The goal of this dissertation is to examine how stakeholders adjusted their narrative strategies to develop support for transferability of veterans' educational benefits to their spouses and dependent children, which was eventually established in the Post9/11 GI Bill. Prior studies have not examined this particular topic, and this dissertation presents an exploratory study that contributes to various hypotheses present in the Narrative Policy Framework. This dissertation demonstrates that stakeholder groups use narrative strategies to expand or constrain the policy issue to support their desired end states and that changes in policy discussion help explain policy changes and revised outcomes.

AbstractThe overuse of fertilizers in agriculture and their entry into freshwater has many negative impacts on biodiversity and poses problems for drinking water resources in Germany. In response to exceeding levels of nitrate concentrations in groundwater in parts of the country, an intense public dispute evolved and a significant policy change in fertilizer regulation occurred in 2020. Based on the German case of agricultural water pollution, this study demonstrates in an innovative way how discourse network analysis is a fruitful method for the integrated study of actor coalitions and their use of narrative strategies in public debate. Theoretically, the study draws on the narrative policy framework (NPF) to explain how actor coalitions use narrative strategies to attempt to influence policymaking on water pollution by agricultural activities. The empirical analysis builds on newspaper articles and press releases disseminated between 2010 and 2020. The results demonstrate how two opposing actor coalitions with congruent policy beliefs formed in the struggle over fertilizer regulation. These not only diverged in their policy beliefs but also differed in their use of narrative strategies to try to expand or contain the policy issue. More precisely, the coalitions adapted their narratives over time in response to changes in the likelihood to win or lose. Furthermore, the results suggest the coalition in favor of stricter fertilizer regulation was more sophisticated in its effort to mobilize specific target groups. Overall, the article provides a valuable contribution to the literature on the NPF by combining research on coalition formation and policy narratives.

AbstractThis paper discusses the theoretical and methodological approaches to the study of the use or non-use of expert-based information in policy-making. Special attention is paid to the Narrative Policy Framework introduced by Jones & McBeth in 2010. This theory of the policy process adopts a quantitative, structuralist and positivist approach to the study of policy narratives. The Narrative Policy Framework is useful for the analysis of the use of expert-based information to resolve so-called wicked problems, which are characterized by intense value-based conflict between policy coalitions. The methodological approach of the Narrative Policy Framework is illustrated using the policy issue of mandatory vaccination.

Numerous state and local jurisdictions across the United States have adopted policies limiting their cooperation with federal deportation efforts carried out by Immigration and Customs Enforcement (ICE). Sometimes referred to as “sanctuary cities,” these jurisdictions interpret federalism in a way that resists active participation in federal immigration enforcement. Employing the Narrative Policy Framework (NPF), we analyze 164 public consumption documents to examine policy narratives disseminated by interest groups engaged in the policy debate surrounding sanctuary cities between 2010 and 2017. Using data derived from a content analysis of these documents, we develop a new measure, the solidarity shift, to capture the prevalence of victims in policy narratives; we find there are significant differences in the narrative strategies employed by advocates and opponents of sanctuary jurisdictions, with opponents’ narratives demonstrating more active responses to external events and a higher proportion of victims, relative to other characters. We also find that the killing of Kathryn Steinle in San Francisco can be seen as a focusing event because of the narrative actions of anti-sanctuary city advocates and their reliance on the solidarity shift, which resulted in significant changes to anti-sanctuary city narrative strategies.

The emergence of dependent contractors challenges the existing institutions regarding social protection and labour regulation. This article aims at identifying the political narratives that explain the emergence of New Forms of Employment (NFE) and dependent contracting along with the policy solutions proposed by the social partners at the EU and international level. By analysing policy documents from the social partners through the lens of a qualitative version of the Narrative Policy Framework (NPF), the authors indentify two distinct narratives – ‘devaluation of work’ and ‘entrepreneurship and flexibility’. The authors show how these rationales lead to various policy solutions and identify oppositions and possible compromise.

In pursuit of public welfare, the federal government supports a range of programs designed to encourage desirable behavior. Though for centuries lawmakers have strived to account for irrational actors and ultimately produce effective policy, behavioral economics has only entered the discussion recently as a means to accomplish these ends. The G.I. Bill provides a unique opportunity to examine behavioral economic principles as they relate to a long-standing, well-developed program. Introduced in 1944, the G.I. Bill provides tuition assistance and other educational benefits to support US military veterans pursuing a postsecondary credential. Benefit usage rates remain high and relatively stable in the decades since the legislation’s enactment, suggesting that educational incentives may serve as powerful motivators for veterans continuing their education. However, low college completion rates amongst veterans that choose to use G.I. Bill benefits limit the program’s true effectiveness. This case illustrates both the benefits and the limitations of applying behavioral economics concepts in policy design, particularly as demands on the G.I. Bill program continue to evolve.

Background/Context The Post-9/11 GI Bill has provided educational benefits to millions of military service members and veterans since its adoption in August 2009. Recent studies indicate that the bill has significantly improved college enrollment and educational attainment among post-9/11 veterans. A significant proportion of veterans suffer from service-connected disabilities. While provisions of the Post-9/11 GI Bill may render education benefits that are appealing to veterans with service-connected disabilities, little is known with regard to how the bill has affected college participation among this venerable subpopulation of veterans. Purpose/Objective This study examines the effect of the Post-9/11 GI Bill on college enrollment rates among veterans with service-connected disabilities and unpacks potentially heterogeneous impacts across groups with different demographic characteristics (i.e., sex, age, race/ ethnicity, educational attainment, and disability ratings). Population Post-9/11 veterans. Research Design Triple differences. Data Collection and Analysis Secondary data analysis based on American Community Survey 2005–2016. Findings/Results While the Post-9/11 GI Bill has increased college enrollment for veterans without service-connected disabilities by less than 1 percentage point, the increase is much larger—about 5 percentage points—for veterans with service-connected disabilities. Enrollment effects for veterans with service-connected disabilities are consistent and positive across sex, age, race/ethnicity, educational attainment, and disability ratings. Conclusions/Recommendations The results of this study provide strong evidence for the significant enrollment growth among veterans with service-connected disabilities after the adoption of the Post-9/11 GI Bill. While this result is reassuring, it is not clear whether this large effect for veterans with service-connected disabilities is due to favorable provisions in the Post-9/11 GI Bill or due to lower opportunity costs. In the future, researchers may want to identify appropriate sources for data on detailed educational benefits to examine the mechanisms behind the effect.
