Information technology is developed to assist people in minimizing processing time, reducing errors, increasing the accuracy and simplifying the overall process. The process of recording, retrieving and displaying data and information can thus be easily and accurately undertaken. Information technology in its initial development, however, tends to be too costly and complicated to make a real particularly for people in developing countries. Fortunately, universities as the centers of innovation, can be a game changer for the adoption of the innovative processes, for the benefits of the community at large. In all Indonesian universities, this role is associated with a, so called Tri Dharma Perguruan Tinggi (Three Devotions of Higher Education, TDHE). This paper examines the acceptance of the collaborating officials and the obstacles i.e. internal and environmental factors. We proposed the use of GIS-based technology to coordinate the administrative units of local government at all levels, particularly the Kelurahan as the lowest hierarchy of the administrative unit in local government system. The Kelurahan will then be the spearhead in a local government system in Indonesia in promoting administrative services to all Citizens. We undertook an integrated training and tutorial for select official staff of the Kelurahan on the system. Evaluation of shows that the information system can be used to simplify the collaborators’ activities. The evaluation was done through in-depth interview to the collaborating officials. The collaborators interested in learning more about the system as an innovative way in providing service to the community as well as spatial data input to support urban planning and management.

This study highlighted on examining/appraising local governence practices of Nepal in federal context. The study was conducted in Gorkha Municipality located in Gorkha district. The respondents/participants were elected representatives and administrative staffs selected purposively. Necessary data/information were collected through institutional survey, KII, FGD and participant observation techniques. The study found poor physical infrastructure facilities of municipal office for offering efficient administrative services. Eventhough, the administrative staffs are newly appointed young generation found active and interactive. They are accountable and accessible to the service receivers and offering effective and quality service delivery. Elected representatives are also found educated having managerial and leadership skills since they were came from the background of social work. In this federal context, devolved power/jurisdictions of local government in general and Gorkha Municipality in particular have so many opportunities for implementing rural development related programs/projects. However, local government still has been facing challenges of physical infrastructure, economic resources and sufficient human resources.

This study departs from a new habitual adaptation movement that changes people's social interactions as a rational choice amid the threat of the Covid-19 outbreak. The purpose of this article is to test empirically that the current model of local government administrative services in the archipelagic sub-districts is very inefficient and less productive so that it has an impact on meeting the basic needs of the community comfortably and fairly. Furthermore, this study offers a new model for Duo-TM, namely Temu Muka dan Temu Mesin. This article shows the need for an empirical study in the development of a local government administrative service model to trace geographic difficulties and risks due to the Covid-19 outbreak. This is especially relevant if the author refers to the reasons for the massive change in various social dimensions and forces the adaptation of new habits. On the other hand, the era of the 4.0 industrial revolution places the power of technology and information as a means for innovating services that are comfortable, fast, inexpensive, and of high quality.

Bureaucratic discretion in regional government as an effort to publish public service effectiveness in a state of urgency, which is a situation that emerges suddenly concerning the public interest that must be resolved quickly, where to resolve the issue, laws and regulations have not yet regulated it. Constraints In bureaucratic discretion in local government as one of the efforts in the effectiveness of public services is the insufficient cost due to excessive demand from the bureaucratic discretion program, policy participants who swell are not in accordance with the established plans, for example, participants who are not categorized as poor but ask to be classified as poor families and administrative services are not smooth because the bureaucratic discretion policy is more a spontaneous program from the local government. The ideal discretion model to overcome the problem of delegation of authority that occurs during diving This is to provide additional competency training in medical action to nurses with the aim that nurses are able to provide limited medical treatment services in accordance with the duties and authorities listed in the Nursing Act. In the development of public administration so many dynamics arise, starting from the role of separate public administration at all with the political world. The next understanding that then emerged was that administration was part of politics. The paradigm that arises is "when political ends administration begins". These understandings later led to many opinions both from scientists and practitioners to re-explore the essence of the science of public administration. Regional governments need to take legal action of discretion (freies ermessen) for those in remote or rural areas. The discretion is all activities that involve the process of policy making or decision making or action on its own initiative, not fixed on the provisions of the rules or laws with a variety of mature, contextual and accountable considerations
