Decision-makers (DMs) usually face many obstacles to give the right decision, multiplicity of them highlights a problem to represent a set of potential values to assign a collective membership degree of an object to a set for several DM’s opinions. However, a hesitant fuzzy set (HFS) deals with such problems. The complexity appears in DM’s opinion which can be changed for the same object but with different times/phases. Each of them has a set of potential values in different times/phases of an object. In this paper, the periodicity of hesitant fuzzy information is studied and applied by extending the range of HFS from [0, 1] to the unit disk in the complex plane to provide more ability for illustrating the full meaning of information to overcome the obstacles in decision making in the mathematical model. Moreover, the advantage of CHFS is that the amplitude and phase terms of CHFSs can represent hesitant fuzzy information, some basic operations on CHFS are also presented and we study its properties, in addition, several aggregation operators under CHFS are introduced, also, the relation between CHFS and complex intuitionistic fuzzy sets (CIFS) are presented. Finally, an efficient algorithm with a consistent process and an application in multiple attributes decision-making (MADM) problems are presented to show the effectiveness of the presented approach by using CHFS aggregation operators.

The process of decision-making is subject to various influence factors and environmental uncertainties, which makes decision become a very complex task. As a new type of decision processing tool, the q-rung orthopair fuzzy sets can effectively deal with complex uncertain information arising in the decision process. To this end, this study proposes a new multi-attribute decision-making algorithm based on the power Bonferroni mean operator in the context of q-rung orthopair fuzzy information. In this method, in view of multi-attribute decision-making problem of internal relationship between multiple variables and extreme evaluation value, the Bonferroni mean operator is combined with power average operator. Then, the integrated operator is introduced into the q-rung orthopair fuzzy set to develop a new q-rung orthopair power Bonferroni mean operator, and some relevant properties of this new operator are discussed. Secondly, a multi-attribute decision-making method is established based on this proposed operator. Finally, the feasibility and superiority of our method are testified via a numerical example of investment partner selection in the tourism market.

In many cases, complex problems cannot be accurately described by precise numerical values. Fuzzy theory provides a suitable tool for solving these problems. However, if decision makers cannot reach an agreement on the method for defining linguistic variables based on fuzzy sets, TIVFNs (triangular interval-valued fuzzy numbers) can provide more accurate modeling. Therefore, solving fuzzy MCGDM (multiple criteria group decision-making) problem with an unknown expert weight and criterion weight in TIVFNs has become an important research direction. In this paper, TIVF-VIKOR (triangular interval-valued fuzzy VIKOR) method, which is suitable for the environment of TIVFNs, is proposed to solve the problem of fuzzy MCGDM. To achieve this goal, the TIVF-VIKOR method is innovatively adopted similarity and coefficient of variation are combined to calculate expert weight, and deviation maximization method based on divergence matrix is used to calculate criterion weight. VIKOR method is used to find the compromise solutions, which are converted into the form of binary connection number, and the optimal compromise solution is obtained after ranking. The proposed method is applied to the problem of machine fault detection, and the validity and feasibility of the method are illustrated. Compared with the TOPSIS∖ELECTRE method, the ranking results of the three methods are equivalent, and the fluctuation of the TIVF-VIKOR method is more distinct.

Considering the risk aversion for gains and the risk seeking for losses of venture capitalists, the TODIM has been chosen as the decision-making method. Moreover, group decision is an available way to avoid the limited ability and knowledge etc. of venture capitalists. Simultaneously, venture capitalists may be hesitant among several assessed values with different probabilities to express their real perception because of the uncertain decision-making environment. However, the probabilistic hesitant fuzzy information can solve such problems effectively. Therefore, the TODIM has been extended to probabilistic hesitant fuzzy circumstance for the sake of settling the decision-making problem of venture capitalists in this paper. Moreover, due to the uncertain investment environment, the criteria weights are considered as probabilistic hesitant fuzzy information as well. Then, a case study has been used to verify the feasibility and validity of the proposed TODIM. Also, the TODIM with hesitant fuzzy information has been carried out to analysis the same case. From the comparative analysis, the superiority of the proposed TODIM in this paper has already appeared.

The aim of this paper is applying the linguistic term and linguistic variables to picture fuzzy information. In this article the multiple attribute group decision making is considered. First we develop the picture linguistic averaging aggregation operators based on new operation on picture fuzzy information. For the (MCGDM) problems with picture linguistic information, we define a score index and accuracy index of (PLNs), and prefer a technique to the correlation among the two (PLNs). Simultaneously, some operation laws for (PLNs) are defined and the related properties are studied. Further, some aggregation operators are developed: picture linguistic weighted averaging (PLWA), picture linguistic ordered weighted averaging (PLOWA), picture linguistic hybrid averaging (PLHA) operators
