The organisation & the costs of the decommissioning nuclear plants in the UK

- UK electricity consumers have paid provisions for decommissioning since before 1980 but by 2002, there were still negligible funds available to pay for decommissioning civil nuclear facilities. By then, the two major UK nuclear companies, British Energy and British Nuclear Fuels Limited (BNFL), were both effectively bankrupt. This paper examines: the pre-2002 provisions for decommissioning and how they were lost; the Nuclear Decommissioning Authority, a new public body which took over ownership of BNFL's facilities including the duty to manage their decommissioning and how it expects to carry out and fund decommissioning of its sites; how the re-launched British Energy will contribute to decommissioning its eight plants; and government plans for collecting decommissioning provisions for any new plants.JEL classifications: L50, L38, H23, H44, L71Key words: Nuclear power, decommissioning cost, funding and polluter pays.

Decommissioning of retired nuclear plants and facilities demands the proper management of the process, both for economic reasons and for retaining public confidence in the continued use of nuclear power for electricity generation. There are significant potential benefits, both economic and environmental, in recycling materials from retired nuclear facilities for new uses rather than disposing of them as radioactive waste. Although it is technically possible to decontaminate many retired nuclear components to reduce contamination levels to below those appropriate for free release into the public domain, there is some public unease at the prospect of formerly contaminated materials passing into unrestricted public use. Greater support for recycle can be achieved by converting decontaminated materials into products for new controlled uses, particularly within the nuclear industry. Irrespective of the future of nuclear power, the industry has a need for many new items such as waste containers, replacement components etc. Good economics can be achieved by decontaminating the materials and then using existing non-radioactive manufacturing facilities for fabrication of new components. Provided that materials have first been decontaminated to below unrestricted release levels, there is no objection in principle to using non-radioactive facilities for recycling and manufacturing activities, so long as the materials are properly tracked to prevent their uncontrolled release. Surface decontamination has an important role to play in these activities. Efficient and economic decontamination processes are needed to prepare materials for recycle. The EPRI DFDX Process is a process for achieving these objectives. Recent progress with this process is described.

ASME has issued a 2008 revision to the Nuclear Quality Assurance Standard, NQA-1 that impacts the siting design, construction, startup and operations of new generation nuclear power plant designs as well as other nuclear facilities. In view of new nuclear plants recently certified by the NRC, the NQA-1 2008 revision is poised to meet those QA issues and requirements that have or may arise during ESP, COL and other regulatory actions by the NRC. In view of the enhanced safety features and significant design changes associated with this new generation of nuclear infrastructure including the DOE development of the CMRR (Chemical and Metallurgy Research Replacement) at Los Alamos, present QA programs and procedures require a re-evaluation and assessment if the 2008 revision of NQA-1 is widely adapted in the US and possibly other countries. A synopsis of the revisions posed by the 2008 revision to former QA standards is given together with ancillary impacts for the nuclear community.

In 1990, the privatisation of the British electricity supply industry revealed how uneconomic Britain's nuclear power plants were. The nuclear sector was withdrawn from privatisation and it seemed likely that by 2000, most of Britain's nuclear power plants would be closed. However, operating costs were dramatically reduced and in 1996, most of the nuclear plants were privatised in British Energy. Nuclear output made an important contribution to the reduction of greenhouse gas emissions and the future looked secure for the existing plants. However, the early success of British Energy was based on an inflated wholesale electricity price and by 2000, British Energy was struggling to cover its costs. The British government is now conducting a review of energy policy. The economic case for new nuclear power plants is poor but the need to meet greenhouse gas emission targets and the influence British Energy and BNFL may ensure the long-term future of the existing plants.

The UK Nuclear Decommissioning Authority (NDA) is a Non Departmental Public Body (NDPB) responsible for the remediation of the UK’s civil nuclear liabilities. To secure government funding and demonstrate that the NDA is delivering its mission, it must be able to show that it provides value for money across its estate. Value comes in many forms, such as an improved environment, hazard reduction, changes in sky line, social amenities, money, employment, and so forth. Depending on the perspective of the receiver, and their closeness to the affected area, the weighting placed on the different aspects of value will vary. Therefore, the challenge has been to get a consistent approach that measures value and is broadly acceptable to stakeholders in which different aspects are compared and decisions are made on a national basis.

UKAEA’s Winfrith site was built in the late 1950’s to undertake research and development into electricity generation from nuclear power. Pioneering scientific and technical work was carried out which resulted in a better understanding of nuclear issues, particularly nuclear safety. At its peak, Winfrith employed 2000 staff and at one time had nine operational nuclear reactors. The most noticeable landmark being the Steam Generating heavy Water Reactor (SGHWR) which, when in operation, provided the National Grid with enough electricity for a small town. In the early 1990’s the UK Government wound down its programme of nuclear R&D, and work started on restoring the environment of the Winfrith site by the progressive removal of the nuclear facilities. Winfrith has always been considered to be one of three key sites in Dorset for development of quality employment, and the site management, with the support of the DTI, decided to undertake a programme of environmental restoration that retained appropriate buildings and infrastructure systems that could be put to alternative long term use. To date, successes have been achieved in both the decommissioning work and also the establishment of tenants. All the fuel has been removed from the nuclear reactors and five reactors have been completely dismantled. Decontamination of other facilities has been completed. A notable example of this work is the return of a fuel fabrication building to a green field site. Another example was the decommissioning of a building that contained gloveboxes, and laboratories equipped with high efficiency filtered ventilation systems. This building was decommissioned, the area of land containing it delicensed, and the building leased to non-nuclear tenants. This thorough, painstaking process involved the use of recently developed industry techniques and required close working with the Nuclear Installations Inspectorate (NII). The tenant base is growing and at the end of 2002 there are 40 different companies resident on site with employee numbers ranging from 1 to several hundreds with a total of ∼ 1000 staff. In addition, the UKAEA programme employs ∼ 500 as staff and contractors. The larger tenants include QinetiQ and DSTL (both from the former Defence Evaluation and Research Agency), the Natural Environment Research Council’s Centre for Ecology and Hydrology, and RWE Nukem. The progressive decommissioning work continues and as UKAEA retreats across the site, from east to west, the non-nuclear research and development businesses move in. The range of work established at Winfrith provides a focus for its further development as a scientific and technical centre of excellence. Facilities have been created in partnership with the local council for small and start-up businesses, while strong links are being encouraged with universities that have an interest in areas such as environmental research. Together they will form a vital part of the commercial community, stimulating growth through technical interaction and innovation.

Since its establishment in 2005 the Nuclear Decommissioning Authority (NDA) has a remit to maintain the skillsbase for safe, secure and cost effective decommissioning of the existing UK civil nuclear power plants and associated facilities. With an aging workforce and a competitive tender process for each project a number of new companies are realising the potential of the UK decommissioning market. The Nuclear Engineering Doctorate and NTEC Masters Programmes have been designed to provide the nuclear workforce of the future. The doctorate is a partnership between industry, a university partner and the research engineer with the benefit to industry that the research engineer is based with the industrial partner. Technical and management modules are studied at the university whilst the research project is carried out in the industrial environment. The Masters programme draws on the expertise of 11 Higher Education Institutes and offers over 20 modules that are delivered in a short-fat format either as stand alone CPD courses or, by taking further modules, a certificate, diploma or on completion of a research project an M.Sc. Modules are available that cover the technical aspects of decommissioning as well as management of the decommissioning process. The availability of modules in a Distance Learning format now enables students based around the world to benefit from this programme. This paper will describe the two programmes in detail and provide examples of current projects that are delivering the research and workforce required for a successful decommissioning programme.

Abstract The law and regulation of nuclear infrastructure decommissioning is developing worldwide. At the international level, safety standards for the decommissioning process were established under the auspices of the International Atomic Energy Agency, which also encourages international co-operation and gives expert advice for Member States’ projects. Advanced jurisdictions such as the UK, US and Japan have made substantial progress in the elaboration of national legislation covering issues related to the risks for safety and the environment. This article aims at assessing the Brazilian and Chinese efforts, achievements and challenges in the establishment of national decommissioning legal regimes using the analytical lenses developed by probing into the strengths exhibited by selected advanced jurisdictions’ decommissioning regulations and experiences, in namely the UK, USA and Japan. As a result, the structural perspective developed enables the assessment of the effectiveness of the decommissioning framework of jurisdictions at an earlier stage. Brazil and China have just started to build their national decommissioning nuclear power plant regimes. Besides sharing a common nuclear power plant decommissioning regulatory momentum, both countries’ asymmetric capacities in the technology sector can be reciprocally combined to create a mutually beneficial relationship.

Risk-Informed In-Service Inspection (RI-ISI) aims to integrate service experience, plant and operating conditions, other deterministic information, and risk insights in developing augmented in-service inspection (ISI) programmes for Nuclear Power Plant (NPP). RI-ISI is a developing methodology which is increasingly being adopted world-wide, and is seen as having the potential to make ISI programmes more effective and efficient in terms of both nuclear safety and the economical operation of nuclear plant. The Nuclear Regulatory Agency (NRA) bears responsibility for regulating nuclear facilities in Bulgaria. In anticipation of a forthcoming application by Kozloduy NPP to adopt an RI-ISI programme for selected systems in WWER-1000 plant, the NRA required a suitable regulatory guidance document to help assess such an application. The UK Department of Trade and Industry-funded Project NSP/04-B23 “Assistance with the Regulatory Aspects of Risk-informed In-Service Inspection (RI-ISI)” has enabled the development of a guidance document, the initial draft of which was produced by Serco Assurance in close consultation with the NRA and other Bulgarian stakeholders. This paper presents a description of how current international best practice has been tailored to Bulgarian NPP, and provides a summary of the draft guidance document produced as the principal output of Project NSP/04-B23.

AbstractWhile 3/11 has altered energy policies around the world, insufficient attention has focused on reactions from local nuclear power plant host communities and their neighbors throughout Japan. Using site visits to such towns, interviews with relevant actors, and secondary and tertiary literature, this article investigates the community crisis management strategies of two types of cities, towns, and villages: those which have nuclear plants directly in their backyards and neighboring cities further away (within a 30 mile radius). Responses to the disaster have varied with distance to nuclear facilities but in a way contrary to the standard theories based on the concept of the ‘distance decay function’. Officials in communities directly proximal to nuclear power plants by and large remain supportive of Japan's nuclear power program, while those in cities and towns at a distance (along with much of the general public) have displayed strong opposition to the pre 3/11 status quo. Using qualitative data, this article underscores how national energy and crisis response policies rest strongly on the political economy, experiences of, and decisions made at the subnational level.
