Institute of KSC RAS

A brief history of the formation and development of the laboratory of decorative floriculture and gardening at PABSI, the main directions of its scientific research are presented. The most significant results achieved by the scientific department for almost half a century, which are extremely promising and in demand now, are noted.
