Annual conferences, educational courses, and other meetings draw a diverse community of individuals, yet also create a unique environment without the traditional guard rails. Unlike events held at one's home institution, clear rules and jurisdiction have not been universally established. To promote the open exchange of ideas, as well as an environment conducive to professional growth of all participants, the leading neurosurgical professional organizations joined to delineate the expectations for anyone who participates in sponsored events. The One Neurosurgery Summit Taskforce on Professionalism and Harassment developed a foundational policy that establishes common expectations for behavior and a unified roadmap for the prompt response to untoward events. We hope that publishing this policy will inspire other medical organizations to establish their own meeting and conference policies. More importantly, we wish to bring greater attention to everyone's responsibility for ensuring a safe and respectful space for education, scientific debate, and networking during organized events.

We are in an interesting historical moment in mathematics teacher education. On the one and, there is greater realization within our field of the connections between systems of power and mathematics (O'Neil, 2016). We are starting to acknowledge how mathematics education can be viewed as dehumanizing for both students and teachers as well as what might constitute rehumanizing practices (Gutiérrez, in press). Our professional organizations are calling for teachers to move beyond simplistic notions of equity to understand these power dimensions and challenge the system on behalf of (and in community with) Black,1 Indigenous,2 and Latinx3 students in particular

The article is devoted to the study of intra-firm labor mobility and the opportunities for updating the composition of research personnel, including managers. The information base was the data from the questionnaire survey of the personnel of the institutes of the Russian Academy of Sciences, carried out by the Institute of Socio-Economic Studies of Population RAS in 2015. The age limit set for heads of institutions, the established standards for young research fellows and other measures have changed the mechanism of labor mobility. Changes in the position of researchers of different categories have been analyzed with the account of the factors facilitating career growth or, on the contrary, complicating it. It turned out that junior researchers and top-management were the most mobile categories in the personnel hierarchy. The summary picture of the career advancement to top management, on the one hand, showed its availability for employees with different starting opportunities, and on the other hand, provided insight into the personnel reserves of candidates for the position of director and deputy director for research. Career attitudes were correlated with the assessment of the reality of their implementation. The process of accelerated rejuvenation of the RAS personnel can be described as controversial, especially in connection with the large-scale changes in the top management. The internal potential of candidates for director’s post was also investigated. According to the study, it is not high enough, and the chances of a person from the outside are significant. It looks like normalization of the intra-firm mobility of researchers, including rotation of managerial personnel, is possible not so much by administrative regulation, as through the all-round development of the scientific environment in which there is a qualitative professional growth of scientific personnel.

Given its nature, a crisis has a significant community impact. This applies in particular to emergencies: crises that arise quickly. Because of the complex and multifaceted nature of large-scale incidents, the response requires coordinated effort by multiple organizations. This networked collaboration is not solely restricted to professional organizations. In responding to an incident, the affected community can itself be an important source of information and capabilities. This chapter discusses how one can shape a trustworthy and decisive response organization in which relevant and useful capacities available in the community are incorporated. This discussion has two focal points. The first focal point is the role of the affected community in the case of an emergency. On the one hand, an emergency affects the fabric of the community, such as the critical infrastructure. On the other, a community has inherent internal resources that give it resilience and capacity to respond in a crisis. This needs to be reflected in the choice of emergency response planning model. The second focal point is the structure of the emergency response network. An emergency response network is a mixed-sector network. This means that coordination is needed among organizations and collectives with differing strategic orientations.

This chapter defines and describes refugees. The term ‘refugee’ is a term of art, that is, a term with a content verifiable according to principles of general international law. In ordinary usage, it has a broader, looser meaning, signifying someone in flight, who seeks to escape conditions or personal circumstances found to be intolerable. For the purposes of international law, States have further limited the concept of the refugee. Defining refugees may appear an unworthy exercise in legalism and semantics, obstructing a prompt response to the needs of people in distress. On the one hand, States have nevertheless insisted on fairly restrictive criteria for identifying those who benefit from refugee status and asylum or local protection. On the other hand, the definition or description may facilitate and justify aid and protection, while satisfying the relevant criteria ought in practice to indicate entitlement to the pertinent rights or benefits. In determining the content in international law of the class of refugees, therefore, the traditional sources—treaties and the practice of States—must be examined, also taking into account the normative impact of the practice and procedures of the various bodies established by the international community to deal with the problems of refugees.

Structural conditions in schools limit diverse exceptional learners' academic and social-emotional development and inhibit the professional growth of their teachers. Teachers and students are restricted by the current instructional model, which suggests that effective teachers lead all students through a uniform set of instructional experiences in service of objective mastery. This model assumes that diverse exceptional learners' success depends on access to the teacher-designed, one-right-way approach to the learning objective. This inflexible model prevents both the teacher and the student from co-constructing learning experiences that leverage their mutual strengths and support their mutual development. In this chapter, the authors argue that the Universal Design for Learning framework challenges the one-right-way approach, empowering teachers and students to leverage their strengths in the learning process. The authors recommend training teachers to use the Universal Design for Learning framework to design flexible instruction for diverse exceptional learners.

This article discusses the current trends, analysis and forecasts of the labor market situation in Russia. Results the effect of the global economic crisis on the labor market. It was revealed that the crisis has forced workers significantly revise their professional requirements. In particular, today the Russian top managers and key specialists emphasize employment is the stability of the company in the market, even the prospects for career and professional growth overshadowed. The recommendations on the adjustment of human resources management strategy of the organization, taking into account trends and forecasts of the labor market. The new targets have to work with the company personnel are performance evaluation and staff development. These strategic priorities, on the one hand — a direct consequence of the difficulties in the economy, dictating the most balanced market participants to expend resources, on the other hand — an attempt to control service personnel to reach a new level of business.

In modern science, the theory of probability is one of the basic tools. Scientists using probability often refer to its objective interpretation. They emphasize that their probabilistic hypotheses concern objective facts, not degrees of belief. Accordingly, the following questions arise: What is the meaning of this type of probabilistic hypothesis? Is the assumption of objectivity necessary? The paper addresses these questions by analyzing objective probability in the context of the scientific debate on determinism. Two types of arguments will be presented. On the one hand, there is the assertion that objective probability can exist only in an indeterministic world. Then, on the other hand — I analyze the assertions of those who believe in the co‑existence of objective probability and determinism. As a result I show that the acceptance of deterministic and indeterministic fields as possible areas where objective probability can occur is extremely problematic. Depending on the chosen area we encounter different types of problems. Therefore, I show that a significant number of these problems are associated with the acceptance of incorrect metaphysical assumptions. And finally, I postulate that the objectivity of probability (and assumptions pertaining to it) can be reduced (without any losses) to the epistemic variant.

Much of the research on the settlement sector focuses on the impact of settlement programs on the integration of immigrants. The settlement sector as a field of employment for immigrant women is still an emerging field for research. This working paper examines the experiences of immigrant women working in the settlement sector and compares Germany with Canada in this respect. The central thesis is that immigrant women working in this sector experience occupational segmentation based on their gender, race, and immigration status. Our research findings support this thesis, suggesting that the settlement sector is a deeply segmented labour market where, on the one hand, language and cultural competencies facilitate the employment of racialized immigrant women, while on the other hand, the positions these women occupy are characterized by precarious working conditions with limited opportunities for professional growth. These similar labour market outcomes occur in Germany and Canada, despite the rather different structures of the settlement sector in the two countries. Abstract Graduate students are developing skills in scientific communication, research, and various other specified trainings. However, adequate resources for these students are not always available at their home institution. Educational outreach programs are often discussed in relation to secondary education. The potential to expand these types of programs to the post-secondary and graduate levels of education would represent a potential benefit to the students, scientists, and universities involved in the exchange. In such programs, graduate students would participate in an exchange with other universities to address deficits introduced by a lack of resources. This educational experience in a new setting would allow exposure to techniques and ideals otherwise inaccessible to the student. The objective of this observational case study was to evaluate the relevance and value of graduate exchange as an educational outreach model in graduate education. In this case study, a graduate student from Tarleton State University’s Department of Animal Science and Veterinary Technology was supported to study for a period of three weeks in the University of Georgia’s Parasitology Laboratory. This exchange was established to teach in vitro techniques related to the student’s graduate research. The student was able to gain valuable experience in laboratory techniques that aided in personal and professional growth while also expanding the capabilities of the home institution through training exercises conducted on return to campus. In addition to expansion of research capacity, the student was able to serve as an ambassador for the home institution, thereby enabling a more fluid exchange of ideas through student recruitment. Qualitative results from this case study would indicate that similar educational outreach opportunities are valuable components of graduate education and serve as an example for development in future graduate programs.

The foundation of the Royal Society marks an important step in the institutionalization of seventeenth-century British natural philosophy. The society's existence and activities provided a focus for the exchange of opinions, while its meetings and publications became forums for scientific debate. Some writers, however, have claimed much more than this for the society and have seen its establishment as marking a real watershed between, on the one hand, intellectually ‘conservative elements’ and, on the other, a set of ‘definite philosophical principles … inspiring … progressive minds’. Others have gone still further and argued not only that the society's activities ‘enormously’ accelerated ‘the development of natural sciences’, but that these activities were the result of the ‘working out of a conscious, deliberately-conceived ideal’. But views which see a single, logically consistent conception of the nature of the scientific enterprise informing the work and outlook of the Royal Society and its members involve a serious oversimplification of the complexity of natural philosophy in the late seventeenth century. Despite some important work published in recent years, we are still far from achieving a satisfactory understanding of the complicated web of traditions, sources, and intellectual systems that provided both an inspirational dynamic for the work of natural philosophers such as those in the Royal Society and patterns of expression through which their preoccupations could be articulated. Thus the many studies which have been devoted to establishing connexions between the scientific movement and patterns of religious or political belief have been flawed from the start by unreal assumptions about the degree of intellectual coherence presented by the natural philosophy of the time. And until we can present a more three-dimensional picture of what the 'scientific movement’ was in fact all about, and until wider agreement has been reached as to satisfactory definitions of various types of socio-theological attitude and behaviour, such studies are no more than attempts to tie together two unknowns by means of a rope of sand.
