The article shows the power quality indicators that are most important for electric consumers: high and low voltage, high-voltage pulses, harmonic distortion, unstable voltage, voltage dips. Possible contingencies in power supply systems of the ground complex (PSS GK) connected with a deviation from the norm of the quality of electric power parameters are analyzed. In accordance with this, the power quality indicators that affect the cyclogram of the preparation for the launch of a space rocket (SR), which need to be monitored, are determined. The objects of management of separate components for operational withdrawal from an emergency situation (ES) are considered. In order to improve the PSS structures and improve the quality and reliability of PSS GK, taking into account the operating modes, at the design stages of the power supply system of GK, it is necessary to create and allocate an automated remote control and monitoring system (ARKMS) as a separate structure within PSS NK. The main requirements for the ARKMS providing control of the power parameters at the terminals of the electrical consumers of the process equipment (PE) are determined by monitoring the oscillograms of the AC voltage, the voltage, frequency and the non-sinusoidal voltage of the alternating current voltage. In addition, ARKMS performs registration and display of power supply parameters of electric consumers, monitoring of the operation of PSS as a whole and their components with reference to a single-time system. In case of exceeding the permissible limits of the power quality indicators, ARKMS will allow to take operational measures necessary for parrying contingencies, thanks to the operation of the elements of the power supply system. Information support was provided with the construction of the generally accepted structural block diagram of such systems, on the basis of which the three-level structure of ARKMS is implemented. The algorithm and basic principles of the ARKMS operation in the normal mode and the mode of exceeding the norms of the power quality indicators (PQI) are considered. A brief description of the structure is given, as well as an example of an algorithm for input control of ARKMS.

Alumina production is rather complex technological process of processing mineral raw materials that requires development of effective technological solutions, including in terms of efficiency of using electric energy. The paper is devoted to studying the power supply system of an alumina refinery inLam Dong Province,Vietnam. The tasks that need to be solved for improving the power quality in the power supply system were analyzed. It was shown that non-linear loads significantly degrade the power quality that in turn leads to equipment damage, malfunction and decreasing the refinery productivity. Models of the refinery power supply system were developed and, using which, the quality of power was assessed at the 6 kV voltage utility bus of the power supply system, as well as at the 6 kV and 0.4 kV buses of distribution substations of individual refinery’s subdivisions. Analysis of the simulation findings showed that the nonlinear loads lead to significant distortions of sinusoidal forms of voltages and currents, and decreasing the power factor. Based on the simulation results, it was concluded that voltage harmonics and current harmonics at nonlinear load at the low voltage buses of 0.4 kV and at the buses of 6 kV exceed the permissible limits of the harmonics in accordance with IEEEST519-1992 international standard. Proposals were developed for improving the power quality in the refinery power supply system. For suppressing higher harmonics of current and voltage, it was recommended to use special power quality regulators in the alumina refinery power supply system. It was proposed to use active harmonic filters as the power quality regulators. The proposed solutions allowed obtaining practically sinusoidal forms of voltages and currents in the alumina refinery power supply system.

The impact of power quality indicators and synchronized vector measurement device errors on electrical mode parameter assessment is examined with using a model of a simple industrial power supply system. There are underestimated requirements for the accuracy of synchronized vector measuring devices (SVMDs) with regard to their use in technical solutions designed to control the power supply modes at industrial enterprises.

During the functioning of power supply system, there can be situations where the culprit in interruptions of power supply to consumers and a power quality violation is a power supply company or a consumer himself. Therefore, the economic incentive for power supply companies and consumers to increase power supply reliability and power quality is an urgent task. To implement such incentives, it is necessary to control the facts and time of power supply outages and their values as well as cases and time of non-compliance of power quality with the requirements of standards. It is possible with the use of a monitoring system for power supply reliability and power quality. (Research purpose) The research purpose is in developing a technical and economic method for stimulating power supply companies and consumers to increase efficiency of power supply system. (Materials and methods) The article provides a review of the structural diagram of a system for monitoring power supply reliability and power quality including devices for monitoring the number and duration of power outages and voltage deviations. (Results and discussion). An economic method has been developed to stimulate power supply companies and consumers to increase power supply system efficiency. The essence of the method is to control the parameters of power supply reliability and power quality, identify the violation of these parameters, determine the culprit of the violation, determine the time characteristics of the violation, summarize the duration of violations for the reporting period, compare the actual amount of duration with the allowable one, determine the amount of compensation for the violation and impose sanctions on payment compensation by the perpetrators of violations of these parameters. The article presents an algorithm for adjusting the cost of electricity supplied to consumers depending on the number and duration of voltage deviations and the number and duration of outages. The algorithm serves to ensure the operation of the specified technical and economic method. (Conclusions) The algorithm works in conjunction with a system for monitoring power supply reliability and power quality based on signals from devices that control the number and duration of outages and voltage deviations.

According to operation situation of power plant’s EP, the technical measures of energy saving in low-voltage power supply system have been analyzed over the years. Based on the classical theory of electrostatic precipitator and the operating status quo of EP, the paper has been focused on the principles of energy-saving and emission-reduction EP, established high-voltage current supply energy-saving and emission-reduction EP dust removal efficiency of mathematical models, analyzed energy saving and emission reduction technical measures of the low voltage device and proposed the technical solutions. It provided reference for design, adjustment, operation and energy saving of power plant’s EP.
